    This background of the research was curriculum policy on the essence of integrating character values into learning, previous research in instructional materials in infusing character values on receiving and responding stages, and teacher’ difficulties in embedding the character education. Besides, hardly varieties instructional materials applied in English learning. The purposes of the studies are: to develop reading materials on English subject matter integrated into character values was valid, practical, and effective. This research and developmentused ADDIE model development procedures, consist of stages; analysis, design, development, implementation and evaluation. The subject of the research was under taken in SMPN 5 Padangpanjang. This research used qualitative and quantitative data analysis. The findings of the studies can be concluded: first learning reading materials development of the English learning following stages, 1) conduct need analysis of English reading materials, 2) designing learning reading materials integrated into character values of the English subject matter, 3) develop learning reading materials integrated into character values in such: teacher’s book, student’s book, syllabus, lesson planning, 4) the implementation of reading materials development in the classroom, and 5) to carry out an assessment of implementation of leaning reading materials integrated character values.     Quality improvement has always been applicated by the Universitas Terbuka (UT) especially to improve its distance learning services at its regional centers. The objectives of this research are to analyze the results of the internal audit before and after the UT regional centers accepting ISO 9001:2000 certificate, to learn what the benefits of the internal audit are toward the improvement of the distance learning services in UTs regional centers, and to identify the top managers of the UTs regional centers and their staff perceptions toward the internal audit. This research was conducted between March and October 2008 in UT. The research was conducted using descriptive analysis. The report analyzing guidance, questionaires and interview guidance were employed as the research instruments. The research concluded that ISO 9001:2000 had good effects to the improvement of the distance learning services at UT regional centers. Moreover, the internal audit made the UTs regional centers did their best to improve they distance learning services and these benefits made the top managers of the UT regional centers and their staff had a good perception toward the internal audit in UT

    Kesiapan Tenaga Administrasi Sekolah Menerima Perubahan Tata Kerja pada Masa Pandemi di Sekolah Menengah Pertama Negeri se-Kota Pariaman

    Penelitian ini bertujuan untuk mendeskripsikan informasi mengenai kesiapan tenaga administrasi sekolah menerima perubahan tata kerja pada masa pandemi yang dilihat dari aspek adaptasi, kesesuaian, tingkat percaya diri, dukungan pemimpin dan tingkat manfaat yang didapatkan. Penelitian ini merupakan penelitian deskriptif dan menggunakan jenis data kuantitatif. Populasi pada penelitian ini adalah seluruh tenaga pelaksana urusan administrasi Sekolah Menengah Pertama Negeri se-Kota Pariaman berjumlah 49 orang. Alat pengumpulan data yang digunakan adalah angket dengan model skala semantic diferensial. Teknik analisis data menggunakan rumus mean (rata-rata) serta tingkat capaian menggunakan skala persentase. Perolehan data menghasilkan gambaran tingkat kesiapan tenaga administrasi sekolah menerima perubahan tata kerja di Sekolah Menengah Pertama se-kota Pariaman dilihat dari aspek: 1) kemampuan  beradaptasi berada pada kategori siap dengan tata-rata 5,39 dan tingkat persentase 76,97%. 2) kesesuaian berada pada kategori siap dengan skor rata-rata 5,46 dan tingkat persentase 77,95. 3) rasa percaya diri pada kategori siap dengan rata-rata 5,63 dan tingkat persentase 80,42%. 4) dukungan pemimpin berada pada kategori siap dengan capaian rata-rata 5,34 dan tingkat persentase 75,91%. 5) aspek tingkat manfaat yang didapatkan berada pada kategori siap dengan rata-rata 5,44 serta tingkat persentase 77,78%. Secara keseluruhan tenaga administrasi sekolah sudah mencapai kategori siap untuk menerima perubahan tata kerja yang terjadi dilihat dari capaian rata-rata keseluruhan yaitu 5,45 dan berada pada persentase 77,81%

    Penelitian ini bertujuan untuk melihat persepsi guru terhadap pengelolaan sarana dan prasarana di SMK N 1 Pasaman Kabupaten Pasaman Barat dari aspek perencanaan, pengadaan, penyimpanan, pemeliharaan, pengawasan, dan penghapusan. Pendekatan yang dipakai yaitu kuantitatif jenis penelian deskriptif. Populasi yang digunakan yaitu berjumlah 50 orang guru, sampelnya yaitu populasi sampling. Instrumen penelitian ini angket dengan model skala likert.Angket ini telah diuji validitas dan reliabelitas, hasil uji coba instrumen menunjukkan 90 pernyataan didapatkan 85 item yang dinyatakan valid sedangkan 5 item dihilangkan sebagai butir pernyataan berjumlah 85item yang akan diberikan kepada 50 orang sampel. Setelah melakukan penelitan ditemukan hasilnya (1) Perencanaan sarana dan prasarana pembelajaran berkategori baik dengan skor 4,38 (2) Pengadaan sarana dan prasarana pembelajaran juga dalam kategori baik dengan skor 3,66 (3) Penyimpanan sarana dan prasarana pembelajaran dikategorikan baik dengan skor rata-rata 4,33 (4) Pemeliharaan sarana dan prasarana pembelajaran dikategorikan baik memperoleh skor rata-rata 4,37 (5) Pengawasan sarana dan prasarana pembelajaran memiliki skor 4,16 (6) Penghapusan sarana dan prasarana pembelajaran berkategorikan baik dengan skor 4,14. Berdasarkan hasil penelitian penulis menyarankan pengelolaan sarana dan prasarana pembelajaran di SMK N 1 Pasaman Kabupaten Pasaman Barat lebih ditingkatkan lagi demi menunjang tujuan dari pendidikan

    The Development of Message-Design Model in Blended Learning

The researcher found a problem in designing an instruction often ignore the message design because it is focused on syntax and learning systems, including the design of innovative learning such as e-learning, online learning, blended learning and mobile learning. Based on these problems, the researcher develops a model of design message in blended learning. The goal is to help the educators to facilitate learners to interpret and construct teaching materials. The development used ADDIE models. Qualitative and quantitative data were collected through observation, interviews, questionnaires, and tests in order to produce a model of message design. The validity of this products was tested by expert and the practicality and effectivity testing by the user in the course of Theory of Learning and instruction. The result of this development consists of (1) the book of model design messages in blended learning, and (2) the learning tool that consists of teaching materials, media presentations, e-learning, syllabus, SAP that is valid, practical and effective. The Book model can be used by designers of instruction, learning consultant, and lecturer/educator in helping learners to interpret and construct learning message so that they have an ability to generalize the learning and become independent learners

    INTENSIFIKASI KOMPETENSI PAJAK PADA RELAWAN PAJAK DI UNIVERSITAS TERBUKA

    This study aims to determine the role of the Tax Center at Universitas Terbuka and the intensification of competence for tax volunteers before being deployed to taxpayers in assisting activities in filling out tax returns. This research was conducted through a qualitative method by presenting descriptive data obtained from literature studies and observations at the Tax Center Universitas Terbuka. Intensification is held by providing training materials, namely: Communication and Leadership, Tax Awareness and Annual SPT, Completing Annual Individual SPTs, and Code of Conduct. In addition, webinars, sharing sessions, and literacy clubs are held. All of these activities are a form of Pengabdian Masyarakat as part of Tridharma Perguruan Tinggi and establish synergy with the Banten Regional Office of the Directorate General of Taxes. Based on the evaluation results of Taxpayers who receive assistance from Tax Volunteers, they are satisfied with the services provided by Tax Volunteers, both from their role in providing assistance and also from the way they communicate with Taxpayers, which is considered helpful with the existence of Tax Center activities and hoping that the activities consistently exist annually. Keywords: Tax Competency Intensification; Tax Center; Tax Volunteers.
