    Workplace Violence: Why Every State Must Adopt a Comprehensive Workplace Violence Prevention Law

    [Excerpt] On August 24, 2012, a fired clothing designer gunned down a former co-worker outside the Empire State Building in New York City. The violent act was the culmination of built up tension between two former co-workers. Their anger towards one another had already resulted in at least one physical confrontation at work that led to both men filing police reports against each other. This case is an extreme example of workplace violence; however, workplace violence takes many forms and occurs with great regularity. Nearly 2 million employees are victims of workplace violence annually. The Occupational Safety and Health Act of 1970 (“OSH Act”) is not well-enforced and therefore fails to provide protection to employees subjected to workplace violence. This article explores what can be done to better protect workers at the state level. Part I of this article reviews the phenomenon of workplace violence. Part II discusses the lack of enforcement of the OSH Act as it relates to workplace violence. Part III of this article describes how some states choose to supplement the OSH Act with their own workplace violence laws. Finally, Part IV proposes that state legislatures should adopt a law in line with the Occupational Safety and Health Administration (“OSHA”) promulgated suggestions to provide legal protections for workers against workplace violence. Since Congress has yet to enact federal legislation that provides comprehensive workplace violence prevention, all states must enact legislation beyond the OSH Act to protect their workers

    Genuine lab experiences for students in resource constrained environments: The RealLab with integrated intelligent assessment.

    Laboratory activities are indispensable for developing engineering skills. Computer Aided Learning (CAL) tools can be used to enhance laboratory learning in various ways, the latest approach being the virtual laboratory technique that emulates traditional laboratory processes. This new approach makes it possible to give students complete and genuine laboratory experiences in situations constrained by limited resources in the provision of laboratory facilities and infrastructure and/or where there is need for laboratory education, for large classes, with only one laboratory stand. This may especially be the case in countries in transition. Most existing virtual laboratories are not available for purchase. Where they are, they may not be cost friendly for resource constrained environments. Also, most do not integrate any form of assessment structure. Copyright @ 2009 Oxford University Press.Background - Invasive aspergillosis (IA) is the most common cause of death associated with fungal infection in the developed world. Historically, susceptibility to IA has been associated with prolonged neutropenia; however, IA has now become a major problem in patients on calcineurin inhibitors and allogenic hematopoetic stem cell transplant patients following engraftment. These observations suggest complex cellular mechanisms govern immunity to IA. Methods - To characterize the key early events that govern outcome from infection with Aspergillus fumigatus we performed a comparative immunochip microarray analysis of the pulmonary transcriptional response to IA between cyclophosphamide-treated mice and immunocompetent mice at 24 h after infection. Results - We demonstrate that death due to infection is associated with a failure to generate an incremental interferon-Îł response, increased levels of interleukin-5 and interleukin-17a transcript, coordinated expression of a network of tumor necrosis factor–α-related genes, and increased levels of tumor necrosis factor–α. In contrast, clearance of infection is associated with increased expression of a number genes encoding proteins involved in innate pathogen clearance, as well as apoptosis and control of inflammation. Conclusion - This first organ-level immune response transcriptional analysis for IA has enabled us to gain new insights into the mechanisms that govern fungal immunity in the lung.The BBSRC, CGD Research Trust, and the MRC

    Global periodicity conditions for maps and recurrences via Normal Forms

    We face the problem of characterizing the periodic cases in parametric families of (real or complex) rational diffeomorphisms having a fixed point. Our approach relies on the Normal Form Theory, to obtain necessary conditions for the existence of a formal linearization of the map, and on the introduction of a suitable rational parametrization of the parameters of the family. Using these tools we can find a finite set of values p for which the map can be p-periodic, reducing the problem of finding the parameters for which the periodic cases appear to simple computations. We apply our results to several two and three dimensional classes of polynomial or rational maps. In particular we find the global periodic cases for several Lyness type recurrences.Comment: 25 page

    The Universality of the Fundamental Plane of E and S0 Galaxies. Spectroscopic data

    We present here central velocity dispersion measurements for 325 early-type galaxies in eight clusters and groups of galaxies, including new observations for 212 galaxies. The clusters and groups are the A262, A1367, Coma (A1656), A2634, Cancer and Pegasus clusters, and the NGC 383 and NGC 507 groups. The new measurements were derived from medium dispersion spectra, that cover 600 A centered on the Mg Ib triplet at lambda ~ 5175. Velocity dispersions were measured using the Tonry & Davis cross-correlation method, with a typical accuracy of 6%.     The Arecibo Galaxy Environment Survey V : The Virgo Cluster (I)

    We present 21 cm observations of a 10 ×\times 2 degree region in the Virgo cluster, obtained as part of the Arecibo Galaxy Environment Survey. 289 sources are detected over the full redshift range (-2,000 << vvhel_{hel} << + 20,000 km/s) with 95 belonging to the cluster (vvhel_{hel} << 3,000 km/s). We combine our observations with data from the optically selected Virgo Cluster Catalogue (VCC) and the Sloan Digital Sky Survey (SDSS). Most of our detections can be clearly associated with a unique optical counterpart, and 30% of the cluster detections are new objects fainter than the VCC optical completeness limit. 7 detections may have no optical counterpart and we discuss the possible origins of these objects. 7 detections appear associated with early-type galaxies. We perform HI stacking on the HI-undetected galaxies listed in the VCC in this region and show that they must have significantly less gas than those actually detected in HI. Galaxies undetected in HI in the cluster appear to be really devoid of gas, in contrast to a sample of field galaxies from ALFALFA.Comment: 23 pages, 22 figures, 4 table

    What are children's trusts? Early findings from a national survey

    &lt;i&gt;Background:&lt;/i&gt; The Children Act 2004 and National Service Framework for Children, Young People and Maternity Services require fuller integration of health, education and social services for children and young people in England and Wales. The UK government supported the establishment of 35 experimental children's trust pathfinders (henceforth called children's trusts) in England. &lt;i&gt;Methods:&lt;/i&gt; A questionnaire was completed by managers in all 35 children's trusts a year after their start. Children's trust documents were examined. Census and performance indicators were compared between children's trust areas and the rest of England. &lt;i&gt;Results&lt;/i&gt; Children's trust areas had demographic and social characteristics typical of England. All children's trusts aimed to improve health, education and social services by greater managerial and service integration. All had boards representing the three sectors; other agencies’ representation varied. Two-thirds of children's trusts had moved towards pooling budgets in at least some service areas. At this stage in their development, some had prioritized joint procurement or provision of services, with formal managerial structures, while others favoured an informal strategic planning, co-ordination and information sharing approach. The commonest priorities for services development were for disabled children (16 children's trusts), followed by early intervention (11) and mental health services (8). &lt;i&gt;Conclusions:&lt;/i&gt; The diverse strategies adopted by these 35 children's trusts during their first year is due to their own characteristics and to the way government strategy developed during this period. Whilst some prioritized organizational development, joint financing and commissioning, and information sharing, others laid more emphasis on mechanisms for bringing front-line professionals closer together. Their experiences are of value to others deciding how best to integrate children's services
