    Notaris merupakan profesi jabatan yang dibutuhkan oleh masyarakat sebagai pihak yang dipercaya dan dapat mengemban amanah dalam hal pemenuhan alat bukti tertulis yang digunakan sebagai dasar pembuktian. Tujuan penelitian ini adalah untuk mengetahui probelamtika apa saja yang timbul dan apa upaya ke depan yang harus dilakukan pemerintah mengenai mekanisme dan Proses Pengangkatan Notaris Putusan Mahkamah Agung Nomor 50/P/HUM/2018.  Penelitian ini merupakan penelitian normatif dengan menggunakan pendekatan berdasar undang-undang, konseptual dan filsafat, serta karya ilmiah, buku-buku, jurnal yang berkaitan dengan tema penulisan. Penelitian ini menggunakan bahan hukum primer, sekunder dan tersier. Hasil penelitian ini menegaskan bahwa sejatinya pengangkatan notaris merupakan salah satu aspek yang harus di perhatikan lebih oleh negara, karena proses pencapaian untuk diangkat menjadi seorang notaris tidaklah mudah dan harus melewati upaya yang cukup panjang, sehingga apabila pengangkatan notaris tidak diprioritaskan tiap tahunnya maka akan menimbulkan ledakan angka calon notaris yang tidak memiliki kepastian hukum mengenai kapan dirinya akan di angkat, upaya kedepan yang dapat dilakukan adalah pemerintah harus segera mereformulasikan pengaturan pengangkatan dan menghentikan moratorium agar memberikan kepastian hukum bagi para calon notaris yang akan melakukan pengangkatan

    Sero-prevalence of Hepatitis B Virus Infection and its Risk factors among Pregnant Women Attending Antenatal Clinic at Aminu Kano Teaching Hospital, Kano, Nigeria

    Background: Pregnant women infected with hepatitis B virus (HBV) can transmit the infection to their fetuses and newborns. Neonates who contract the HBV have about 90% risk of developing chronic HBsAg carriage (HBsAg: hepatitis B surface antigen) and chronic liver disease. Neonatal immunization interrupts this vertical and perinatal transmission.Objectives: To determine the seroprevalence of HBsAg among pregnant women attending the antenatal clinic at Aminu Kano Teaching Hospital (AKTH) and to identify potential risk factors associated with HBV infection.Materials and Methods: A case control study was conducted involving a total of 303 pregnant women attending the antenatal clinic at AKTH and 303 nonpregnant women of childbearing age. Blood sample was collected from each woman and the serum tested for the presence of HBsAg using latex rapid agglutination slide test kit (Cal-Tech Diagnostic Inc., USA) in the laboratory of the hospital. Reactive samples were stored at -20ºC and further confirmed for HBsAg using enzyme-linked immunosorbent assay (ELISA) kits (Bio-Rad, France). HBsAg-positive samples were tested for hepatitis B e antigen (HBeAg) using ELISA kits (Orgenics, Israel). A pretested, structured questionnaire was used for the collection of sociodemographic data and possible risk factors. Results: The prevalence of HBsAg among pregnant women and nonpregnant women were 7.9 and 7.6%, respectively. There was no statistically significant difference in the prevalence of HBsAg in pregnant and nonpregnant women. The presence of HBeAg was statistically significant among both pregnant and nonpregnant women who tested positive for HBsAg. The risk factors associated with HBV infection were blood transfusion, ear piercing, history of an affected sibling with HBV infection, tattooing, and abortion among pregnant women.Conclusion: The prevalence of HBsAg in this study was not statistically different in pregnant and nonpregnant women. There was a high level of HBeAg infection among pregnant women who tested positive for HBsAg. History of an affected sibling with HBV infection, tattoo, and abortion were significant risk factors for HBV infection. Keywords: Africa, hepatitis B, pregnancy, risk factor

    Pattern of gynaecological admissions in Aminu Kano Teaching Hospital: A three year review

    Concept: Gynaecological admissions form a large proportion of the number of admissions in any Obstetrics and Gynaecological department of our hospitals.Aims and Objectives:This study was conducted in gynaecology ward of AKTH, Kano to review the gynaecological admissions, mortality and efficiency of hospital facility utilization over a period of 36 months (January 2006 to December 2008).Methodology: This is a retrospective review of all patients admitted into the gynecology ward between January, 2006 and December, 2008. Information obtained on socio-dermographic characteristics, diagnosis, hospital stay, bed occupancy, etc were collated and analysed.Results: There were 1717 admissions over the study period, out of which 1225 (71.3%) were emergencies and 494(28.7%) were elective admission for surgery giving an emergency/elective ratio of about 2.5:1. There were 50.5 patients per bed per year with bed occupancy of 13.8%. The commonest diseases responsible for gynaecological admission were abortions (23.1%), followed by medical complications of early pregnancy (19%), gynaeclogical malignancy (11.4%), ectopic pregnancy(6.7%), infertility (5.2%) and pelvic inflammatory disease (3.5%).All the deaths occurred in the emergency group (2.4%). The highest fatality was contributed by gynaecological malignancies, which accounted for 71.4 % of all gynaecological deaths with carcinoma of the cervix as theleading cause (33.2%), followed by ovarian cancer (28.6%). Postabortal sepsis was the third most common cause, contributing 16.7% fatality.Conclusion: Management should improve admission policy, understanding of patient needs in order to increase acceptance of our services.Key Words: Bed occupancy, gynaecological admissions, AKTH, Kano

    Upper Eocene planktonic foraminifera from northern Saudi Arabia: implications for stratigraphic ranges

    The Rashrashiyah Formation of the Sirhan Basin in northern Saudi Arabia contains diverse assemblages of planktonic foraminifera. We examined the biostratigraphy, stratigraphic range and preservation of upper Eocene planktonic foraminifera. Assemblages are well-preserved and diverse, with 40 species and 11 genera. All samples are assigned to the Priabonian Globigerinatheka semiinvoluta Highest Occurrence Zone (E14), consistent with calcareous nannofossil biostratigraphy indicating Zone CNE17. Well-preserved planktonic foraminifera assemblages from the lower part of the upper Eocene are rare worldwide. Our study provides new insights into the stratigraphic ranges of many species. We find older (Zone E14) stratigraphic occurrences of several species of Globoturborotalita previously thought to have evolved in the latest Eocene (Zone E15, E16) or Oligocene; these include G. barbula, G. cancellata, G. gnaucki, G. pseudopraebulloides, and G. paracancellata. Older stratigraphic occurrences for Dentoglobigerina taci and Subbotina projecta are also found, and Globigerinatheka kugleri occurs at a younger stratigraphic level than previously proposed. Our revisions to stratigraphic ranges indicate that the late Eocene had a higher tropical–subtropical diversity of planktonic foraminifera than hitherto reported

    Impacts of Conservation Agriculture on Soil Structure and Hydraulic Properties of Malawian Agricultural Systems

    Sub-Saharan Africa (SSA) faces climate change and food insecurity challenges, which require action to create resilient farming systems. Conservation agriculture (CA) is widely promoted across SSA but the impacts on key soil physical properties and functions such as soil structure and hydraulic properties that govern water storage and transmission are not well understood. The aim of this study was to assess the impacts of long term (10–12 years) maize-based CA on soil hydraulic conductivity, water retention and pore size distribution. Root zone (0–30 cm depth) soil total porosity, pore size distribution, saturated hydraulic conductivity (Ksat) and plant available water capacity (PAWC) of conventional maize monocrop farming systems (CP) are compared with those of adjacent CA trials with either sole maize or maize intercrop/rotation with cowpea (Vigna unguiculata L.), pigeon pea (Cajanus cajan L.) or velvet bean (Mucuna pruriens L) in trial locations across central and southern Malawi. Results show that maize-based CA systems result in significant changes to soil hydraulic properties that correlate with improved soil structure. Results demonstrate increases of 5–15 % in total porosity, 0.06−0.22 cm/min in Ksat, 3–7 % in fine pores for water storage and 3–6 % in PAWC. Maize monocrop CA had similar effect on the hydraulic properties as the maize-legume associations. The values of Ksat for CA systems were within optimum levels (0.03–0.3 cm/min) whereas PAWC was below optimum (<20 %). There was no significant build-up in soil organic matter (OM) in the CA systems. The results lead to a recommendation that crop residue management should be more pro-actively pursued in CA guidance from agricultural extension staff to increase soil OM levels, increase yields and enhance climate resilience of sub-Saharan African farming systems

    Analysis of Parametric Oscillatory Instability in Power Recycled LIGO Interferometer

    We present the analysis of a nonlinear effect of parametric oscillatory instability in power recycled LIGO interferometer with the Fabry-Perot (FP) cavities in the arms. The basis for this effect is the excitation of the additional (Stokes) optical mode and the mirror elastic mode, when the optical energy stored in the main FP cavity main mode exceeds the certain threshold and the frequencies are related so that sum of frequencies of Stokes and elastic modes are approximately equal to frequencyof main mode. The presence of anti-Stokes modes (with frequency approximately equal to sum of frequencies of main and elastic modes) can depress parametric instability. However, it is very likely that the anti-Stokes modes will not compensate the parametric instability completely.Comment: 9 pages, 2 figures. submitted to Physics Letters

    International audiencePhenotypic plasticity is an important but often ignored ability that enables organisms, within species-specific physiological limits, to respond to gradual or sudden extrinsic changes in their environment. In the marine realm, the early ontogeny of decapod crustaceans is among the best known examples to demonstrate a temperature-dependent phenotypic response. Here, we present morphometric results of larvae of the hairy crab , the embryonic development of which took place at different temperatures at two different sites (Antofagasta, 23°45′ S; Puerto Montt, 41°44′ S) along the Chilean Coast. Zoea I larvae from Puerto Montt were significantly larger than those from Antofagasta, when considering embryonic development at the same temperature. Larvae from Puerto Montt reared at 12 and 16°C did not differ morphometrically, but sizes of larvae from Antofagasta kept at 16 and 20°C did, being larger at the colder temperature. Zoea II larvae reared in Antofagasta at three temperatures (16, 20, and 24°C) showed the same pattern, with larger larvae at colder temperatures. Furthermore, larvae reared at 24°C, showed deformations, suggesting that 24°C, which coincides with temperatures found during strong EL Niño events, is indicative of the upper larval thermal tolerance limit.   is exposed to a wide temperature range across its distribution range of about 40° of latitude. Phenotypic plasticity in larval offspring does furthermore enable this species to locally respond to the inter-decadal warming induced by El Niño. Morphological plasticity in this species does support previously reported energetic trade-offs with temperature throughout early ontogeny of this species, indicating that plasticity may be a key to a species' success to occupy a wide distribution range and/or to thrive under highly variable habitat conditions

    Clinical, anthropometric, radiological and molecular characteristics of Egyptian achondroplasia patients

    Background: Achondroplasia is the most common form of non lethal skeletal dysplasia. It is a fully penetrant autosomal dominant disorder and the majority of cases are sporadic resulting from de novo mutations associated with advanced paternal age. The phenotype of achondroplasia is related to disturbance in endochondral bone formation due to mutations in the fi broblast growth factor receptor-3 (FGFR3) gene. Aim of the Work: Evaluation of the cardinal phenotypic features in achondroplasia, the body physique using anthropometric measurements, the characteristic radiological signs in the patients as a main tool for diagnosis and detection of the most common mutations in achondroplasia patients in the studied sample.Subjects and Methods: From 42 cases referred to us as achondroplasia, we selected 20 cases where clinical manifestations were consistent with achondroplasia. Cases were subjected to full clinical examination, detailed anthropometric measurements, whole body skeletal survey and molecular studies of the most common mutations of the FGFR3 gene using PCR amplifi cation technique. Results: Nineteen cases were sporadic (95%) and one case had an affected father (5%). A paternal age above 35 years at the time of child’s birth was present in 7 cases (35%). Paternal exposure to occupational heat was noted in 6 cases (30%) and parental exposure to chemicals in 3 cases (15%). All cases showed typical clinical and radiological manifestations of achondroplasia. Anthropometricmeasurements quantitatively confi rmed the body physique in thestudied cases. G380R common mutations of the FGFR3 gene were detected in 15/18 cases (83%) with the G to A transition at nucleotide 1138 in 14 cases (77%). Agenesis of corpus callosum, not previously reported in association with achondroplasia, was present in the only case with the G-C transversio nmutation at nucleotide 1138 (5%).Conclusions: Awareness of the cardinal features of achondroplasia, properanthropometric measurements and detailed skeletal survey are the key foraccurate diagnosis, genetic counseling and avoidance of over diagnosis. The majority of studied Egyptian achondroplasia patients have the same common mutation that has been most often defi ned in patients with achondroplasia from other countries.Keywords: Achondroplasia, fi broblast growth factor receptor3,skeletal dysplasia, paternal heat exposure

    Spectral Line-by-Line Pulse Shaping of an On-Chip Microresonator Frequency Comb

    We report, for the first time to the best of our knowledge, spectral phase characterization and line-by-line pulse shaping of an optical frequency comb generated by nonlinear wave mixing in a microring resonator. Through programmable pulse shaping the comb is compressed into a train of near-transform-limited pulses of \approx 300 fs duration (intensity full width half maximum) at 595 GHz repetition rate. An additional, simple example of optical arbitrary waveform generation is presented. The ability to characterize and then stably compress the frequency comb provides new data on the stability of the spectral phase and suggests that random relative frequency shifts due to uncorrelated variations of frequency dependent phase are at or below the 100 microHertz level.Comment: 18 pages, 4 figure
