    Direct Electrical Arc Ignition of Hybrid Rocket Motors

    Hybrid rockets motors provide distinct safety advantages when compared to traditional liquid or solid propellant systems, due to the inherent stability and relative inertness of the propellants prior to established combustion. As a result of this inherent propellant stability, hybrid motors have historically proven difficult to ignite. State of the art hybrid igniter designs continue to require solid or liquid reactants distinct from the main propellants. These ignition methods however, reintroduce to the hybrid propulsion system the safety and complexity disadvantages associated with traditional liquid or solid propellants. The results of this study demonstrate the feasibility of a novel direct electrostatic arc ignition method for hybrid motors. A series of small prototype stand-alone thrusters demonstrating this technology were successfully designed and tested using Acrylonitrile Butadiene Styrene (ABS) plastic and Gaseous Oxygen (GOX) as propellants. Measurements of input voltage and current demonstrated that arc-ignition will occur using as little as 10 watts peak power and less than 5 joules total energy. The motor developed for the stand-alone small thruster was adapted as a gas generator to ignite a medium-scale hybrid rocket motor using nitrous oxide /and HTPB as propellants. Multiple consecutive ignitions were performed. A large data set as well as a collection of development \u27lessons learned\u27 were compiled to guide future development and research. Since the completion of this original groundwork research, the concept has been developed into a reliable, operational igniter system for a 75mm hybrid motor using both gaseous oxygen and liquid nitrous oxide as oxidizers.     A Cost-Benefit Analysis of Earned Value Management System Criteria

    In December 1996, the Cost/Schedule Control Systems Criteria (C/SCSC) was officially replaced by the Earned Value Management Systems (EVMS) criteria. The switch to EVMS, coupled with current acquisition reform changes, have left many wondering what the effects of these changes will be. This thesis defines the costs and benefits of the old C/SCSC, and then compares them. Additionally, this thesis discusses the changes accompanying the switch to EVMS and the effect on the costs and benefits. The marginal costs of C/SCSC are defined as the difference between the costs of a C/SCSC compliant system and a contractors normal management control system. The marginal system compliance costs are 334-481 person days, while the marginal operating costs are 50% of the C/SCSC compliant operating costs. Fourteen benefits of C/SCSC are detailed in this thesis. The most important benefit discovered was the data reliability that comes with a criteria compliant management control system. The main difference between C/SCSC and EVMS is the system certification process. Under C/SCSC, DoD teams would have to certify a contractor\u27s system. Under EVMS, contractors have the ability to self-certify their system (with final government approval). Cost savings may result through self-certification without reductions in the benefits

    The metabolic regimes of 356 rivers in the United States

    A national-scale quantification of metabolic energy flow in streams and rivers can improve understanding of the temporal dynamics of in-stream activity, links between energy cycling and ecosystem services, and the effects of human activities on aquatic metabolism. The two dominant terms in aquatic metabolism, gross primary production (GPP) and aerobic respiration (ER), have recently become practical to estimate for many sites due to improved modeling approaches and the availability of requisite model inputs in public datasets. We assembled inputs from the U.S. Geological Survey and National Aeronautics and Space Administration for October 2007 to January 2017. We then ran models to estimate daily GPP, ER, and the gas exchange rate coefficient for 356 streams and rivers across the continental United States. We also gathered potential explanatory variables and spatial information for cross-referencing this dataset with other datasets of watershed characteristics. This dataset offers a first national assessment of many-day time series of metabolic rates for up to 9 years per site, with a total of 490,907 site-days of estimates.We thank Jill Baron and the USGS Powell Center for financial support for this collaborative effort (Powell Center Working Group title: "Continental-scale overview of stream primary productivity, its links to water quality, and consequences for aquatic carbon biogeochemistry").     An analysis of temporal and generational trends in the incidence of anal and other HPV-related cancers in Southeast England

    Patients diagnosed in 1960–2004 with cancer of the cervix, anus, vulva, vagina or penis were identified from the Thames Cancer Registry database, and age-standardised period (temporal) incidence rates calculated by direct standardisation. Age-cohort modelling techniques were used to estimate age-specific incidence rates in the earlier and later cohorts, enabling the calculation of age-standardised cohort (generational) rates. Incidence of anal cancer increased for both men and women over the period studied, mainly in those born from 1940 onwards. Similar generational patterns were seen for cancers of the vulva and vagina, but those for penile cancer were different. For cervix cancer, the steep downward trend in cohort rates due to screening levelled off in women born from 1940 onwards. Our findings are compatible with the hypothesis that changes in sexual practices were a major contributor to the increases of these cancers. Programmes of vaccination against HPV, aimed at reducing the burden of cervical cancer, may also help to reduce the incidence of cancer at other anogenital sites
