Proceedings Paper (for Acquisition Research Program)This paper is prepared for the Ninth Annual Acquisition Research Symposium, as an abridged version of a longer report. We focus on certain key aspects of the EADS''Boeing rivalry''which, among other things, is one of the major features of international firmament of defense industrial affairs. We discuss selection of the Boeing KC-46 over the EADS KC-45 in 2011, seeking to understand connections among the associated events. We also seek to find useful explanatory models for Boeing''s success, discussed in Chapter II. In Chapter III, we consider the narrow-body airliner market, currently a Boeing''EADS duopoly. It has been a centerpiece of the firms'' rivalry, as well as a major source of profits for both. As such, these narrow-body families have provided resources for a number of wide-body developments, some of which have become part of the defense marketplace. The narrow-body market has been so profitable that other firms are positioning themselves to mount challenges to the two incumbents. These outlying firms have already made the market more competitive in a real sense. And, if these potential challengers become successful entrants, then Boeing and EADS will have lower profits, with major repercussions for both firms and their defense customers.Naval Postgraduate School Acquisition Research ProgramApproved for public release; distribution is unlimited

RICO and the Operation or Management Test: The Potential Chilling Effect on Criminal Prosecutions

For more than two decades, prosecutors, plaintiffs\u27 lawyers, the civil and criminal defense bar, and the dourts have struggled with the coverage of the Racketeer Influenced Corrupt Organizations Act ( RICO or the Act ). The Supreme Court has interpreted the Act many times in both criminal and civil cases. For the most part, the high Court has applied the mandatory liberal interpretation language of the law to expand the scope of the statute in criminal cases. However, in the civil cases considered, the Supreme Court has generally restricted the scope of the Act

Impact of Mergers on USA Parameter Estimation for Nonspinning Black Hole Binaries

We investigate the precision with which the parameters describing the characteristics and location of nonspinning black hole binaries can be measured with the Laser Interferometer Space Antenna (LISA). By using complete waveforms including the inspiral, merger and ringdown portions of the signals, we find that LISA will have far greater precision than previous estimates for nonspinning mergers that ignored the merger and ringdown. Our analysis covers nonspinning waveforms with moderate mass ratios, q > or = 1/10, and total masses 10(exp 5) < M/M_{Sun} < 10(exp 7). We compare the parameter uncertainties using the Fisher matrix formalism, and establish the significance of mass asymmetry and higher-order content to the predicted parameter uncertainties resulting from inclusion of the merger. In real-time observations, the later parts of the signal lead to significant improvements in sky-position precision in the last hours and even the final minutes of observation. For comparable mass systems with total mass M/M_{Sun} = approx. 10(exp 6), we find that the increased precision resulting from including the merger is comparable to the increase in signal-to-noise ratio. For the most precise systems under investigation, half can be localized to within O(10 arcmin), and 18% can be localized to within O(1 arcmin)

ESPACOMP Medication Adherence Reporting Guideline (EMERGE)

Research on assessing or managing medication adherence applies approaches from observational, interventional, and implementation science that spans many disciplines and demands coherent conceptualization, valid methods, appropriate analyses, and complete and accurate reporting. To ensure such reporting, the European Society for Patient Adherence, COMpliance, and Persistence (ESPACOMP) Medication Adherence Reporting Guideline (EMERGE) recommends standard reporting approaches based on an accepted taxonomy. This guideline is derived from a literature review, a reactive Delphi study with 26 medication adherence experts from many countries and disciplines, and feedback from ESPACOMP members. It is designed to supplement existing guidelines for health research reporting and is structured around 4 minimum reporting criteria and 17 items reflecting best reporting practice. By enhancing and harmonizing research reporting, EMERGE aims to advance research and, ultimately, patient outcomes

Datastreme Courses: Teacher Enhancement Utilizing Current Environmental Data and the Internet

The American Meteorological Society\u27s (AMS) Educational Program seeks to assist the improvement of science education in K-12 classrooms through implementation of the National Science Education Standards. This goal is being accomplished through the offering of three teacher enhancement courses via blended instruction methods. Following course participation each teacher functions as an Earth system science education resource person for his/her colleagues

Vaccine Regulations in Croatia

In this paper legal prerequisites for vaccine licensure in Croatia are discussed. The Croatian legislation concerning vaccine licensing, marketing authorisation and utilization is reviewed. The procedures for including a vaccine into the Mandatory Childhood Vaccination Programme are also discussed with focus on Human papillomavirus (HPV) vaccines. Non-obligatory vaccination recommendations are given when according to professional opinion; vaccination is beneficial for the vaccinee. There is little doubt that HPV vaccines should be recommended for preadolescent girls in Croatia. However, reaching a decision on its possible introduction into the Childhood Vaccination Programme will require careful consideration of the larger picture and a comparison of the cost-effectiveness of a mandatory vaccination against other competing public health priorities

Seroprevalence and entomological study on Chikungunya virus at the Croatian littoral

During 2011–2012, a total of 1008 serum samples from randomly selected inhabitants of seven Croatian counties located on the Adriatic Coast were tested for the presence of chikungunya virus (CHIKV) IgG antibodies using indirect immunofluorescence assay. Nine participants (0.9%) from four counties were found to be seropositive to CHIKV. Seroprevalence varied from 0.5% to 1.8% between counties. Additionally, a total of 3,699 mosquitoes were captured in 126 localities from August 16 to September 24, 2011. Three mosquito species were found: Ae. albopictus (3010/81.4%), Cx. pipiens (688/18.6%) and only one specimen of the Cs. longiareolata. Female mosquitoes (N = 1,748) were pooled. All pools tested negative for CHIKV RNA using a real-time RT-PCR
