    The liberalisation of maritime transport and the island regions in EU. Evidence from Greece

    The liberalisation of maritime transport constitutes a substantial and vital progress not only in the maritime transport market but also in influencing the development of distant island regions. In the European Union (EU), the establishment of the legal framework and policy regarding the liberalisation is standing from the year of 1992. In Greece, the first attempt to harmonize the inevitable political and state framework was in 2001 (2932/2001 Act). Prevailing factors encumbered the liberalisation planning and implementing, mainly because of the incoherent procedures applied and the partial cover of principal issues regarding impingement of public interests and goods relative to island development. In our paper, we provide strongly support to the argument that the major initiative considering the development of island regions throughout European territory is that European Policy for the liberalisation of maritime transport should be oriented to the distinctive needs of island regions. Moreover, we provide a “road map” for completion of the liberalisation procedures. Hence, we address specific proposals and measures towards the healing of the inadequate regional development

    Hierarchal object-oriented models for management of narrow passageways

    Narrow passageways are a significant source of traffic congestion and delay in transportation networks. With traffic volumes expected to increase significantly in the foreseeable future, the effective management of these passageways is needed to mitigate the undesirable impact of these bottlenecks on transportation system safety, performance and cost. In an effort to address the significant challenges associated with the analysis, design, and implementation of appropriate management operations for narrow passageways, an object-based model for the management of narrow passageways in the transportation network is developed. The object model is developed in two steps. The first step identifies high-level management functionality, objects, and associated data/information sources that are common to all narrow passageway applications. In the second step, functionality of the object model is customized to the specific needs of the narrow passageway application domain (e.g., waterways and work zones).peer-reviewe

    The NICHD protocol:a review of an internationally-used evidence-based tool for training child forensic interviewers

    PurposeThis article reviews an evidence-based tool for training child forensic interviewers called the NICHD Protocol, with a specific focus on how the Protocol is being adapted in various countries.Design/methodology/approachWe include international contributions from experienced trainers, practitioners, and scientists, who are already using the Protocol or whose national or regional procedures have been directly influenced by the NICHD Protocol research (Canada, Finland, Israel, Japan, Korea, Norway, Portugal, Scotland, and United States). Throughout the review, these experts comment on: How and when the Protocol was adopted in their country; who uses it; training procedures; challenges to implementation and translation; and other pertinent aspects. We aim to further promote good interviewing practice by sharing the experiences of these international experts.FindingsThe NICHD Protocol can be easily incorporated into existing training programs worldwide and is available for free. It was originally developed in English and Hebrew and is available in several other languages.Originality/valueThis article reviews an evidence-based tool for training child forensic interviewers called the NICHD Protocol. It has been extensively studied and reviewed over the past 20 years. This article is unique in the it is the first to bring together practitioners who are actually responsible for training forensic interviewers and conducting forensic interviews from all around the world

    The Blink project’s ambitious goal is to answer all Business Intelligence (BI) queries in mere seconds, regardless of the database size, with an extremely low total cost of ownership. Blink is a new DBMS aimed primarily at read-mostly BI query processing that exploits scale-out of commodity multi-core processors and cheap DRAM to retain a (copy of a) data mart completely in main memory. Additionally, it exploits proprietary compression technology and cache-conscious algorithms that reduce memory bandwidth consumption and allow most SQL query processing to be performed on the compressed data.     Teaching behaviors in the cardiac surgery simulation environment

    OBJECTIVE: To understand how teaching behaviors contribute to simulation-based learning, we used a 7-category educational framework to assess the teaching behaviors used in basic skills training. METHODS: Twenty-four first-year cardiothoracic surgery residents and 20 faculty participated in the Boot Camp vessel anastomosis sessions. A portable chest model with synthetic graft and target vessels and a tissue-based porcine model simulated coronary artery anastomosis. After each 2-hour session on days 1 and 2, residents assessed teaching behaviors of faculty using a 20-item questionnaire based on the 5-point Likert scale. After session on day 1, faculty completed a self-assessment questionnaire. At 3 months, faculty completed self-assessment questionnaires regarding teaching behaviors in simulation and clinical settings. Each questionnaire item represents 1 or more teaching categories: "learning climate," "control of session," "communication of goals," "promoting understanding and retention," "evaluation," "feedback," and "self-directed learning." RESULTS: Generally, resident ratings indicated that faculty showed positive teaching behaviors. Faculty self-assessment ratings were all lower (P < .025) than those assigned to them by the residents except for 1 component representative of "feedback," which approached significance (P = .04); 2 items, representative of "promoting understanding and retention" and "evaluation", had mean scores of less than 3. At 3 months, compared with self-assessment at Boot Camp, faculty ratings suggested improved teaching behaviors in their simulation settings in the following: "learning climate," "control of session," "communication of goals," "promoting understanding and retention," and "evaluation." The simulation environment was perceived as more positive for technical skills training in certain aspects compared with clinical setting: instructor reviewed function and operation of equipment with learner before session (representative of "promoting understanding and retention") and instructor allowed the learner ample time to practice (representative of "control of session" and "promoting understanding and retention") (P < .025). CONCLUSIONS: Simulation-based skills training is perceived by residents to be associated with positive teaching behaviors. Faculty self-ratings indicate that they do not always use many of these teaching behaviors and that their performance can be improved. The simulation setting may provide greater opportunity for positive teaching behaviors compared with the clinical environment

    Better the devil you know:Threat effects and attachment to the European Union

    The EU is facing unprecedented challenges and significant threats to its economic and political security. Austerity, the Eurozone crisis, rising immigration and heightened fear of terrorism all present serious challenges to the process of integration. How does this context of insecurity impact on what the EU means to its citizens? Will the public become increasingly Eurosceptic or will they discover a hitherto unrecognised attachment to the EU as the prospect of its collapse becomes real? Psychological research has demonstrated that individual exposure to threat decreases cognitive capacity, inducing a tendency towards rigidity or conservatism - a tendency to cling to the ‘devil you know’. So what might this mean for the European integration process? Using experimental techniques drawn from political psychology, the authors find a dual threat effect. The EU symbol has a negative (anti-EU) effect on EU-related attitudes when presented in neutral context. This is consonant with conceptualisations of the EU as a threat to national cultural and political norms. In contrast, however, visual priming of participants with EU symbols has a positive (pro-EU) effect on related attitudes when these are presented in a context that implies a subtle but imminent threat to the benefits of EU membership

    The development and validation of a scoring tool to predict the operative duration of elective laparoscopic cholecystectomy

    Background: The ability to accurately predict operative duration has the potential to optimise theatre efficiency and utilisation, thus reducing costs and increasing staff and patient satisfaction. With laparoscopic cholecystectomy being one of the most commonly performed procedures worldwide, a tool to predict operative duration could be extremely beneficial to healthcare organisations. Methods: Data collected from the CholeS study on patients undergoing cholecystectomy in UK and Irish hospitals between 04/2014 and 05/2014 were used to study operative duration. A multivariable binary logistic regression model was produced in order to identify significant independent predictors of long (> 90 min) operations. The resulting model was converted to a risk score, which was subsequently validated on second cohort of patients using ROC curves. Results: After exclusions, data were available for 7227 patients in the derivation (CholeS) cohort. The median operative duration was 60 min (interquartile range 45–85), with 17.7% of operations lasting longer than 90 min. Ten factors were found to be significant independent predictors of operative durations > 90 min, including ASA, age, previous surgical admissions, BMI, gallbladder wall thickness and CBD diameter. A risk score was then produced from these factors, and applied to a cohort of 2405 patients from a tertiary centre for external validation. This returned an area under the ROC curve of 0.708 (SE = 0.013, p  90 min increasing more than eightfold from 5.1 to 41.8% in the extremes of the score. Conclusion: The scoring tool produced in this study was found to be significantly predictive of long operative durations on validation in an external cohort. As such, the tool may have the potential to enable organisations to better organise theatre lists and deliver greater efficiencies in care

    Database management systems (DBMS) provide incredible flexibility and performance when it comes to query processing, scalability and accuracy. To fully exploit DBMS features, however, the user must \emph{define} a schema, \emph{load} the data, \emph{tune} the system for the expected workload, and answer several questions. Should the database use a column-store, a row-store or some hybrid format? What indices should be created? All these questions make for a formidable and time-consuming hurdle, often deterring new applications or imposing high cost to existing ones. A characteristic example is that of scientific databases with huge data sets. The prohibitive initialization cost and complexity still forces scientists to rely on ``ancient" tools for their data management tasks, delaying scientific understanding and progress. Users and applications collect their data in flat files, which have traditionally been considered to be ``outside" a DBMS. A DBMS wants control: always bring all data ``inside", replicate it and format it in its own ``secret" way. The problem has been recognized and current efforts extend existing systems with abilities such as reading information from flat files and gracefully incorporating it into the processing engine. This paper proposes a new generation of systems where the only requirement from the user is \emph{a link to the raw data files}. Queries can then immediately be fired without preparation steps in between. Internally and in an abstract way, the system takes care of selectively, adaptively and incrementally providing the proper environment given the queries at hand. Only part of the data is loaded at any given time and it is being stored and accessed in the format suitable for the current workload
