    En dépit de ses succès, le modèle démocratique sud-africain traverse une phase délicate. La succession du président Nelson Mandela annonce une possible crispation du pouvoir, en raison notamment des tendances autoritaires de Thabo Mbeki. Incapable de s'affirmer sur la scène continentale comme une puissance modératrice, l'Afrique du Sud pourrait devenir un État "tricheur" (trickster) comme un autre dans la zone australe, profitant des interstices criminels de l'économie internationale.     Near-Threshold Production of omega Mesons in the pp -> pp omega Reaction

    The total cross section for omega production in the pp -> pp omega reaction has been measured at five c.m. excess energies from 3.8 to 30 MeV. The energy dependence is easily understood in terms of a strong proton-proton final state interaction combined with a smearing over the width of the state. The ratio of near-threshold phi and omega production is consistent with the predictions of a one-pion-exchange model and the degree of violation of the OZI rule is similar to that found in the pi-p -> n omega/phi reactions.Comment: Report in LaTeX2e. 12 pages with 2 eps figure

    The total cross section of the pp -> pp eta' reaction has been measured at two energies near threshold by detecting the final protons in a magnetic spectrometer. The values obtained are about a factor of 70 less than for the corresponding eta production, in good agreement with the predictions of a one-pion-exchange model.Comment: 10 pages, Latex with 3 eps figure

    Vector meson (V=ω,ϕV = \omega, \phi) production in near-threshold elementary nucleon-nucleon collisions pp→ppVpp\to ppV, pn→pnVpn\to pnV and pn→dVpn\to dV is studied within an effective meson-nucleon theory. It is shown that a set of effective parameters can be established to describe fairly well the available experimental data of angular distributions and the energy dependence of the total cross sections without explicit implementation of the Okubo-Zweig-Iisuka rule violation. Isospin effects are considered in detail and compared with experimental data whenever available

    The cross section and tensor analysing power t_20 of the d\vec{d}->eta 4He reaction have been measured at six c.m. momenta, 10 < p(eta) < 90 MeV/c. The threshold value of t_20 is consistent with 1/\sqrt{2}, which follows from parity conservation and Bose symmetry. The much slower momentum variation observed for the reaction amplitude, as compared to that for the analogous pd->eta 3He case, suggests strongly the existence of a quasi-bound state in the eta-4He system and optical model fits indicate that this probably also the case for eta-3He.Comment: LaTeX, uses elsart.sty, 10 pages, 3 Postscript figures, Submitted to Physics Letters

    Nigerian scam e-mails and the charms of capital

    So-called '419' or 'advance-fee' e-mail frauds have proved remarkably successful. Global losses to these scams are believed to run to billions of dollars. Although it can be assumed that the promise of personal gain which these e-mails hold out is part of what motivates victims, there is more than greed at issue here. How is it that the seemingly incredible offers given in these unsolicited messages can find an audience willing to treat them as credible? The essay offers a speculative thesis in answer to this question. Firstly, it is argued, these scams are adept at exploiting common presuppositions in British and American culture regarding Africa and the relationships that are assumed to exist between their nations and those in the global south. Secondly, part of the appeal of these e-mails lies in the fact that they appear to reveal the processes by which wealth is created and distributed in the global economy. They thus speak to their readers’ attempts to map or conceptualise the otherwise inscrutable processes of that economy. In the conclusion the essay looks at the contradictions in the official state response to this phenomena

    For masses larger than 2 MN + MĎ€, narrow peaks in two proton invariant (missing) masses spectra : Mpp (Mx) are now well established. The existence of such narrow peaks is not so unquestionable below 2 MN + MĎ€. Tensor analyzing power T20 of the invariant mass Mpp has been studied using the p ([MATH], pp) reaction. Depending on the assumption done for background substraction -a hole or an oscillation may appear at Mpp = 1941 MeV. Additional data are under analysis and will improve the statistics

    Near threshold eta meson production in dp collisions

    Preliminary results of recent measurements of the near threshold eta meson production in the dp-->dp eta reaction are presented. The experiment was performed at the COSY-Juelich accelerator with the use of the COSY-11 detection system. Data were taken for three values of deuteron beam momenta corresponding to excess energies of 3.2, 6.1 and 9.2 MeV.     Eta physics at threshold

    The production of eta and eta-prime mesons in elementary nucleon-nucleon collisions has been investigated at the synchrotrons CELSIUS, COSY and SATURNE. The magnitude and energy dependence of the total cross section as well as the occupation distribution of the phase space serve as observables for investigating the mechanisms underlying the production processes and the interaction of mesons with nucleons. The precise data on the eta and eta-prime creation via the pp --> pp eta(eta-prime) reactions allowed to settle the general features of the eta and eta-prime meson production and revealed the sensitivity of the mentioned observables to the nucleon-nucleon-meson final state interaction. The particular production properties, like for example the determination of the dominating exchange processes which lead to the excitation of the S_11 nucleon isobar in the case of eta creation, must be established by confrontation with other observables. The present status of this investigation with an emphasis on the results of the COSY-11 collaboration is briefly presented.
