    The community's need for BPJS health services is very important. Syarifah Ambami Rato Ebu (Syamrabu) Bangkalan Hospital as a health provider to improve the effectiveness of health services for the people of Bangkalan district. Based on the Undang-Undang Nomor 24 Tahun 2011 concerning the Social Security Provider (BPJS), the government organizes a national health insurance program through BPJS Kesehatan to ensure that all Indonesians are covered by health insurance. The purpose of this study was to describe and analyze the Effectiveness of the Social Security Provider (BPJS) Program in Health Services. This study uses qualitative methods with data collection techniques of observation, interviews, and documentation. Data analysis techniques are data collection, data condensation, data presentation, and drawing conclusions. This research is located in Syarifah Ambami Rato Ebu Hospital, Bangkalan. The results of this study are the resources, funds, facilities, and infrastructure used are effective, the number and quality of services produced are effective, the time limit for producing goods or services is effective, and the way to do it is already effective. The conclusion of this study is that health services for BPJS Inpatient Installation (IRNA) B Bawah at Syarifah Ambami Rato Ebu Hospital, Bangkalan Regency have been effective but not optimal

    With the innovation of health services based on Sidoarjo Maternal Neonatal Emergency Sms Gateway (SIMANEIS), pregnant women, patients can go to the midwife, clinic and or PUSKESMAS first to get an initial diagnosis, which is then referred from the clinic or health center to the hospital through SIMANEIS so that when in the hospital can be handled immediately. However, the reality in the field is that the implementation of Si Maneis' innovation is still not effective due to the unprofessional attitude of the officers, the internet connection network that often errors. Based on these problems, the purpose of this study was to determine and describe the effectiveness of the Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) Application in Improving Health Services. The research method used is descriptive research with a qualitative approach. Data was collected by means of observation, interviews,  and documentation. The research location is the RSUD Sidoarjo. Methods of data collection is done by using interviews, focused groups and discussion. Data analysis was carried out using qualitative analysis by Miles and Huberman (2014) consisting of four components, namely: data collection, condensation data, display data and conclusion and verifying drawings. The result of the research is that the resources and infrastructure have been effective. The number and quality of services produced in the implementation of maternal and child referral administrative services based on Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) at the Sidoarjo Regional General Hospital is running effectively. Meanwhile, the suitability of the service results has been effective, as evidenced by the officers giving real-time action in less than 5 minutes when a patient comes without lingering in accordance with the time standard that has been set. The service procedure that must be passed is quite easy and fast to be carried out according to the SOP

    Improving the Quality of Public Services through Innovation of Online Complaints Based on the Wargaku Application

    Communities have broad access to submit complaints to public service providers. However, there are still problems with public complaint services, so efforts to improve public service delivery are needed. The Surabaya City Government made a breakthrough through the innovative Wargaku application as a responsive and informative complaint service. The purpose of this study is to analyze the Improving the Quality of Public Services through the Innovation of Online Complaints Based on the Wargaku Application at the Surabaya City Communication and Information Service. This type of qualitative descriptive research and data collection techniques with interviews, observation, and documentation. Data analysis uses an interactive data analysis model from Miles and Huberman, namely: collection, presentation and condensation of data, and conclusion. The research results show that Improving the Quality of Public Services Through Innovation of Online Complaints Based on the Wargaku Application at the Surabaya City Communication and Information Service can run optimally as evidenced by the relative advantages that provide convenience and community satisfaction; suitability by updating and perfecting Wargaku innovations, the complexity is different because people have unequal abilities and knowledge; the possibility of trying it has gone through trials and socialization of the Wargaku application program to the public and is easy to observe, the complaint application made is not much different from before

    Jombang Regent Regulation Number 57of 2020 concerning Implementation of the Discipline , and Law Enforcement of Health Protocols as Efforts to Prevent and Control COVID-19 is a regulation passed by the Regent of Jombang as an effort to control the spread of COVID-19 in Jombang Regency. The purpose of this research to describe and analyze the implementation of disciplinary policies and law enforcement of health protocols as an effort to prevent and control COVID-19 in Jombang District, Jombang Regency. The theory used in this research is the implementation model theory by Edward III. The type of this research used descriptive qualitative. The results of this study indicate that: (1) Communication has been implemented but still not done well, especially on consistency; (2) Resources are well implemented; (3) The disposition has been implemented very well, especially in cognition, direction and response of the executor, as well as the intensity of the response or implementation response; (4) The bureaucratics tructure has not been well implemented because it does not have a written flow of officers or fragmentation of responsibility in writing between the threes's health protocol law enforcement agencie

    The existence of a market is one indicator of the economic activities of the people in an area. This research is motivated by the lack of optimal management of the Buduran Market by the Industry and Trade Office of Sidoarjo Regency. It can be seen from the supporting facilities and infrastructure in the Buduran Markets which are still inadequate and poorly maintained. This study aims to determine how the implementation of community market management policies in Buduran Market, Sidoarjo Regency. The research method used in this article is a descriptive research method with a qualitative approach by using a qualitative approach. The results show that the implementation of the people's market management policy has been implemented, but there are still problems in its implementation. The conclusion of this research is the implementation of the people's market management policy in its implementation is still not optimal, this can be seen from the indicators of the success of policy implementation

    Desa wisata merupakan salah satu kategori  pengembangan pariwisata dalam Rencana Pembangunan Jangka Menengah Nasional 2020-2024. Desa Wisata Pandanrejo merupakan unit pariwisata BUM Desa “Lancar Jaya” yang mendapatkan Juara 2 desa wisata rintisan dalam suatu event nasional yaitu Anugerah Desa Wisata Indonesia (ADWI) 2021 yang diselenggarakan oleh KEMENPAREKRAF (Kementerian Pariwisata dan Ekonomi Kreatif). Sehingga dalam pengembangan Desa Wisata Pandanrejo sebagai desa wisata rintisan merupakan tanggung jawab BUM Desa “Lancar Jaya” dan Pengelola Desa Wisata Pandanrejo. Tujuan dilakukannya penelitian ini yaitu untuk mengetahui, mendeskripsikan, dan menganalisis tentang Strategi Pengembangan Desa Wisata Rintisan Oleh Badan Usaha Milik Desa (BUM Desa) Di Desa Wisata Pandanrejo.Pada penelitian ini menggunakan teknik pengumpulan data primer berupa wawancara kepada informan, observasi, serta dokumentasi. Analisis data yang digunakan yaitu pengumpulan data, penyajian data, kondensasi data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dari delapan sasaran kajian BUM Desa “Lancar Jaya” bersama dengan Pengelola Desa Wisata Pandanrejo telah melakukan tujuh langkah strategi secara optimal dan satu strategi yang belum dilakukan secara optimal dalam pengembangan desa wisata rintisan di Desa Wisata Pandanrej

    Transportation is very necessary for its role in the development of a country, not only smoothing the flow of goods and mobility well but through long-term development. Parking problems are not new anymore. Based on the Surabaya City Regional Regulation Number 3 of 2018 concerning the Implementation of Parking in the City of Surabaya, parking is defined as a vehicle that stops or does not move for a while and is abandoned by the driver. The parking problem occurs in almost all cities in Indonesia, including the city of Surabaya. The implementation of Zone Parking itself is carried out by collecting retribution in accordance with the applicable Zone Parking levy rates. The purpose of this research is to find out the problems regarding the implementation of the parking zone determination policy in the Mayjend Sungkono area, Surabaya City. The method used in this research is descriptive qualitative with interviews and direct observation to the relevant informants. From this study it can be seen that the implementation of the zone parking policy has been going well, this can be seen through the smooth start of the function routine and the absence of complicated problems faced. During the current pandemic, the problem that occurs in parking is the reduction in parking retribution income due to the PPKM period where there is less public activity outside the public. The Surabaya City Transportation Service seeks to minimize problems that occur in zone parking for the successful implementation of zone parking policies in Surabaya City, so that road users and other motorists are not disturbed due to traffic jams caused by chaotic parking

    Penanggulangan Stunting dalam Prespektif Collaborative Governance

    Stunting in Indonesia is still relatively high, including Probolinggo Regency which ranks 4th in East Java Province based on https://sigiziterpadu.kemkes.go.id/ data has a stunting prevalence of 23.5% based on SSGI data in 2021. Stunting in Probolinggo Regency is said to be high because it exceeds the minimum stunting percentage, which is 14%. So to overcome stunting, legal certainty was made, namely Probolinggo Regent Regulation Number 15 of 2019 concerning the Acceleration of Integrated Stunting Prevention in Probolinggo Regency, one of the strategies is by establishing cooperation and harmonization across sectors. Therefore, the dynamics of collaborative governance are needed, so that the cooperation established by these stakeholders can support the reduction of stunting that occurs in Probolinggo Regency. The purpose of this study is to determine and describe collaborative governance in stunting reduction in Probolinggo Regency using Ansell and Gash, (2008) theory references which have four variables, namely initial conditions, institutional design, facilitative leadership, and collaboration process. This study used qualitative method with a descriptive approach. The conclusion that can be drawn from this study is that collaborative governance carried out as a whole has run optimally and obtained good intermediate results

    Surabaya, as the second largest metropolitan city, has a long record in overcoming the problem of street vendors who are increasing every year. The existence of irregular street vendors is considered as a barrier in creating a safe, comfortable, orderly, clean layout. The purpose of this study is to describe and analyze the Evaluation of Street Vendor Structuring Policy in Sentra Gembong Asih Surabaya City. The research method uses qualitative descriptive with informant retrieval using purposive sampling techniques. Researchers chose bridgman & davis theory with four focuses: input, process, outputs, outcomes. The results of the study showed that the focus of input, supporting resources are adequate, and human resources are sufficient in number and ability. Focus process, said to be effective, efficient, and has been educated. Focus output, it is said to have not had a successful output in influencing policy goals. Because the existing policy has not met the expectations of traders. Focus outcomes, in the arrangement of traders Gembong Asih the impact received by policy targets has an impact on place and income

In this study the aims were to determine the implementation of the restructuring model in the Bojonegoro Regency regional apparatus organizations and to find out effective policies for restructuring regional apparatuses. The research method used is descriptive qualitative using analytical tools in the form of interviews and literature studies to determine the restructuring system modeling approach implemented in Bojonegoro Regency. The results of the research show that the restructuring in Bojonegoro Regency has been carried out in accordance with the established legal basis. The restructuring agenda is an urgency for improving public service governance. In 41 OPDs such as the Communication and Informatics Office, the Education Office, the Social Service and the Fire Service and 37 other services. The restructuring of several of these agencies was carried out by using the departmentalization and work specialization models, optimizing technology in the form of G-Sinjab to create new organizational dimensions, as well as improving the governance of Human Resources for Apparatuses in Bojonegoro Regency to support the realization of Good Governance through the regional apparatus restructuring agenda in Bojonegoro Regency .Bureaucratic reform is very much needed because the model of government and public services requires changes and modernization systems in the government system which are considered not to have gone well as it should in terms of bureaucratic reform, therefore real and structured efforts are needed in order to be able to change bureaucratic systems and procedures starting from organizational aspects. institutions, attitudes/behaviors. In this study the aims were to determine the implementation of the restructuring model in the Bojonegoro Regency regional apparatus organizations and to find out effective policies for restructuring regional apparatuses. The research method used is descriptive qualitative using analytical tools in the form of interviews and literature studies to determine the restructuring system modeling approach implemented in Bojonegoro Regency. The results of the study show that restructuring in Bojonegoro Regency was carried out in 41 OPDs using the departmentalization and work specialization models, optimizing technology in the form of G-Sinjab to create new organizational dimensions, as well as improving the governance of Human Resources for Apparatuses in Bojonegoro Regency to support the realization of Good Governance through regional apparatus restructuring agenda in Bojonegoro Regency
