    The role of the Sukabumi Regency Women's Empowerment and Child Protection Service (DP3A) in dealing with cases of child marriage in Sukabumi Regency. The purpose of this research is to find out and describe the role of the Sukabumi Regency Women's Empowerment and Child Protection Service (DP3A) in overcoming cases of child marriage in Sukabumi Regency and the inhibiting factors in its implementation. This is motivated by the large number of requests for dispensation letters of introduction to marriage to the P2TP2A Office of Sukabumi Regency in 2021 and the increasing number of child marriages in Sukabumi Regency in the 2020-2021 range. This study used qualitative research methods. Informants in this study were the Office of Women's Empowerment and Child Protection (DP3A) of Sukabumi Regency, P2TP2A of Sukabumi Regency, as well as the community/children who practice child marriage. Data validation in this study used source triangulation and technical triangulation methods. The results of this study are that there are still obstacles for the Sukabumi Regency Women's Empowerment and Child Protection Office in handling child marriage cases, namelythere is a wrong opinion/view of some people that it is a shame if they don't quickly marry off their daughters and there are betel marriages (underhanded) and without being reported

    TREND IN CHILD VIOLENCE IN INDONESIA AND GOVERNANCE

    This article aims to know the trend of violence against children in Indonesia and the steps the Indonesian government to get over it with the use of approach analysis of public policy and collaborative governance. Study this uses a qualitative approach. Data is collected from Dimensions, consisting of 437 articles from journals, national and international, books support, and newsletters. Collected data was then processed using the applications VosViewer and Nvivo 20, both used to reveal moderate issues and trends about a violent children. Analysis results disclose that the government has made policy through the Undang-Undang Nomor 35 Tahun 2014 concerning the protection of children and the Peraturan Menteri Agama Nomor 73 Tahun 2022 concerning handling through socialization, learning, strengthening governance, strengthening culture and activities, other following need. And prevention in the form of reporting, protection, assistance, prosecution, and recovery of victims. Whereas the protection of the children applied with facilities for children and productive activities to fulfill children's education rights. The government also supervises assurance fulfillment suitable base and finishes related issues with victims of violence physique as well as mental and violation rule applicable law. The form of collaborative governance has also been done government about City/ District Decent Son throughout regions in Indonesia and the National Commission of the Children and Women Protection in overcoming problem hardness and fulfillment right children in Indonesia

    REVOCATION OF VAT EXEMPTION FOR ELECTRICITY AND WATER AND ITS IMPACT ANALYSIS

    Covid-19 pandemic has brought an impact on global economy which turn down the ranked of Indonesia from a country with upper middle income to lower middle income.  In response to this matter, the Indonesian government has been issued several policies to increase the acceleration in economic and support economic recovery in order to optimize the state revenues which can be done by revoking of VAT exemptions on electricity and water.  This research aims to explore further regarding the effect of poverty and inequality which arise from this revoking policy.  The analysis conducted by microsimulation model method to measure poverty and inequality based on individual/household gains or losses caused by taxes policy.  Main data obtained from national socio-economic survey data which submitted by BPS.  Broadly speaking, these simulation results are indicates that this policy had slightly increases poverty rate, but did not affect on inequality.  Through this research it was found an alternative way to compensate with assumption that this costs are source of additional revenue obtained from this imposition of normal VAT rates on electricity and water for households, so its distribution through cash transfers could be an effective  way to fixes the poverty levels and inequality

    INSTITUTIONALIZATION OF LOCAL WISDOM WEDDING PROCESSES IN CULTURE OF PUSAR VILLAGE, BATURAJA SUB-DISTRICT OGAN KOMERING ULU DISTRICT

    Culture is a knowledge system that includes a system of ideas contained in the human mind, so that in everyday life culture is abstract. The wedding procession with sacrifice, the slaughter of a scapegoat for the people of Pusar Village is one of the traditions owned by the people of Pusar Village, Baturaja District. The approach used in the meaning of verbal and nonverbal communication in a series of marriage processions with sacrifices, the slaughter of scapegoats uses symbolic interaction theory, symbolic interaction theory holds that individuals form the same meaning through communication. The method used is descriptive qualitative method. In collecting data, conducting in-depth interviews (Depth Interview) to key informants, the selected informants are people who are considered to know and understand the problems studied. The results of the analysis in this study are marriage processions with sacrifices, slaughtering scapegoats in Pusar Village there are forms of verbal communication and nonverbal communication contained in every series of marriage processions with sacrifices, slaughtering scapegoats including prayer. The prayer delivered by the traditional leader and followed by the family holding a wedding ceremony aims to request permission to hold a wedding ceremony and share happiness with the ancestors. After taking turns praying, the family waters the graves of their ancestors with the water that has been provided. From the results of the research conducted, it can be concluded that in every series of wedding processions with sacrifices, the slaughter of a scapegoat has a meaning that has been believed by the people of Pusar Village itself. It is hoped that the people of OKU Regency can participate in preserving the existing culture and arts. Especially in the cultural arts of the wedding procession with sacrifice, the slaughter of this scapegoat

    This study aims to outline an understanding of collaboration in the management and protection of the Batanghari watershed in Jambi Province. This research uses a qualitative description method, using a collaborative governance theory approach, an understanding of how stakeholders with different interests, strengths and weaknesses, depend on each other to achieve common goals. Work collectively by minimizing conflict. Conflicts are likely to occur especially when there is a need for resource sharing for the provision of services as part of implementation efforts. Nonetheless, a commitment to achieving the same goals is essential for collaborative governance. So that the key factors in the formation of collaboration are science, leadership and experience, besides internal factors are also very decisive such as political leadership and financial support.     The purpose of this study is to explain the effect of organizational restructuring and remuneration on the effectiveness of the implementation of the primary duties and functions of the clerkship and secretariat of the Pontianak High Court. This study can be classified as survey research based on the research design. Meanwhile, in terms of the explanatory level, this study is associative. The object of this study is the organization of the clerkship and secretariat of the Pontianak High Court. The population in this study was employees within the Pontianak High Court, which amounted to 65 people. The study concluded that implementing organizational restructuring and remuneration greatly affects the effectiveness of implementing the main duties and functions of the clerkship and secretariat of the Pontianak High Court, both singly and jointly

    THE STRATEGY OF THE ELECTION SUPERVISORY AGENCY IN THE WEST JAVA REGION IN INCREASING COMMUNITY PARTICIPATORY SUPERVISION

    Community participation is an indicator that determines the quality of election administration and signifies the importance of democracy for a country. Participation in elections is carried out in two ways, including first conducting election socialization and secondly carrying out voter education and conveying the results of election monitoring and reporting suspected election violations. High public participation in elections (voter turnout) and public trust are part of the integrity of elections on the other hand low participation in elections is associated with public apathy. The Bawaslu’s data for the 2019 simultaneous elections in the West Java region show high findings and reports of violations, while public participation in monitoring and reporting suspected violations is considered low. The low level of public involvement in monitoring and reporting electoral fraud is due to the lack of socialization and education carried out by Bawaslu, so the capacity of the community as a human resource to monitor and report suspected election violations is still low. The research method used is a qualitative research method with research instruments including interviews with 17 key informants and field observations by making direct observations covering the West Java region and reviewing documents as supporting data in data refinement. The study results illustrate that the Participatory Oversight Program implemented by Bawaslu could have been more optimal, as evidenced by the low level of public participation in election monitoring and reporting suspected violations. In contrast, future election violations are increasingly massive. So it requires strategies and collaboration to increase participatory community supervision

    IMPLEMENTATION OF DISTRICT MINIMUM WAGE POLICY AT THE DEPARTMENT OF MANPOWER AND TRANSMIGRATION SUKABUMI DISTRICT

    This study aims to determine the implementation of the minimum wage policy in Sukabumi Regency. This study uses qualitative research methods with a descriptive approach. It consists of four informants divided into two groups: informants who implement policy and policy implementers who are target informants; data collection techniques using observation techniques, interviews, and documentation; data analysis using flow models; and data validation using triangulation and triangulation techniques. This study uses four policy implementation variables from George Orwell's The Wealth of Nations. The results of this study indicate that the implementation of minimum wage policy in Sukabumi Regency goes well in the dimensions of communication and disposition, but in the dimensions of resources and bureaucratic structure is not optimal, this is because the resources with the refocusing of the budget and the number of employees and infrastructure needed optimization and the bureaucratic structure is not the authority of the Department of manpower and Transmigration Sukabumi to assess how the SOP's related to the District Minimum wage and its implementation mechanism, it is because the Minimum wage policy of the City / District: 561 / PP.732-Kesra/2021 so that it is regulated by the province regarding sop's and the implementation mechanis

    AUTHORITY OF EAST JAVA PROVINCE INSPECTORATE IN PREVENTING CRIMINAL ACTS OF CORRUPTION IN EAST JAVA PROVINCE GOVERNMENT

    This study aims to determine the constraints on the authority of the Inspectorate of East Java Province in preventing criminal acts of corruption within the East Java Provincial Government, using normative legal research methods that are analytical descriptive. The results of the research show that the authority of the Provincial Inspectorate which has been regulated in laws and regulations needs to be revised to strengthen the position of the Inspectorate in its authority to prevent acts of corruption in the Regional Government. Changes to laws and regulations are the main thing that needs to be revised because the position of the Provincial Inspectorate is currently still under the Provincial Secretary. Inspectors in districts/cities must be appointed by the Head of Province (Governor) through the Pansel and Provincial Inspectorates appointed by the Minister of Home Affairs. With this more tiered authority, the inspectorate will become an independent institution and can prevent corruption from occurring in its area without fear of being arrested by the regional head

    TRANSFORMATIONAL LEADERSHIP IN BENOWO DISTRICT, SURABAYA CITY

    The aim of the research is to analyze the implementation of the Camat's transformational leadership; analyzing the supporting and inhibiting factors, as well as evaluating the impact of the implementation of the transformational leadership of the Camat in Benowo District, Surabaya City. This study uses a qualitative descriptive approach to analyze the transformational leadership of the Camat in Benowo District, Surabaya City. The research subjects consisted of sub-district and sub-district officials, as well as representatives of community leaders. The research subjects were selected from people who often interact with the sub-district head of Benowo sub-district, Surabaya city. Data collection was carried out by means of in-depth interviews and checking the validity of the data through source triangulation. Research data were analyzed using qualitative data analysis according to Creswell. The conclusions obtained are: 1) The transformational leadership of the Camat in Benowo District, Surabaya City is implemented by making himself a role model, realizing the vision and mission, stimulating employees to be innovative and creative, and providing fair and personal attention; 2) Supporting factors include work experience, education level, optimistic and friendly attitude, and employee support, while inhibiting factors include: low work motivation, low competence, limited number of human resources, and high workload; 3) The impact of implementation is reflected in the better quality of service and the increased contribution of employees in providing suggestions about their creativity in meetings that discuss innovation related to service to the community
