    EUÕs Influence in Its Eastern Neighbourhood: The Case of Crisis Management in the Southern Caucasus

    While the European Neighbourhood Policy has been largely inspired by the successive experiences of enlargement, it has also been designed partly not to replicate exactly enlargement approaches. Key differences include the existence of unresolved conflicts in the EU neighbourhood and the development of European security provisions since 1999, parallel to the traditional economic instruments of cooperation. This paper attempts to assess what lessons can be learnt from the ENP early experience regarding its impact on conflict resolution. It examines negotiations of EU economic support and peace-building efforts with South Caucasus countries and Moldova and builds upon these case studies to draw general lessons on the influence of the EU as an international actor. The article concludes that EU commitments in promoting conflict prevention partly fall short when they have to be implemented, due to the lack of coherence among Member States, while EU impact is real when main policy-makers and implementers are Europeanised in their working methods, and when EU member states agree to delegate their foreign policy to the EU.ENP, Eastern neighbourhood, EU capabilities, crisis management, South Caucasus

    Both the Two-Generational Strategies to Improve Immigrant Family and Child Outcomes roundtable and this brief explore policy and practice reforms that can improve opportunities for parents and children in immigrant families. To generate rich thinking about the possibilities, the roundtable brought together experts in the fields of early childhood education, workforce, two-generational policies, and immigrant rights. Participants included federal and state policymakers, community-based practitioners, researchers, advocates, and foundation leaders from all of these fields and from 10 states who came together for two days of discussion about opportunities, challenges, and action steps to better serve immigrant families. Several participants highlighted the extraordinary nature of this opportunity to connect across the different worlds, given how few opportunities they typically have to collaborate and be more intentional in meeting the needs of both parents and children in immigrant families. The goal of the discussion was to share information and perspectives from different areas of expertise across policy and practice and to generate a rich and practical set of action ideas, not necessarily to create consensus among participants

    IMPLEMENTASI PENDEKATAN PEMBELAJARAN SAINTIFIK UNTUK MENINGKATKAN HASIL BELAJAR SISWA PADA MATA PELAJARAN MATEMATIKA

    Penelitian ini dilatarbelakangi oleh rendahnya hasil belajar siswa pada mata pelajaran matematika, untuk itu dilakukan penelitian dengan menggunakan pendekatan pembelajaran saintifik. Tujuan dari penelitian ini yaitu mengetahui implementasi pendekatan pembelajaran saintifik untuk meningkatkan hasil belajar matematika siswa. Pendekatan yang digunakan dalam penelitian ini yaitu pendekatan kuantitatif dengan metode penelitiannya adalah metode eksperimen kuasi, dan desain penelitiannya yaitu pretes-postes. Populasi di dalam penelitian ini yaitu kelas X dan sampelnya sebanyak 70 siswa, 35 siswa kelas eksperimen dan 35 siswa kelas kontrol dengan pemilihan sampel dilakukan dengan simple random sampling. Untuk mengetahui hasil belajar siswa digunakan instrumen penelitian berupa tes yaitu 10 tes berbentuk uraian. Dari hasil analisis data diperoleh kesimpulan bahwa hasil belajar matematika siswa yang mendapat pembelajaran menggunakan pendekatan saintifik lebih baik dari hasil belajar matematika siswa yang menggunakan pembelajaran ekspositori dan peningkatan hasil belajar matematika siswa yang belajar melalui pendekatan saintifik lebih baik dari siswa yang belajar melalui pembelajaran ekspositori. Dengan demikian pendekatan pembelajaran saintifik direkomendasikan sebagai salah satu pendekatan yang dapat diterapkan dalam pembelajaran untuk meningkatkan hasil belajar matematika siswa

    PENERAPAN RESTORATIVE JUSTICE DALAM PENYELESAIAN PERKARA TINDAK PIDANA PENCURIAN DI KEJAKSAAN NEGERI MUARA ENIM

    Abstrak : Tesis ini berjudul “Penerapan Restorative Justice Dalam Penyelesaian Perkara Tindak Pidana Pencurian di Kejaksaan Negeri Muara Enim”. Mengkaji permasalahan, pertama kriteria suatu pidana pencurian bisa dan tidak bisa diterapkan asas restorative justice dalam perkara tindak pidana pencurian, kedua Bagaimanakah pengaturan Restorative Justice dalam sistem peradilan pidana di Indonesia, ketiga Bagaimana seharusnya kebijakan hukum pidana tindak pidana pencurian jika dikaitkan dengan asas restorative justice  dimasa yang akan datang. Jenis penelitian ini menggunakangmetode hukum normatif. Darifhasil penelitian didapat kesimpulan bahwa keadilan restoratif telah diterapkan melalui Undang-undang Nomor 11 tahun 2012 tentang Sistem Peradilan Pidana Anak untuk perkara anak, sedangkan perkara pidana orang dewasa diterapkan melalui aturan sektoral yang dikeluarkan oleh Kepolisian, Kejaksaan dan Mahkamah Agung, akan tetapi aturan tersebut masih belum maksimal serta terdapat perbedaan dalam pelaksanaan dan penerapannya. Kedepannya kebijakan hukum pidana haruslah dilakukan tahapan  formulasi  dalam  penyelesaian perkara pidanahsecara jelas,tegas dalam Peraturan Perundang - undangan, melalui Undang-Undang khusus keadilan restorasi. Kata Kunci : Keadilan Restorasi, Tindak Pidana Pencurian, Sistem Peradilan Pidana.  Abstract : This thesis is entitled "Application of Restorative Justice in Settlement of Cases of Theft Crimes at the Muara Enim District Attorney's Office". Examining the problem, firstly the criteria for a crime of theft can and cannot be applied to the principle of restorative justice in cases of theft crime, secondly, how is Restorative Justice regulated in the criminal justice system in Indonesia,third How should the criminal law policy on the crime of theft be related to the principle of restorative justice in the future. This type of research uses normative legal methods. From the results of the study it was concluded that restorative justice has been implemented through Law Number 11 of 2012 concerning the Juvenile Criminal Justice System for child cases, while adult criminal cases are implemented through sectoral regulations issued by the Police, Prosecutor's Office and the Supreme Court, but these rules still not optimal and there are differences in the implementation and implementation.In the future, criminal law policies must be carried out through the formulation stage in the settlement of criminal cases clearly and firmly in statutory regulations, through special laws restorative justice. Keywords: Restoration Justice, Criminal Justice System, Theft Crim
