The current provisions of the Extradition Treaty, the powers of bounty hunters, and the role of the courts in regulating extradition are discussed. The Note concludes that extradition was not only proper, but necessary in order to maintain the Extradition Treaty\u27s goal of suppressing crime through cooperation between Canada and the United States

    PAH emission from Nova Cen 1986

    The discovery of broad emission features between 3.2 and 3.6 microns were reported in the spectrum of Nova Cen 1986 (V842 Cen) some 300 days following outburst and remaining prominent for several months. The general characteristics of these features are similar to those attributed to polycyclic hydrocarbon (PAH) molecules in other dusty sources, although the relative strengths are different, and these observations provide the first clear evidence for molecular constituents other than graphite particles in the ejecta of novae

    Several structures have been discovered embedded in regions of recent or ongoing star formation, which point to the importance of the interaction between fast moving wind-blowing stars and their environment. Using hydrodynamic simulations, we investigate the passage through the interstellar medium of a supersonic stellar wind source, and show how it can naturally lead to the formation of tubes, channels and swamps of globules as interfaces are crossed.     Star formation in the large Magellanic cloud

    What role the Large Magellanic Cloud (LMC), a dwarf irregular galaxy, plays in understanding infrared luminous galaxies is discussed. There are two main reasons the LMC may prove helpful. One, the LMC is only 55 kpc away, very nearby compared to much rarer high luminosity systems. Second, the environment in the LMC is distinctly different than in the Milky Way, at least those parts of the Milky Way interior to the sun, where most of the studies of massive star formation were concentrated. The LMC is an interacting system with a large amount of neutral hydrogen that is pushed around by the galaxy's encounter with the Milky Way. Perhaps a good understanding of star formation process in the LMC will provide guidance in the study of the infrared luminous galaxies. Two questions which will be addressed are: how is star formation in the LMC similar to the Milky Way Galaxy, and how is it different

    A personal journey of studying positive psychology: reflections of undergraduate students in the United Arab Emirates

    Background: An increasing number of undergraduate positive psychology courses offer students a holistic view of the broader discipline of psychology. Even short-term participation in positive psychology activities as part of a taught course may improve psychological well-being and lower stress. However, there is a dearth of qualitative evidence on how students experience this learning process. Objective: This study aimed to explore UAE-based undergraduate students’ reflections on their experiences of an elective positive psychology course and their participation in various positive psychology interventions (PPIs). Method: This qualitative study explored 21 UAE-based undergraduate students’ reflections on taking a semester-long positive psychology course, in which they participated in PPIs. The rich data from semi-structured interviews were analyzed using reflexive thematic analysis. Results: Three main themes emerged, namely rethinking positive psychology, changes in perspective on happiness and search for positivity, and enhanced relationships. Conclusion and Teaching Implications: The study suggests that positive psychology may reach past the time and space of the taught course and have at least a short-term positive impact on students' mental and social lives. Findings from this study imply the potential of positive psychology in higher education and point towards further integration of such courses in undergraduate programs in the UAE and beyond

    Power system applications of fiber optics

    Power system applications of optical systems, primarily using fiber optics, are reviewed. The first section reviews fibers as components of communication systems. The second section deals with fiber sensors for power systems, reviewing the many ways light sources and fibers can be combined to make measurements. Methods of measuring electric field gradient are discussed. Optical data processing is the subject of the third section, which begins by reviewing some widely different examples and concludes by outlining some potential applications in power systems: fault location in transformers, optical switching for light fired thyristors and fault detection based on the inherent symmetry of most power apparatus. The fourth and final section is concerned with using optical fibers to transmit power to electric equipment in a high voltage situation, potentially replacing expensive high voltage low power transformers. JPL has designed small photodiodes specifically for this purpose, and fabricated and tested several samples. This work is described

    Using firm-level data from the Irish Census of Industrial Production for the period from 1991-2009, we look at how Irish manufacturing firms adjust their input mix in response to changing energy prices. We find that an increase in the price of energy causes the demand for energy inputs to fall, while the demand for capital, material and labour inputs rises. This indicates that the other factors of production are substitutable with energy in the Irish manufacturing sector
