A Comparative Analysis of the Impeachment Procedures in Nigeria and Indonesia: A Need for a Paradigm Change

    Get PDF
Although impeachment as the outcome of constitutionalism is significant in good governance, narrow political affiliations, institutional corruption, and the absence of democratic tenets among politicians hamper its proper application in Nigeria and Indonesia. The impeachment in both countries reveals a weaponization of the process for parochial gains and there is a penchant for using the process to remove elected officials for personal and political reasons. This study comparatively analyzes the impeachment procedures in Nigeria and Indonesia to suggest measures to strengthen and safeguard the procedures from abuse. The methodology deployed in this study is essentially a desk review of both primary and secondary materials. Given the comparative analysis of the commonalities and variant impeachment procedures in Nigeria and Indonesia, the application of the constitutional provisions for impeachment in both countries remains fraught with neo-patrimonialism and narrow party considerations, exacerbated by corruption, selfish interests, and ulterior motives to be in power endlessly. Moreover, wieldy impeachment provisions and weak institutional regimes propagate the abuse of impeachment. Hence, public participation in the impeachment process, amendment of the impeachment provisions, appointment of judges by independent bodies, and the prosecution of corrupt politicians and judges by effectively implementing extant anti-corruption laws are some of the steps to suppress the abuse of impeachment in Nigeria and Indonesia. While these measures are vigorously implemented, the abuse of the impeachment procedures will be repressed. KEYWORDS: Constitutionalism, Impeachment Procedures, Indonesia, Nigeria

The objective of this paper is to analyse the implications of Covid-19 to the Nigerian piracy and to suggest measures to suppress the crime. While piracy is rife off the Nigerian coast due to heavy vessel traffic in the country’s oil and gas industry, the onshore causes of piracy, like unemployment, have worsened because of Covid-19 preventive measures introduced in Nigeria. This research critically analyses legal instruments, data and scholarly publications to determine the effect of Covid-19 to piracy in Nigeria. Though the emergence of Covid-19 significantly aggravated some of the onshore causes of piracy, like poverty, which could potentially increase the number of piratical acts off the Nigerian coast, data suggested that the number of piratical acts has not increased yet. This paper argued that this was due to the restriction of movement, the docking of vessels to curb the spread of Covid-19 and the restriction of vessels without thermal screening kit from operating in Nigerian waters. The paper concluded that notwithstanding that Covid-19 may not have affected the number of piracy incidences in Nigeria, there is a possibility of increase in the number of piratical attacks in Nigerian waters post Covid-19, especially after easing Covid-19 countermeasures. This was because the emergence of Covid-19 has escalated the onshore causes of piracy in the country and the movement restrictions have been partially lifted. This research suggested that finding a lasting solution to the onshore causes of piracy was key to curbing piracy off the Nigerian waters during and post Covid-19

This paper aims to fill the gap in the marketing of Batik and Adire. The methodology deployed is a comparative analysis of literature and legal instruments. The paper also uses data to comparatively analyze the impact of the marketing of Batik and Adire in the creative industries in Indonesia and Nigeria. The paper's findings show that both fabrics share some commonalities in making them, and their designs have sociocultural meanings. They contribute to sustainable socio-economic and cultural development of both countries. Moreover, both fabrics have cultural, aesthetic, artistic, and religious values. They play significant roles in tourism, art-craft, the creative industry, and the way of life of Indonesians and Nigerians. Both fabrics require similar measures to enhance their marketing strategies given their marketing limitations. Conclusively, common measures can be used to enhance the marketing of both fabrics in terms of the use of technology. Hence, both countries should put appropriate legal regimes, regulatory frameworks, facilities, and infrastructure in place to achieve that. Also, the creation of textile cottage industries, the establishment of small and medium enterprises, and public-private partnerships are key in bolstering the marketing of Batik and Adire

Tourism has become an important sector in some national economic development, especially in Indonesia. In Indonesia, the tourism sector is one of the biggest non-oil foreign exchange-earners. Consequently, the Indonesian government has introduced laws, policies, and regulations to bolster the sector. Specifically, Lake Toba in North Sumatra is a famous coastal tourist destination in Indonesia, which attracts both local and foreign tourists. The objectives of this research are to examine coastal tourism in Indonesia and address possible measures to achieve sustainable coastal tourism in Lake Toba. The methodology adopted in this research includes a qualitative approach with descriptive and dialectical analysis. Moreover, the data used are adopted from literature, tables, pictures, and documentary reviews. In the course of the research, it was discovered that many factors threaten sustainable tourism development in Lake Toba, particularly lack of and access to infrastructure, inadequate funds, among others. The result of the research reveals that government laws and policies and recommendations by scholars significantly strengthen sustainable tourism in Lake Toba. In concluding the research, it was argued that due to the economic and social-cultural importance of tourism to the development of Indonesia, it is imperative to effectively implement the laws, policies, and recommendations outlined in the paper

The continuation of an ongoing call is an important quality measurement in GSM systems. Handoff process enables a cellular system to provide such a facility by transferring an ongoing call from one Base Station to another. Different approaches have been proposed and applied in order to achieve better handoff service. In our previous paper entitled “Development of Efficient Handoff Queuing Scheme for Minimizing Call Drop Due to Handoff failure in GSM Systems”, we proposed and analyzed a scheme integrating the buffer facility to the M+G scheme to further reduce handoff failure. In this paper, we continue with the analysis of this scheme by subjecting it to comparative evaluations with some existing schemes. The simulation environment was done in MatLab. Leadership in Nigeria across ecclesiastical and societal strata had over the years proved to be a game of the hawks and kittens through radical and arbitrary expression of power and authority. All who had played host to the power equation among the leadership in Nigeria had exhibited leadership mentality that had been anchored on that of tribalism, feudalism, dictatorship, and nepotism. These indices invariably had been obvious in the church leadership wherein the leadership had lord it over God’s heritage. This abnormality in the nation leadership has affected negatively the psyche of average Nigerians. Consequently the National as well as international image of the Nigeria had been dragged to the mud. This paper in a vivid lucidity examined through critical biblical exegesis, Jesus’ model of exemplary as well as servant leadership from John Gospel 13:1-17; unraveling its laudable lessons for the church and Nigerian society.
