Future Cities: Asserting Public Governance
The smart city has become a main prism through which urban futures are viewed. With it comes the promise of big data technology enabling more resource-efficient urban systems and improved governance. Increasingly, however, this technocentric view is being challenged, at least rhetorically, by seeking to place people at the heart of smart city development. Yet, especially in the case of the UK, such development typically takes place within a governance context which marginalises established planning and decision processes, thus arguably weakening public accountability. Moreover, the norms of engagement change in that citizens are assigned more of an entrepreneurial role as co-producers of data-driven information. It becomes necessary, therefore, to reconsider as well as reinvigorate the place of the public in the future city. This article seeks to do so by making the case, on one hand, for strengthening institutional frameworks and, on the other, advancing a more active role for citizens to become involved in actualising and scrutinising future cities
Immunogenic Mycobacterium africanum Strains Associated with Ongoing Transmission in The Gambia
In West Africa, Mycobacterium tuberculosis strains co-circulate with M. africanum, and both pathogens cause pulmonary tuberculosis in humans. Given recent findings that M. tuberculosis T-cell epitopes are hyperconserved, we hypothesized that more immunogenic strains have increased capacity to spread within the human host population. We investigated the relationship between the composition of the mycobacterial population in The Gambia, as measured by spoligotype analysis, and the immunogenicity of these strains as measured by purified protein derivative-induced interferon-γ release in ELISPOT assays of peripheral blood mononuclear cells. We found a positive correlation between strains with superior spreading capacity and their relative immunogenicity. Although our observation is true for M. tuberculosis and M. africanum strains, the association was especially pronounced in 1 M. africanum sublineage, characterized by spoligotype shared international type 181, which is responsible for 20% of all tuberculosis cases in the region and therefore poses a major public health threat in The Gambia
The role of cortical structural variance in deep learning-based prediction of fetal brain age
BackgroundDeep-learning-based brain age estimation using magnetic resonance imaging data has been proposed to identify abnormalities in brain development and the risk of adverse developmental outcomes in the fetal brain. Although saliency and attention activation maps have been used to understand the contribution of different brain regions in determining brain age, there has been no attempt to explain the influence of shape-related cortical structural features on the variance of predicted fetal brain age.MethodsWe examined the association between the predicted brain age difference (PAD: predicted brain age–chronological age) from our convolution neural networks-based model and global and regional cortical structural measures, such as cortical volume, surface area, curvature, gyrification index, and folding depth, using regression analysis.ResultsOur results showed that global brain volume and surface area were positively correlated with PAD. Additionally, higher cortical surface curvature and folding depth led to a significant increase in PAD in specific regions, including the perisylvian areas, where dramatic agerelated changes in folding structures were observed in the late second trimester. Furthermore, PAD decreased with disorganized sulcal area patterns, suggesting that the interrelated arrangement and areal patterning of the sulcal folds also significantly affected the prediction of fetal brain age.ConclusionThese results allow us to better understand the variance in deep learning-based fetal brain age and provide insight into the mechanism of the fetal brain age prediction model
Evolution of the Early-Type Galaxy Fraction in Clusters since z = 0.8
We study the morphological content of a large sample of high-redshift
clusters to determine its dependence on cluster mass and redshift. Quantitative
morphologies are based on bulge+disk decompositions of cluster and field
galaxies on deep VLT/FORS2 images of 18 optically-selected clusters at 0.45 < z
< 0.80 from the ESO Distant Cluster Survey (EDisCS). Morphological content is
given by the early-type galaxy fraction f_et, and early-type galaxies are
selected based on their bulge fraction and image smoothness. A set of 158 SDSS
clusters is analyzed exactly as the EDisCS sample to provide a robust local
comparison. Our main results are: (1) f_et values for the SDSS and EDisCS
clusters exhibit no clear trend as a function of sigma. (2) Mid-z EDisCS
clusters around sigma = 500 km/s have f_et ~= 0.5 whereas high-z EDisCS
clusters have f_et ~= 0.4 (~25% increase over 2 Gyrs). (3) There is a marked
difference in the morphological content of EDisCS and SDSS clusters. None of
the EDisCS clusters have f_et greater than 0.6 whereas half of the SDSS
clusters lie above this value. This difference is seen in clusters of all
velocity dispersions. (4) There is a strong correlation between morphology and
star formation in SDSS and EDisCS clusters. This correlation holds independent
of sigma and z even though the fraction of [OII] emitters decreases from z~0.8
to z~0.06 in all environments. Our results pose an interesting challenge to
structural transformation and star formation quenching processes that strongly
depend on the global cluster environment and suggest that cluster membership
may be of lesser importance than other variables in determining galaxy

The DEEP Groth Strip Survey II. Hubble Space Telescope Structural Parameters of Galaxies in the Groth Strip
The quantitative morphological classification of distant galaxies is
essential to the understanding of the evolution of galaxies over the history of
the Universe. This paper presents Hubble Space Telescope WFPC2 F606W and F814W
photometric structural parameters for 7450 galaxies in the ``Groth Strip.''
These parameters are based on a two-dimensional bulge+disk surface brightness
model and were obtained using an automated reduction and analysis pipeline
described in detail here. A first set of fits was performed separately in each
bandpass, and a second set of fits was performed simultaneously on both
bandpasses. The information produced by these two types of fits can be used to
explore different science goals. Systematic and random fitting errors in all
structural parameters as well as bulge and disk colors are carefully
characterized through extensive sets of simulations. The results of these
simulations are given in catalogs similar to the real science catalogs so that
both real and simulated measurements can be sampled according to the same
selection criteria to show biases and errors in the science data subset of
interest. The effects of asymmetric structures on the recovered bulge+disk
fitting parameters are also explored through simulations. The full
multidimensional photometric survey selection function of the Groth Strip is
also computed. This selection function, coupled to bias maps from simulations,
provides a complete and objective reproduction of the observational limits, and
these limits can be applied to theoretical predictions from galaxy evolution

The rolle of methodology and spatiotemporal scale in understanding environmental chance in peri-urban Ouagadougou, Burkina Faso
In recent decades, investigations of NPP (net primary production) or proxies here of (normalized difference vegetation index, NDVI) and land degradation in Sahelian West Africa have yielded inconsistent and sometimes contradicting results. Large-scale, long-term investigations using remote sensing have shown greening and an increase in NPP in locations and periods where specific, small scale field studies have documented environmental degradation. Our purpose is to cast some light on the reasons for this phenomenon. This investigation focuses on the south of Ouagadougou, Burkina Faso, a city undergoing rapid growth and urban sprawl. We combine long-term MODIS (moderate resolution imaging spectroradiometer) image analysis of NDVI between 2002 and 2009, and by using high resolution satellite images for the same area and a field study, we compare trends of NDVI to trends of change in different categories of land cover for a selected number of MODIS pixels. Our results indicate a strong, positive association between changes in tree cover vegetation and trends of NDVI and moderate association between man-made constructions and trends of NDVI. The observed changes are discussed in relation to the unique processes of urban sprawl characterizing Ouagadougou and relative to their spatiotemporal scale
Internet-based monitoring of influenza-like illness (ILI) in the general population of the Netherlands during the 2003–2004 influenza season
BACKGROUND: An internet-based survey of influenza-like illness (ILI) – the Great Influenza Survey or GIS – was launched in the Netherlands in the 2003–2004 influenza season. The aim of the present study was to validate the representativeness of the GIS population and to compare the GIS data with the official ILI data obtained by Dutch GPs participating in the Dutch Sentinel Practice Network. METHOD: Direct mailings to schools and universities, and repeated interviews on television and radio, and in newspapers were used to kindle the enthusiasm of a broad section of the public for GIS. Strict symptomatic criteria for ILI were formulated with the assistance of expert institutes and only participants who responded at least five times to weekly e-mails asking them about possible ILI symptoms were included in the survey. Validation of GIS was done at different levels: 1) some key demographic (age distribution) and public health statistics (prevalence of asthma and diabetes, and influenza vaccination rates) for the Dutch population were compared with corresponding figures calculated from GIS; 2) the ILI rates in GIS were compared with the ILI consultation rates reported by GPs participating in the Dutch Sentinel Practice Network. RESULTS: 13,300 persons (53% of total responders), replied at least five times to weekly e-mails and were included in the survey. As expected, there was a marked under-representation of the age groups 0–10 years and 81->90 years in the GIS population, although the similarities were remarkable for most other age groups, albeit that the age groups between 21 and 70 years were slightly overrepresented. There were striking similarities between GIS and the Dutch population with regard to the prevalence of asthma (6.4% vs. 6.9%) and the influenza vaccination rates, and to a lesser degree for diabetes (2.4% vs. 3.5%). The vaccination rates in patients with asthma or diabetes, and persons older than 65 years were 68%, 85%, and 85% respectively in GIS, while the corresponding percentages in the Dutch population were 73%, 85% and 87%. There was also a marked similarity between the seasonal course of ILI measured by GIS and the GPs. Although the ILI rate in GIS was about 10 times higher, the curves followed an almost similar pattern, with peak incidences occurring in the same week. CONCLUSION: The current study demonstrates that recruitment of a high number of persons willing to participate in on-line health surveillance is feasible. The information gathered proved to be reliable, as it paralleled the information obtained via an undisputed route. We believe that the interactive nature of GIS and the appealing subject were keys to its success
Characterization of canine oral papillomavirus by histopathological and genetic analysis in Korea
In August 2008, forty dogs out of 400 developed oral warts in a breeding farm in Korea. Canine oral papilloma infection is a common disease in dogs. However, there has been no report of an outbreak of canine oral papillomavirus (COPV) in a group of dogs or in dog breeding farms in Korea, and the genetic analysis of COPV in Korea has yet to be performed. This study diagnosed canine oral papilloma from the oral samples of these dogs based on histopathological examination and immunohistochemistry. Polymerase chain reaction was applied to amplify the corresponding products using pre-existing primer sets for COPV and a universal human papillomavirus targeting L1 gene. Further genetic analysis of the major viral capsid gene L1 confirms the sequences of Korean COPV, which shows a close relationship to previously reported COPV. This study describes the histopathological and immunohistochemical characteristics of canine oral papilloma in a group of breeding dogs in Korea and discloses the complete L1 gene sequences of Korean COPV
