    MODALITY AND NEW ARENA: NU AND MUHAMMADIYAH IN THE LOCAL ELECTION GUNUNG KIDUL REGENCY

    The relation of NU - Muhammadiyah in the history of modern Indonesia is indeed very interesting. Throughout the course of this largest Islamic organization is often colored by coordination, competition, and even confrontation. Reflecting on the Regent's election contestation in Gunung Kidul Regency, Yogyakarta became a real "battleground" for Muhammadiyah and NU organizations to show its existence. The stretching of the relationship between NU and Muhammadiyah is strongly influenced by the existence of their political machines, namely PKB and PAN. Therefore, this study will focus to identify the capital owned by NU and Muhammadiyah and to track the strategies undertaken between NU and Muhammadiyah in utilizing this capital in the simultaneous post-conflict local election as a structure of opportunities. To answer that questions above, this research was carried out through a case study method and used the modality framework as stated by Pierre Bourdieu. The results of this study indicate that there was no increase in exchange between CSOs and candidates in the election of the Regent in the Regency. Gunung Kidul. The post-conflict local election only gives a new field to habitus that has been settled, because the exchange that occurs is a manifestation of relations that have been institutionalized before

    Hubungan Pemerintah Daerah dengan DPRD Kabupaten Kuantan Singingi dalam Penetapan APBD Tahun 2017

    Determination of the budget and regional expenditure income (APBD) of Kuantan Singingi Regency has a polemic in the formulation process. The delay in the enactment of this regional budget regulation indicates that there is a bad relationship between the regional head and the Kuantan Singingi district parliament. To answer the problems that occur, an analysis is conducted to find the bright spots of the polemic. This research was conducted to see the relationship between the DPRD and local government in the process of formulating the APBD. This research uses a qualitative approach. Data collection techniques namely by studying literature and using previous research. This study uses Stone's interaction type theory, namely decisional type, anticipated reaction type, non-decisional making type, systemic type. The results showed that the relationship between the local government and the Regional Parliament of Kuantan Singingi in the formulation of the 2017 Regional Budget was included in the type of non-decessional making interaction. This type of interaction is a form of interaction that is influenced by the presence of a strong majority group in influencing the process of formulating the APBD, especially on the submission and agreement of the KUA-PPAS by providing public issues so that a bad image is formed

    This paper departs from anxiety about the spread of the Covid 19 virus in Indonesia which is increasing significantly. The government as the main actor in policy making is required to produce policies that are able to reduce and solve covid 19 problems in Indonesia, including the impacts. But the policy will have no meaning if it does not get a response from the recipient of the policy. Therefore this paper is intended to track how the public responds to the reasoning of state policies in dealing with the Covid 19 virus in Indonesia. Through the literature study method, this paper is presented based on the results of readings in journals, books, mass media news to obtain comprehensive results. The rational choice approach to policy making is used as a knife for analysis to sharpen arguments. The results of this paper conclude that the policies taken by the government show rational reasoning. This logical logic of health emergencies can be accepted rationally by the community. However, there was a different response by some people, especially the middle to lower classes. This is caused by social vulnerability caused by limited resources so that it is "forced" to break through the reasoning of the country's rationality in the policy of handling the co-epidemic pandemic19 in Indonesia. The key to its solution is the country's ability to guarantee the economic security of every family. So that the rationality of the state and society will be the same in the face of the Covid 19 pandemi

    Evaluation of the Covid 19 Vaccine Policy for the Elderly Community in Pekanbaru City

    The number of Covid-19 cases in Indonesia is still high. One of the efforts made by the government is vaccination. As one of the cities with high enough Covid-19 cases, Pekanbaru City has also implemented a vaccination policy. One of the priority targets for vaccination in Pekanbaru City is the Elderly Community. However, the reality is that many older people still have not received the vaccination according to the target set. This study aims to determine the factors that influence the implementation of vaccination for the elderly and to see further how the relationship between the Central Government and Local Government in the implementation of vaccination policy. This study uses a qualitative method by collecting data from informants and various documents. The data obtained were then analyzed using a predetermined theory. The results of this study, the number of elderly who received the vaccine decreased in stage II. Factors that become obstacles in the implementation of vaccination for the elderly such as body conditions are not recommended and the lack of public confidence in the quality of vaccines. Public distrust will affect the success of a policy. Thus, clear information is needed regarding the safety of vaccination for the elderly

    Wisata Goa pindul menawarkan berbagai keindahan alam di sepanjang aliran sungai bawah tanah yang didalamnya terdapat stalaktit dan stalamit yang menjadi panorama menakjubkan bagi para pengunjungnya. Sering waktu, objek wisata Goa Pindul berubah menjadi kawasan wisata yang menjanjikan keuntungan. Namun, tidak semua pihak memiliki peluang yang sama untuk memperoleh pendapatan, sehingga ketidakadilan dalam “bagi-bagi kue†ini lah yang menjadi salah satu penyebab konflik berkepanjangan. Goa Pindul menyingkap banyak  perdebatan terkait siapa pihak yang paling berhak mengelola dan mengapa berhak mengelola. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Melalui teori representasi dari Hannah Pitkins, tulisan ini akan mengkaji mengenai pemetaan representasi politik berdasarkan 4 hal yaitu identifikasi agen, konstituen, kepentingan yang diwakili dan juga responsivitas. Hasilnya diperoleh bahwa fenomena yang terjadi di Goa Pindul yaitu keterlibatan Atik Damayanti justru memperlihatkan hal yang berbeda dari konsep yang ditawarkan oleh Hannah Pitkin. Agen tidak selamanya ditentukan atau ditujukan untuk membela kepentingan konstituen tetapi tindakan agen justru ditentukan atau ditujukan untuk memperjuangkan kepentingan elit itu sendiri dan keluarganya.   &nbsp

    After the implementation of Large-Scale Social Restrictions, Pekanbaru City enters the New Normal condition based on the Pekanbaru Mayor Circular regarding the new normal life order. The new life order policy or New Normal actually led to an increase in COVID 19 cases, therefore the Pekanbaru City Government issued a micro-scale social restriction policy, especially in sub-districts that were considered to have the highest rate of spread of COVID 19. This study aims to determine the urgency of micro-scale social restriction policy. The method in this research uses qualitative methods by collecting data sources from legal products, articles and news from the mass media as well as interviews with research sources. The results of this study indicate that the urgency of the presence of this Micro-Scale Social Restriction policy is seen in two ways. First, as an initial step for community habituation in facing the new life order or the new normal. The community is not ready to live in a new normal framework so that less-reaching habituation is needed, namely micro-scale social restrictions. Second, the micro-scale social restriction policy was able to reduce the number of health protocol violations. However, it turns out that the decrease in the number of health protocol violations has no correlation with the decrease in the number of positive COVID cases. For 2 reasons, the implementation of this policy was in fact ineffective in suppressing the spread of COVID 19 in Pekanbaru City so that its enforcement was stopped

    Politik Pengelolaan Sampah (Studi Tentang Implementasi Kemitraan Pengelolaan Sampah di Kota Pekanbaru)

    The partnership in waste management carried out by the Pekanbaru City Government is not without reason. The issue of waste has become a frightening specter that if it is not immediately managed properly it will increasingly reach a tipping point. However, it must be recognized that the Regional Government is faced with limitations in managing waste, thus establishing partnerships with the private sector. This research is here to see to what extent the shared authority covers limitations through the perspective of policy implementation. The problem will be dissected through David C. Korten’s policy implementation theory. Various data obtained from the case study method are then developed with theory in order to obtain a comprehensive conclusion. The results showed three important things. First, the compatibility between the program and the beneficiaries. The reality in the field shows that some of the programs that have been designed and outlined by law are already very comprehensive. Second, the compatibility between the program and the implementing organization. This point examines the compatibility between ideas and plans that have been prepared by the government and the capabilities of the implementing organization. PT. Samhana Indah as the implementer of waste management in the zone I zone is a financially well-established company, has an adequate transportation fleet, and is experienced in work management. Third, the compatibility between the user groups and the implementing organization. The private sector has done the work according to work standards and brought benefits to the surrounding community. Kemitraan dalam pengelolaan sampah yang dilakukan oleh Pemerintah Kota Pekanbaru bukan tanpa alasan. Persoalan sampah telah menjadi momok menakutkan yang jika tidak segera dikelola dengan baik maka akan semakin menuju titik kritis. Namun harus diakui bahwa Pemerintah Daerah dihadapkan pada keterbatasan dalam mengelola sampah, sehingga menjalin kemitraan dengan pihak swasta. Penelitian ini hadir untuk melihat sejauh mana wewenang yang dibagi itu menutupi keterbatasan melalui sudut pandang implementasi kebijakan. Permasalahan akan dibedah melalui teori implementasi kebijakan David C. Korten. Berbagai data yang diperoleh dari metode studi kasus kemudian dikembangkan dengan teori guna memperoleh suatu kesimpulan yang komprehensif. Hasil penelitian menunjukkan tiga hal penting. Pertama, kesesuaian antara program dan penerima manfaat. Kenyataan dilapangan menunjukkan bahwa beberapa program yang telah dirancang dan dituangkan melalui undang-undang sudah sangat komprehensif. Kedua, kesesuaian antara program dengan organisasi pelaksana. Poin ini menguji kesesuaian antara ide dan rencana yang telah disusun oleh pemerintah dengan kemampuan organisasi pelaksana. PT. Samhana Indah selaku pelaksana pengelolaan sampah di wilayah zona I merupakan perusahaan mapan secara finansial, memiliki armada pengangkutan yang memadai, serta berpengalaman dalam hal manajemen kerja.     The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and “Right to the city” coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically

    The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization

    Rethinking the Institutional Dimension of PDAM on Clean Water Supply in Dumai City

    The scarcity of clean water in Dumai City has been going on for decades. PDAM Tirta Dumai Bersemai is required to have good performance so that the distribution of clean water is evenly distributed to all people. However, PDAM faces many challenges in achieving this goal. Challenges in the form of limited funds, human resources, and influential environmental factors so that performance is said to be not optimal. PDAM almost went bankrupt in 2016, trying to get up in 2018-2020 by making various efforts. This paper is intended to explain the success of PDAM in providing clean water. Success is interpreted not as an equal supply of clean water to all people but rather as success in getting through a period of bankruptcy. This research was conducted using qualitative methods by collecting data through interviews and documentation. The field results were then analyzed, resulting in the following findings. First, PDAM can be involved in various clean water supply schemes such as SPAM NUWS, PPP, and Durolis. This involvement shows the trust of the parties in the PDAM's performance. Second, improvements in PDAM performance are inseparable from improvements in PDAM's internal management. Improvement of PDAM's institutional dimension is the key to PDAM's revival. The leadership of the first and second periods of the principal director of PDAM showed significant changes. So that in the future, PDAM leadership must be based on qualified knowledge, information, and experience in managing clean water
