    The dual language education program of Delavan-Darien School District: a case of Latino community leadership

    On May 19, 2014, the Delavan-Darien School Board of Wisconsin voted 5-2 in favor of installing a Dual Language Immersion Program. This victory of the Latino community in a small district was not easy and speaks of a valuable experience in advocacy and mobilization. The district's student outcomes are worrying: the combined results in 2013-2014 of the Wisconsin Knowledge and Concepts Examination and the Wisconsin Alternate Assessment are the poorest in the state. This situation has raised questions about the cultural and linguistic relevance of the education provided in the district. The monolingual model was not recognizing the diversity of the student population, and a large percentage of first- and second-generation immigrant students were failing in the school system. That is why a group of parents initiated a series of actions to establish a dual language education program. The demand for dual language education in Delavan-Darien can be analyzed in three phases: 1. Raising awareness around the exclusion of the Latino community in regards to the available educational options: At this stage, the Latino community leaders got organized to push for dual language education in the context of the school district's 2011 strategic plan. 2. The political-administrative transition of the district and re-launching of the campaign: The change of leadership in the district and school board elections in 2012 meant that Latino leaders had to reinforce and build upon their progress made the previous year, and defend the priority to open spaces for the Latino community in the school system. 3. Opening and consolidation of an institutional setting for the Latino community: The Latino community's advocacy and lobbying was able to make progress towards their goals. This included the Board's approval to develop a dual language education program, the creation of the Director of Language Acquisition and Community Education (of Latino origin) position, and parent invitations to participate in interviews for the director and new teacher hires. The installation of the program was in progress during the 2014-2015 school year, when there were 160 students participating in the first generation of the Dual Language Educational Program of the Delavan-Darien School District

    Programa de educacion bilingue del distrito escolar de Delavan-Darien : un caso de liderazgo de la comunidad latina

    El 19 de mayo de 2014, el Consejo Escolar Delavan-Darien de Wisconsin obtuvo una votacion de 5-2 a favor de la implementacion de un programa de educacion bilingue. Esta victoria de la comunidad latina en un distrito pequeno no fue facil y habla sobre una valiosa experiencia en terminos de promocion y movilizacion. Los resultados obtenidos por los estudiantes del distrito en sus evaluaciones son preocupantes: los resultados combinados de los periodos 2013-2014 del Examen de Conceptos y Conocimiento de Wisconsin y de la Evaluacion Alternativa de Wisconsin son los mas pobres del estado. Esta situacion ha presentado dudas sobre la pertinencia cultural y linguistica de la educacion que se ofrece en el distrito. El modelo monolingue de educacion no reconocia la diversidad de la poblacion estudiantil, y un gran porcentaje de estudiantes de primera y segunda generacion de inmigrantes fracasaban en el sistema escolar. Por esta razon, un grupo de padres inicio una serie de acciones para establecer un programa de educacion bilingue de ensenanza. Es posible analizar la demanda por una educacion bilingue en Delavan-Darien en tres fases: 1. Crear conciencia sobre la exclusion de la comunidad latina en relacion a las opciones educativas. disponibles: en esta etapa, los lideres de la comunidad latina se organizaron para impulsar la educacion bilingue en el contexto del plan estrategico 2011 del distrito escolar. 2. La transicion politica-administrativa del distrito y el relanzamiento de la campana: el cambio de liderazgo en las elecciones del distrito y de la junta escolar en 2012 motivo a que los lideres latinos refuercen y construyan progreso con respecto al ano anterior, y defiendan la prioridad de abrir espacios para la comunidad latina en el sistema escolar. 3. Apertura y consolidacion de un marco institucional para la comunidad latina: la promocion y presion de la comunidad latina hizo que esta sea capaz de avanzar hacia sus objetivos. Esto incluyo la aprobacion del Consejo para desarrollar el programa de educacion bilingue, la creacion de la posicion de Director de Adquisicion de Idiomas y Educacion Comunitaria dentro del distrito escolar (para ser ocupada por un profesional latino), y las invitaciones a los padres para participar de las entrevistas para la contratacion del nuevo Director y nuevos maestros. La implementacion del programa comenzo en el ano escolar 2014-2015, con 160 estudiantes quienes participan del programa de educacion bilingue del Distrito Escolar Delavan-Darien

    Counteracting Epistemicide: Social and Cultural Capital of Teachers in a Dual Language Program

    This case study explored the social and cultural capital of teachers in a rural Midwestern Spanish-English dual-language immersion (DLI) program as they overcame an Anglocentric epistemological hegemony in their daily practice. Working from Bourdieu’s (1986) theory of social capital and Rios-Aguilar and Kiyama’s (2012) approach to funds of knowledge, this research demonstrated that DLI teachers faced challenges ranging from resistance by non-DLI teachers in the school afraid of losing their jobs, to a broader fear of the DLI program taking resources away from the monolingual anglophone classrooms. To overcome these challenges, the DLI teachers drew extensively on their global social networks to resuscitate knowledge systems under attack from an Anglocentric epistemology, leveraging their existing social and cultural capital to benefit the community as a whole through an authentic Spanish-language epistemology

    Child well-being in Latin America : contributions to child indicators research

    This Special Issue was compiled to advance an interdisciplinary understanding of the complexity of conceptualizations, determinants, consequences, and measurement of child well-being of children and adolescents fully devoted to Latin-American. It seeks to enhance by contributing with studies on socioeconomic determinants and access to material goods, as well as regarding the conditions of urban life, the school, the neighbourhood, including personal aspects, while considering contributions in instrumental resources for research. This is an important step forward for the well-being researchers in a region of the world that still needs a lot of new scientific knowledge, and where many new actions should be undertaken to improve children and adolescent’s well-being. We hope that as a result of this special issue, the scientific research in this field will increase in Latin America

    El siguiente artículo pretende revisar el proceso de diagnóstico enmarcado dentro de la implementación de la asesoría al Programa Liceos Prioritarios que impulsara el Mineduc dentro de las políticas de apoyo a los establecimientos de Enseñanza Media más vulnerables del país. Se centra la discusión en la conceptualización del diagnóstico participativo y la delimitación de las condiciones básicas para una asesoría dentro de los marcos institucionales de Mineduc. Finalmente, a modo de cierre se presentan algunas indicaciones como propuestas para mejorar los procesos de implementación de asesorías educacionales

    The construction of parent and teacher identities in bilingual settings

    The implementation of dual language programs, also called bilingual education, in a community not only involve pedagogical and didactic changes, but also offer important and often not measured cultural transformations. In this study, we found that both families and teachers who were involved in a dual language program experienced tensions in building their roles and identities in contexts of discrimination and supremacy of Anglo-Saxon culture. We suggest that these factors should be taken into account in the design of local language policies

Tanto las familias como los maestros experimentan tensiones en la construcción de sus roles e identidades en contextos de discriminación y supremacía de la cultura anglosajona.     Chilean adolescents’ sex differences in subjective well-being in international context

    El bienestar subjetivo es un aspecto importante del desarrollo de niños, niñas y adolescentes. Estudios previos han evidenciado que el bienestar subjetivo presenta diferencias según sexo, advirtiéndose en diversos países, que las mujeres presentan un puntaje menor respecto al de los hombres, usando diferentes escalas. Sin embargo, el sentido de esta diferencia no siempre se presenta a favor de los hombres. El presente estudio analiza los datos de dos muestras de adolescentes chilenos de séptimo grado de educación básica en escuelas urbanas (N1=776, N2=336), usando los datos del International Survey of Children´s Well-being (ISCWeB). Se comparan los puntajes de dos medidas de bienestar subjetivo: Student´s Life Satisfaction Scale (SLSS) y Overall Life Satisfaction (OLS) como una medida global de bienestar subjetivo y se presentan los resultados de ambas muestras en el marco de los demás países que integran el estudio internacional. Los resultados señalan que en Chile los niños presentan un mayor bienestar subjetivo que las niñas, similar a lo que se aprecia en algunos países desarrollados. Se discuten los resultados en función de los antecedentes presentados que podrían explicar dichas diferencias en favor de un grupo o de otro.Subjective well-being is an important aspect of children and adolescent’s development. Previous studies shown that subjective well-being presents differences according to sex, in different countries women have a lower score compared to men considering different scales. However, often studies have shown the meaning of this difference is not always presented in favor of men. The present study analyzes data from two samples of Chilean adolescents from 7th grade in urban schools (N1 = 776, N2 = 336), based on the International Survey of Children´s Well-being (ISCWeB) project. Scores of two measures of subjective well-being are compared: Student Life Satisfaction Scale (SLSS) and Global Life Satisfaction (OLS) use as general measures of subjective well-being, considering the Chilean sample and the international context. Results show that in Chile, men have a higher subjective well-being compared to women, like to what happens in other developed countries. Results are discussed based on different hypotheses to explain the differences in favor of one group or another
