    The Implementation of Using of Land Rights for Industry

    This research aims to know the control over land, either by individuals, collectively or by the state, is only exercised and may only be exercised, if the aim is for the greatest prosperity and justice of the people or for the welfare of the nation and state as much as possible. The research methods was a normative juridical approach and descriptive analytical and highlighted especially in terms of technical legislation. Data collection was carried out with an emphasis on the study of documentation in the library. Field visits were more aimed at checking the application of positive law and to find problems in its implications. The result of the research indicate that there are problems related to the incomplete conceptual preparation in the planning, policy and regulatory stages, caused by the weakness of the quality of planners and legal officials. These weaknesses have caused problems of misunderstanding and inaccuracy in applying the concept, so that the regulatory policies that are drawn up and their implementation deviate a lot from what is expected and have even led to disharmony in society. The product achieved is such that it is not so good, that it will require a difficult effort and take a long time to harmonize it again. Such conditions and problems occur and are found both in the issue of 'state tenure in the National Defense Law, and in the issue of 'land tenure in industrial areas'. The novelty show that in the field of industrial development, the choice of approach is carried out by prioritizing the interests of small companies, medium-sized enterprises and cooperatives in the field of agro-business and agro-industry, without neglecting the presence and role of big entrepreneurs. And in the land acquisition program for the development of an area, a partnership approach should be developed, in such a way that the interests of the people and the good protection of people's rights to land can be paid more attention

    Residents' Knowledge regarding Recreational Drug Screening Immunoassays at a Swiss Hospital Group.

    INTRODUCTION In case of suspected acute recreational drug toxicity, immunoassays are commonly used as diagnostic tools. Although easy to handle, understanding of their limitations is necessary for a correct interpretation of the results. The aim of this project was to investigate residents' knowledge regarding drug screening immunoassays at a Swiss hospital group. METHODS All residents of a large hospital group in Switzerland were invited by e-mail to participate in an anonymous survey. Following ten multiple choice questions on drug screening tests, the participants were also asked about their demographics, whether they used drug screening tests on a regular basis, and how confident they felt in their ability to interpret test results. RESULTS The ten knowledge questions were answered by 110 of the 1026 residents (11%). Among the 108 participants with available demographics, 90% were 25-35 years old, 63% were female, and 70% were at least in their 4th year of residency. The median score of correct answers was 4 out of 10 (range 0-7) and in 50% of the questions, the correct answer was the most frequently selected response. No significant differences in the knowledge scores were found based on the training, confidence level, or the frequency of drug tests used in daily work. CONCLUSION This survey revealed widespread knowledge gaps among residents regarding the interpretation of immunoassay-based drug test results. These findings can be used to implement educational measures on this topic and might provide a basis for targeted information on common pitfalls to be included in laboratory reports

    Generic representations of abelian groups and extreme amenability

    If GG is a Polish group and Γ\Gamma is a countable group, denote by \Hom(\Gamma, G) the space of all homomorphisms Γ→G\Gamma \to G. We study properties of the group \cl{\pi(\Gamma)} for the generic \pi \in \Hom(\Gamma, G), when Γ\Gamma is abelian and GG is one of the following three groups: the unitary group of an infinite-dimensional Hilbert space, the automorphism group of a standard probability space, and the isometry group of the Urysohn metric space. Under mild assumptions on Γ\Gamma, we prove that in the first case, there is (up to isomorphism of topological groups) a unique generic \cl{\pi(\Gamma)}; in the other two, we show that the generic \cl{\pi(\Gamma)} is extremely amenable. We also show that if Γ\Gamma is torsion-free, the centralizer of the generic π\pi is as small as possible, extending a result of King from ergodic theory.Comment: Version

    Improved multiple description wavelet based image coding using subband uniform quantization

    The objective of multiple description coding (MDC) is to encode a source into multiple descriptions supporting different quality levels of reconstruction. In this paper, we use the multiple description transform coding (MDTC) algorithm based on the wavelet transform that has been shown to be robust to packet losses allowing a graceful quality degradation. The case of transmitting still images with four descriptions is considered. We propose to use subband uniform quantization with different quantization steps, optimized using a genetic algorithm (GA), when compressing to a target bit-rate. Simulation results show that the proposed method offers substantial improvements in the case of packet loss when compared to previously reported work that applies uniform quantization with a fixed step size
