E-strategias en la introducción y uso de las TIC en la universidad
Las tecnologías de la información y de la comunicación (TIC) se han asentado plenamente en las universidades españolas a lo largo de la última década. Sin duda, esto está comportando un cambio significativo en la dinámica interna de las instituciones: en la forma de planificar y desarrollar la docencia universitaria, en la administración académica y en los servicios a los estudiantes y, de forma relevante, en la actividad de investigación y difusión. Para llegar al uso habitual de las TIC en la universidad los equipos de gobierno han tomado, a lo largo de los últimos años, decisiones estratégicas que han condicionado y determinado la situación actual. En este artículo presentamos los resultados del análisis de esas decisiones estratégicas en el marco de un estudio financiado por el Ministerio de Educación y Ciencia. Podemos concluir de forma genérica que la introducción de las TIC en la universidad española se ha realizado sin planificación estratégica y que ha sido el resultado de la demanda externa lo que ha propiciado su uso. Asimismo, podemos afirmar que el uso de las TIC, especialmente de Internet, está transformando de manera sustancial la dinámica institucional de las universidades, desde su estructura hasta la forma de planificar e impartir clases, pasando por la gestión y administración académica, así como por la investigación y la difusión del conocimiento
Simulation of Browian Particles in a channel
We study the behavior of ions with Brownian motion in the stationary state along a channel and
the influence of external applied potentials and shapes of the channel. Our goal is to implement a
1-dimensional model that captures these effects by means of an effective potential and a diffusion
coefficient. The method could be used as a tool to reduce the calculation cost of modeling these
systems, which otherwise should be modeled in three dimensions.2019/202
HMGA1, Moonlighting Protein Function, and Cellular Real Estate: Location, Location, Location!

Until recently, HMGA1 was assumed to be a nuclear protein exerting its role in cancer by transcriptionally modulating gene expression and downstream signaling pathways. However, the discovery of an extracellular HMGA1-RAGE autocrine loop in invasive triple-negative breast cancer (TNBC) cell lines implicates HMGA1 as a “moonlighting protein” with different functions depending upon cellular location. Here, we review the role of HMGA1, not only as a chromatin regulator in cancer and stem cells, but also as a potential secreted factor that drives tumor progression. Prior work found that HMGA1 is secreted from TNBC cell lines where it signals through the receptor for advanced glycation end products (RAGE) to foster phenotypes involved in tumor invasion and metastatic progression. Studies in primary TNBC tumors also suggest that HMGA1 secretion associates with distant metastasis in TNBC. Given the therapeutic potential to target extracellular proteins, further work to confirm this role in other contexts is warranted. Indeed, crosstalk between nuclear and secreted HMGA1 could change our understanding of tumor development and reveal novel therapeutic opportunities relevant to diverse human cancers overexpressing HMGA1.This research was supported by a grant from Instituto de Salud Carlos III through the project “PI19/01292” (Co-funded by European Regional Development Fund/European Social Fund “A way to make Europe”/“Investing in your future”)
Experiencing imprisonment in Spain
Europe has built a humanitarian criminal policy regarding imprisonment with three basic principles - limitation of the use of prison, normalization of prison life and reintegration as the main aim of the deprivation of freedom - and it seems relevant to assess whether single penitentiary systems in Spain achieve this European ideal. The paper analyses the reality of imprisonment in Spain by surveying a representative sample of persons who have experienced imprisonment in one of its regions. The paper reveals a more positive fulfilment of the principles of normalization and reintegration than previous literature has demonstrated. However, in both the normalization and the reintegration principles, there appear aspects of concern that require the implementation of new policies.Europa hat bezüglich des Freiheitsentzugs eine humanitäre Strafrechtspolitik mit drei Grundprinzipien aufgebaut: Begrenzung der Inhaftierung, Angleichung des Gefängnislebens und Wiedereingliederung als Hauptziel des Freiheitsentzugs. Daher erscheint es relevant zu betrachten, ob die Strafvollzugssysteme in Spanien dieses europäische Ideal erreichen. Der Aufsatz analysiert die Realität des Strafvollzugs in Spanien anhand einer Umfrage unter einer repräsentativen Stichprobe von Personen, die dort inhaftiert waren. Im Ergebnis zeigt sich eine positivere Erfüllung der Prinzipien der Angleichung und Reintegration als in der bisherigen Literatur. Sowohl beim Angleichungs- als auch beim Reintegrationsprinzip gibt es jedoch Aspekte, die Anlass zur Besorgnis geben und die Umsetzung einer neuen Politik erfordern
La materialización de la imprescriptibilidad en los delitos contra la Administración Pública
El presente trabajo tiene como objetivo general determinar la materialización de la
imprescriptibilidad en los delitos contra la administración pública, busca establecer si en
nuestro ordenamiento jurídico nacional se determinan de manera clara, precisa y
rigurosa los lineamientos jurídicos que fundamentan la imprescriptibilidad de los delitos
contra la administración pública, y de ser así, identificar los criterios que la sostienen y
si éstas guardan relación con los principios esenciales del Derecho Penal. La
investigación iniciará con los fundamentos que sostienen la figura de la
imprescriptibilidad propiamente dicha, cuyo análisis tendrá el objeto de entender las
circunstancias, razones y motivos que originaron la institución jurídica señalada y si
éstas se sostienen bajo los preceptos de un Estado Democrático de Derecho.
Luego de identificar los fundamentos de la institución jurídica bajo mención se
establecerán los preceptos que incorporaron dicha figura a nuestra legislación nacional,
analizando su regulación en el Código Penal Peruano y una descripción de su regulación
en el Derecho Comparado. Luego de analizar la referida institución en la legislación
peruana, se planteará los fundamentos de su vinculación con los delitos de Lesa
Humanidad comprendidas en la Corte Penal Internacional y su conectividad con el
ordenamiento jurídico internacional referidos a los Derechos Humanos, para así
determinar con mayor precisión la viabilidad de la aplicación de la imprescriptibilidad a
los delitos contra la Administración Pública establecidas en nuestro ordenamiento
jurídico.
De manera posterior, se identificarán las razones que, de acuerdo a la doctrina y la
jurisprudencia, justificarían la imprescriptibilidad de los delitos contra la administración
pública y su posterior materialización en nuestro Código Penal. Se realizará un análisis
crítico de cada uno de sus fundamentos y se procurarán establecer prístinamente los
delitos que estarían sujetos a la institución jurídica en mención. En la actualidad existen
razones que cuestionan dicha institución jurídica las cuales en épocas de desbordante
y grave corrupción crean espacios de impunidad, lesionando bienes jurídicos que
afectan a la colectividad, los cuales se pretenden aminorar y prevenir con el presente
planteamiento. Como resultado de la investigación se concluirá que la imprescriptibilidad de la acción
penal y su materialización en nuestro ordenamiento sancionador contienen una razón
de ser, la de aminorar y prevenir la comisión de delitos de grave corrupción que
impliquen la lesión de bienes jurídicos colectivos y más aún si estos contienen una
estrecha relación con delitos que involucren la lesión de derechos fundamentales.The present objective of the present work is to determine the materialization of
imprescriptibility in crimes against public administration, it seeks to establish whether in
our national legal system the legal guidelines that base the imprescriptibility of crimes
against crimes are clearly, precisely and rigorously determined. public administration,
and if so, identify the criteria that support it and whether they are related to the essential
principles of Criminal Law. The investigation will begin with the foundations that sustain
the figure of the prescription and the imprescriptibility itself, whose analysis will aim to
understand the circumstances, reasons and motives that originated the legal institution
indicated and if these are sustained under the precepts of a Democratic State. of Law.
After identifying the foundations of the legal institution under mention, the precepts that
incorporated this figure into our national legislation will be established, analyzing its
regulation in the Peruvian Penal Code and a description of its regulation in Comparative
Law After analyzing the aforementioned institution in Peruvian legislation, the rationale
for its connection with crimes against Humanity included in the International Criminal
Court and its connectivity with the international legal system referring to Human Rights
will be considered, in order to determine with greater precision the feasibility of applying
imprescriptibility to crimes against the Public Administration established in our legal
system.
Subsequently, the reasons that, according to doctrine and jurisprudence, would justify
the imprescriptibility of crimes against the public administration and their subsequent
materialization in our Penal Code will be identified. A critical analysis of each of its
foundations will be made and an effort will be made to establish pristinely the crimes that
would be subject to the legal institution in question. Currently there are reasons that
question this legal institution which in times of overflowing and serious corruption create
huge spaces of impunity, damaging legal assets that affect a community which are
intended to lessen and prevent with this approach.
As a result of the investigation, it will be concluded that the imprescriptibility of the
criminal action and its materialization in our sanctioning order contain a reason for being,
that of reducing and preventing the commission of crimes of serious corruption that
involve the injury of collective legal assets and even more if these contain a close
relationship with crimes that involve the injury of fundamental Rights of the people
