    The German-Italian dispute over the scope of sovereign immunities and claims of reparations for war crimes committed by German armed forces during World War II in Italy is in many ways specific and historically contingent. At the same time, it touches upon a number of fundamental challenges which the international community has to address in the interest of furthering the international rule of law. In this working paper both authors adress the question whether the current law of sovereign immunities should be changed or interpreted in a manner as to allow for exceptions from State immunities in cases of grave violations of human rights. While the first part of the paper focusses on the perspective of general international law the second part adresses the question through the lense of European law. Both authors agree that unilateral efforts to push for what many consider a progressive development of international law actually may entail adverse effects for the international rule of law and thus may even contribute to a broader crisis of the international legal order

    Thalidomide does not interact with P-glycoprotein

    Background: There is growing clinical interest in thalidomide for the treatment of various disorders due to its anti-inflammatory, immunomodulatory, and anti-angiogenic properties. In numerous clinical trials thalidomide is used as an adjunct to standard therapy. Therefore, clinicians should be aware of all possible drug-drug interactions that might occur with this drug. P-glycoprotein (P-gp), a drug efflux transporter that is expressed in many tissues, is the cause of several drug-drug interactions. P-gp induction or inhibition can lead to ineffective therapy or side-effects. In this study, we investigated thalidomide's potential to cause drug-drug interactions on the level of P-gp. Methods: LS180 cells were incubated with thalidomide for 72h in order to determine P-gp induction using real-time RT-PCR. A human leukaemia cell line over-expressing MDR1 (CCRF-CEM/MDR1) was used to measure uptake of rhodamine 123, a P-gp substrate, in the presence of thalidomide. Dose-dependent and bi-directional transport of thalidomide through Caco-2 cell monolayers was performed to assess site-directed permeability. Transport rates were determined using HPLC including chiral separation of the thalidomide enantiomers. Results: Thalidomide did not induce P-gp expression in LS180 cells. The uptake of rhodamine 123 in CCRF cells over-expressing MDR1 was not influenced by co-incubation with thalidomide. The transport through Caco-2 monolayers was linear and the permeability was similar for both directions. No differences between the thalidomide enantiomers were observed. Conclusions: Our study indicates that thalidomide is neither a substrate, nor an inhibitor or an inducer of P-gp. Therefore, P-gp-related drug-drug interactions with thalidomide are not likel

    Formation of nitrous oxide over Pt-Pd oxidation catalysts: Secondary emissions by interaction of hydrocarbons and nitric oxide

    The interaction of hydrocarbons (HC) and nitric oxide (NO) over noble metal catalysts for exhaust gas after-treatment of lean-operated combustion engines can lead to secondary emissions, namely the formation of nitrous oxide (N2_2O), which is a strong greenhouse gas calling for N2_2O reduction concepts. By means of a series of light-off tests over state-of-the-art Pt-Pd oxidation catalysts, this study identifies the most critical catalyst operation regimes that should be avoided in order to minimize N2_2O levels. Especially unsaturated HCs react with NO to form significant amounts of N2_2O between 150 °C and 350 °C; an increasing HC/NOx ratio generally promotes N2_2O formation, whereas the NO oxidation reaction is increasingly inhibited. Since low space velocities and fast catalyst heating allow for minimizing N2_2O levels, active heating of catalytic converters during cold start and phases of low exhaust gas temperatures may efficiently reduce the formation of N2_2O in real-world applications

    Tracking the origin of invasive Rosa rubiginosa populations in Argentina

    The exact geographic origin of invasive species populations is rarely known; however, such knowledge is vital to understanding species’ invasion success, spread, and evolution as well as for assessing any biological control options. We investigated the shrub Rosa rubiginosa L., focusing on the presumed European origin of invasive populations in Argentina. We analyzed eight polymorphic microsatellite loci among 102 native (European) and 29 invasive (mainly central Argentinean and Patagonian) populations. Genetic diversity in the invasive range was clearly lower than in the native range, possibly because of a low number of introductions. Contrary to earlier hypotheses, the interpretation of principal coordinate analysis results and Jaccard dissimilarities contradicts the idea of the Argentinean populations having a Spanish origin. Instead, we found a close similarity between Argentinean samples and those from Germany, the Czech Republic, and Austria. We therefore assume that these neighboring countries are the most probable source regions for the Argentinean populations, which in some cases may also have arrived via Chile. According to historic information, emigrants from these regions may have introduced R. rubiginosa to South America in the nineteenth century on at least two occasions, either for food or as rootstock material for propagating living fences.Fil: Hirsch, Heidi.     Biosphere reserves' management effectiveness-A systematic literature review and a research agenda

    PD/BD/114050/2015 UID/AMB/04085/2019 UIDB/04085/2020 grant number ZN3188Research about biosphere reserves' management effectiveness can contribute to better understanding of the existing gap between the biosphere reserve concept and its implementation. However, there is a limited understanding about where and how research about biosphere reserves' management effectiveness has been conducted, what topics are investigated, and which are the main findings. This study addresses these gaps in the field, building on a systematic literature review of scientific papers. To this end, we investigated characteristics of publications, scope, status and location of biosphere reserves, research methods and management effectiveness. The results indicate that research is conceptually and methodologically diverse, but unevenly distributed. Three groups of papers associated with different goals of biosphere reserves were identified: capacity building, biodiversity conservation and sustainable development. In general, each group is associated with different methodological approaches and different regions of the world. The results indicate the importance of scale dynamics and trade-offs between goals, which are advanced as important leverage points for the success of biosphere reserves. Building on the gaps identified in the literature, a research agenda is proposed, focusing on the need to investigate mechanisms for holistic research, outcomes and trade-offs, transformations for social-ecological fit and institutions for integrated management across scales.publishersversionpublishe

    Late Onset Postpartum Eclampsia: It is Really Never Too Late—A Case of Eclampsia 8 Weeks after Delivery

    Introduction. Eclampsia is the combination of preeclampsia and seizures. Approximately one-half of all cases of eclampsia occur postpartum. Thereby late onset postpartum eclampsia is defined by its onset more than 48 hours after delivery. Summary of Case. We report a postpartum eclampsia occurring 8 weeks after delivery, which is the latest onset ever described. The course was complicated by an intracerebral hemorrhage (ICH). Conclusion. A late onset postpartum eclampsia even several weeks after delivery should be considered as possible diagnosis, since early treatment initiation with magnesium sulphate and antihypertensive medication prevents severe complications and reduces mortality

    Changes in the composition of marine and sea-ice diatoms derived from sedimentary ancient DNA of the eastern Fram Strait over the past 30 000 years

    The Fram Strait is an area with a relatively low and irregular distribution of diatom microfossils in surface sediments, and thus microfossil records are scarce, rarely exceed the Holocene, and contain sparse information about past richness and taxonomic composition. These attributes make the Fram Strait an ideal study site to test the utility of sedimentary ancient DNA (sedaDNA) metabarcoding. Amplifying a short, partial rbcL marker from samples of sediment core MSM05/5-712-2 resulted in 95.7 % of our sequences being assigned to diatoms across 18 different families, with 38.6 % of them being resolved to species and 25.8 % to genus level. Independent replicates show a high similarity of PCR products, especially in the oldest samples. Diatom sedaDNA richness is highest in the Late Weichselian and lowest in Mid- and Late Holocene samples. Taxonomic composition is dominated by cold-water and sea-ice-associated diatoms and suggests several reorganisations – after the Last Glacial Maximum, after the Younger Dryas, and after the Early and after the Mid-Holocene. Different sequences assigned to, amongst others, Chaetoceros socialis indicate the detectability of intra-specific diversity using sedaDNA. We detect no clear pattern between our diatom sedaDNA record and the previously published IP25 record of this core, although proportions of pennate diatoms increase with higher IP25 concentrations and proportions of Nitzschia cf. frigida exceeding 2 % of the assemblage point towards past sea-ice presence

    Research on the social perception of invasive species: a systematic literature review

    We conducted a systematic literature review of the current state of research on the social perceptions of invasive species, aiming to provide guidance towards transdisciplinary research and participatory decision making. In order to detect patterns regarding publication trends and factors determining social perceptions of invasive species, we applied qualitative content as well as quantitative data analysis. By applying content analysis, we identified five main categories of influence on the perception of invasive species: ecological conditions, social conditions, values and beliefs, impacts, and benefits. The disciplinary focus of the research was predominantly interdisciplinary, followed by a social sciences approach. Our review revealed a disproportionate use of quantitative methods in research on social perceptions of invasive species, yet quantitative methods were less likely to identify benefits as factors determining the perception of invasive species. However, without the understanding of perceived benefits, researchers and managers lack the socio-cultural context these species are embedded in. Our review also revealed the geographical, methodological and taxonomic bias of research on perceptions of invasive species. The majority of studies focused on the local public, whereas fewer than half of the studies focused on decision-makers. Furthermore, our results showed differences in the social perceptions of invasive species among different stakeholder groups. Consensus over the definition and terminology of invasive species was lacking whereas differences in terminology were clearly value-laden. In order to foster sustainable management of invasive species, research on social perceptions should focus on a transdisciplinary and transparent discourse about the inherent values of invasion science

    Decreased expression of breast cancer resistance protein in the duodenum in patients with obstructive cholestasis

    Background/Aims: The expression of transporters involved in bile acid homeostasis is differentially regulated during obstructive cholestasis. Since the drug efflux transporter breast cancer resistance protein (BCRP) is known to transport bile acids, we investigated whether duodenal BCRP expression could be altered during cholestasis. Methods: Using real-time RT-PCR analysis we determined mRNA expression levels in duodenal tissue of 19 cholestatic patients. Expression levels were compared to 14 healthy subjects. BCRP protein staining was determined in biopsies of 6 cholestatic and 6 healthy subjects by immunohistochemistry. Results: We found that in patients with obstructive cholestasis mean duodenal BCRP mRNA levels were significantly reduced to 53% and mean protein staining was reduced to 57%. Conclusions: BCRP, a transporter for bile acids and numerous drugs, appears to be down-regulated in the human duodenum during cholestasis.
