Las campañas políticas buscan conquistar votantes con discursos, propuestas y estrategias que se componen de ideas sobre el amplio mundo social. Esas ideas tienen que ver con el funcionamiento de la economía, la administración y la toma de decisiones que afectan la vida cotidiana de todos los individuos. Sin ideas expresadas en planes, políticas públicas o decisiones gubernamentales, dirigidas a poner en marcha una determinada medida en esos ámbitos, una sociedad sencillamente no funcionaría. Paradójicamente, para algunos candidatos, empresarios y ciudadanos hablar de ideologías políticas en tiempos de campaña se califica de anacrónico y hasta de inútil. A Tension between the University and the Specificity of Human Rights. Reconstruction of Legitimacy Basis and Analysis on its Performance in the West

Este trabajo de investigación es una aproximación teórica a la contradicción que existe en los derechos humanos entre su aspecto jurídico-político y su realización práctica en la sociedad occidental. Trata Una caracterización filosófica del problema,analizando algunas de las propuestas que han sido expuestas sobre este. Presenta Una fundamentación histórica de los derechos humanos que provee un análisis de su estructura filosófico-política y propone una interpretación de esta en una tensión de su universalidad abstracta y su necesidad de materialización particular que no puede ser fácilmente resuelta gracias a su génesis.This research is a theoretical approximation to a contradiction between the juridical-political feature and the real materialization of Human Rights in Western Society. Computing the Component-Labeling and the Adjacency Tree of a Binary Digital Image in Near Logarithmic-Time

Connected component labeling (CCL) of binary images is one of the fundamental operations in real time applications. The adjacency tree (AdjT) of the connected components offers a region-based representation where each node represents a region which is surrounded by another region of the opposite color. In this paper, a fully parallel algorithm for computing the CCL and AdjT of a binary digital image is described and implemented, without the need of using any geometric information. The time complexity order for an image of m × n pixels under the assumption that a processing element exists for each pixel is near O(log(m+ n)). Results for a multicore processor show a very good scalability until the so-called memory bandwidth bottleneck is reached. Integración educativa y educación especial como encrucijada hacia la innovación

The integration of students with handicap to Education levels is a problem whose solution requires to take account for several variables, so this situation is derivated from the infraestructure and training and attitude of professionals and teachers. The noncontrolled aspects of experimental "Reforma" and the limited experience in the integration in educational levels are critical aspects in this panorarne. We specificy and suggest some alternatives and orientation in the training for students with handicap to innovational perspective

Calidad de vida y procesos educativos

La emergencia del concepto de calidad de vida ha ido confirmándose en el ámbito educativo, de manera que puede comprenderse su trascendencia para sensibilizar, guiar y orientar acciones. Como constructo se ha ido asumiendo en diferentes esferas, de entre las que destacamos los servicios sociales, la salud y la educación. Específicamente, en el ámbito de la educación se ha de relacionar con la mejora de la planificación educativa y el desarrollo de modelos en los que el curriculum académico ha de ser funcional y contextualizado, teniendo en cuenta las distintas dimensiones que se incluyen en lo que asumimos como calidad de vida, para fomentar su mejora.The emergence of the concept of quality of life it is important to educational contexts. Los profesionales de centros de empleo protegidos. Generalidades y actuación

En este artículo se expone el papel que asumen los profesionales que trabajan en centros protegidos para discapacitados, fundamentalmente los denominados monitores especializados. Se alude, por otra parte, a la necesidad de que los perfiles profesionales respondan a las actuaciones que los procesos de intervención con discapacitados obligan en pos de la integración, para ello se plantea la formación como herrarnienta que sustenta las funciones que se deben realizar en los centros, sin olvidar que éstas se asientan en tres niveles: institucional, profesional y usuario. El perfil a delimitar se verd afectado por los elementos apuntados, teniendo presente la concepción interdisciplinar de las actuaciones.En aquest article s'exposa el paper que assumeixen els professionals que treballen en centres protegits per discapacitats, fonamentalment els anomenats monitors especialitzats. S'hi fa referència, també, a la necessitat que els perfils professionals responguin a les actuacions que els processos d'intervenció amb discapacitats obliguen per tal d'afavorir la integració, per això es planteja la formació com a eina que sosté les funcions que cal realitzar en els centres, sense oblidar que aquestes recolzen en tres nivells: institucional, professional i usuari. El perfil que cal delimitar es veurà afectat pels elements esmentats, tenint en compte la concepció interdisciplinària de les actuacions.This study shows the role assumed by the professionals that work in sheltered workshops for handicapped persons, especially tutor-educators or specialist employment. In other hand, the sudy mentions the need that professional profiles reply to the performances in order to integrate to the handicapped persons through an intervention process. So then the training in planned like a tool which hold up the functions that will be realized in the workshops. We can forget these functions firm in three levels: institutional, professional and user (handicapped person). The trainer profile that we want to delimit will be affected by the alluded elements, if we have account the interdisciplinary performances
