    Waqf land in Malaysia: Legal and non-legal impediments with propositions / Siti Khadijah Abdullah Sanek...[et al.]

    In Malaysia, any waqf related matter is subjected to different Islamic Religious Council of each state causing many hindrances in its management and implementation. As such, this paper seeks to identify legal and non-legal impediments encountered in the management of waqf land in Malaysia. A few propositions are discussed about legal and non-legal aspect where the discussion on non-legal aspect will be scrutinized by proposing a web based Geographical Information System (GIS) model. The usage of web based applications is preferred than the manual system due to its data storage capability on the servers which could ease the record keeping process. Additionally, spatial databases are a prerequisite element for any GIS program to ensure all the required data to be fully functioning such as GIS map which may be able to display all data layers and dimensions. The study indicates that this integration could ensure that waqf land data management would become more systematic and accurate

    Students' attendance records are important documents for academic institutions that reflect the students' performances and the credibility of the institutions. This research discusses the feasibility study that has been done in UiTM Pahang to identify the problems of recording and reporting students' attendances using manual attendance system. In this study, 550 respondents ranging from the lecturers, students and the management of UiTM Pahang have taken part in the fact-finding process through distributions of questionnaires. From the findings, a well-managed system is indeed needed to be reinforced in order to make the process of recording and reporting the attendances more efficient. This research discusses the development of the proposed Smart Model Attendance Register System (SMART) by adapting the System Development Life Cycle (SDLC) methodology. The new system is being developed involving the integration of various open source web-based technologies such as MySQL, PHP and Apache Web Server and accordingly making the system more efficient and cost effective. The new system consists of automated processes such as ability to generate online attendance reports, warning letters and graph charts thus making the processes of recording and reporting the students' attendances more efficient and well-organized

    A review on delivery routing problem and its approaches

    In this paper, a review is conducted specifically in the delivery routing problem, so as to understand its problems and approaches on the current developments and publications. The variants of delivery routing problem were categorized according to the constraints considered in solving the problem. The solution algorithms for the delivery routing problem were classified into hybrid and non-hybrid approaches. A collection of benchmark datasets and real case studies is also presented in relation to the delivery routing problem. The review helps to summarize and record a comprehensive survey on the delivery routing problem. The aims is to organize the variants components of delivery routing problems in a manner that provides a clear view for the readers. New potential research directions resulting from the study is also presented

    Kepuasan bekerja kakitangan merupakan faktor yang penting di dalam menentukan kejayaan sesebuah organisasi. Walaubagaimanapun, proses penilaian kepuasan bekerja kakitangan secara tradisional (tanpa IT) sukar dilaksanakan serta terdapat kekangan dari segi masa, kos dan gunatenaga. Kekangan-kekangan ini berlaku keranatiga aspek utama, iaitu tiada saluran mantap yang disediakan, kehilangan data atau data tidak lengkap serta memerlukan masa yang terlalu lama untuk menganalisa data bagi menghasilkan laporan. Oleh itu, objektif kajian ini dilaksanakan adalah untuk merekabentuk rangka kerja sistem penilaian kepuasan bekerja kakitangan berkomputer, membangunkan prototaip sistem penilaian kepuasan bekerja kakitangan berkomputer dan menentukan tahap penerimaan sistem penilaian kepuasan bekerja kakitangan berkomputer. UiTM kampus Pahang, Cawangan Jengka telah dipilih sebagai sampel kajian kes dan dalam kajian ini proses penilaian kepuasan bekerja kakitangan secara tradisional telah dikenalpasti dan dimodelkan. Manakala proses bagi sistem penilaian kepuasan bekerja kakitangan berkomputer telah dikenalpasti melalui Rajah Hubungan Entiti (Entity Relationship Diagram-ERD) dan Rajah Aliran Data (Data Flow Diagram-DFD). Rekabentuk sistem penilaian kepuasan bekerja kakitangan berkomputer yang terdiri daripada senibina dan komponenkomponennya, konfigurasi dan modul-modul sistem yang terlibat telah dikenalpasti dan dibangunkan menggunakan metodologi prototaip evolusi. Penemuan utama daripada kajian ini adalah sebuah sistem penilaian kepuasan bekerja kakitangan berkomputer yang dinamakan sebagai Electronic-Employee Satisfaction Survey System"(e-EmSatS).     Comprehensive approaches for the detection of Burkholderia pseudomallei and diagnosis of melioidosis in human and environmental samples

    Melioidosis is endemic in Southeast Asia and northern Australia. The causative agent of melioidosis is a Gram-negative bacterium, Burkholderia pseudomallei. Its invasion can be fatal if melioidosis is not treated promptly. It is intrinsically resistant to a variety of antibiotics. In this paper, we present a comprehensive overview of the current trends on melioidosis cases, treatments, B. pseudomallei virulence factors, and molecular techniques to detect the bacterium from different samples. The clinical and microbial diagnosis methods of identification and detection of B. pseudomallei are commonly used for the rapid diagnosis and typing of strains, such as polymerase chain reaction or multi-locus sequence typing. The genotyping strategies and techniques have been constantly evolving to identify genomic loci linked to or associated with this human disease. More research strategies for detecting and controlling melioidosis should be encouraged and conducted to understand the current situation. In conclusion, we review existing diagnostic methodologies for melioidosis detection and provide insights on prospective diagnostic methods for the bacterium

    Development of a computer simulation on road pricing strategy to reduce congestion and carbon dioxide emission: A system dynamics approach

    Road congestion influences the quality of lifestyle for urban areas including Kuala Lumpur, the capital city of Malaysia. It is predicted that the demand for mobility in the city will be increased tremendously in the next ten years. Consequently, this problem has contributed to air pollution caused by carbon dioxide emissions. One of the solutions suggested by the expertise is road pricing via a direct charge to drivers who use the road during peak hours. In this regard, this research aims to develop a computer simulation based on a system dynamic approach for mitigating congestion and carbon dioxide emission via a road pricing strategy. Firstly, the identified variables were correlated to understand the behavior of the system. Subsequently, the correlated variables were embedded in the stock-flow diagram based on the system dynamics approach to investigate how a variable affects another variable. Then, the developed model was simulated for evaluating the impact of road pricing strategy in reducing congestion and carbon dioxide emission. As a result, the emission of carbon dioxide can be reduced to 6 percent in six days if road pricing is implemented. From the managerial perspective, this research helps highway stakeholders in Malaysia towards making a better decision in enforcing road pricing strategy in the fast-moving city for a better lifestyle and environment

    Addressing non-communicable diseases in Malaysia: an integrative process of systems and community

    The prevalence of non-communicable diseases (NCDs) and NCD risk factors in Malaysia have risen substantially in the last two decades. The Malaysian Ministry of Health responded by implementing, "The National Strategic Plan for Non-Communicable Diseases (NSP-NCD) 2010-2014", and the "NCD Prevention 1Malaysia" (NCDP-1M) programme. This paper outlines the primary health system context in which the NCDP-1M is framed. We also discuss the role of community in facilitating the integration of this programme, and outline some of the key challenges in addressing the sustainability of the plan over the next few years. The paper thus provides an analysis of an integration of a programme that involved a multi-sectoral approach with the view to contributing to a broader discourse on the development of responsive health systems

    Manual process of the lecturer’s promotion assessment is commonly involved complicated process. There are a lot of arguments occurred during this process as more than one examiner involve. As the consequences, the assessment objective to evaluate lecturers’ performances might not be achieved and may also result in ineffective and inefficient process. The purpose of this project is to develop a system prototype for assessing the applicants’ qualifications during promotion assessment process. In this project, Decision Support System (DSS) techniques are proposed to improve the current process with the combination of Groups DSS (GDSS), Webbased DSS, and Model-based DSS along with Delphi facilitator. Linear Summations Technique has been used for the modeled and applied in assessment calculation to calculate the score. The evolution prototype approach and UML modeling technique have been applied as the development methodologies to build the new system. This project shows that the new system can supports the assessment process and help the admin to manage it
