Penegakan Hukum Tanah

Tanah memiliki peran penting terhadap hajat hidup manusia dan kebutuhan ekonomis terhadap tanah yang berbanding terbalik dengan ketersediaan jumlah tanah (cendrung bersifat statis) menjadi salah satu faktor pemicu lonjakan angka sengketa, konflik dan perkara pertanahan yang terjadi di Indonesia. Alih fungsi lahan dapat sebagai pemdorang terjadinya sengketa diikuti perkembangan pembangunan perkebunan yang terus meningkat sehingga menyebabkan meningkatnya kebutuhan akan lahan. Hak komunal atas tanah masyarakat hukum adat perlu diberikan perlindungan hukum. Hak Komunal tersebut diatur dalam Peraturan Menteri Agraria/Tata Ruang dan Kepala BPN Nomor 10 Tahun 2016, dan khususnya termaktup dalam Pasal 16 ayat 1 h jo Pasal 53 UUPA, Bila terjadi sengketa hak atas tanah yang diberikan kepada subjek hukum dengan hak komunal masyarakat hukum adat maka hukum harus ditegakkan dalam penyelesaiannya dapat diselesaikan melalui Pengadilan (litigasi) lembaga yang mempunyai kewenangan untuk menyelesaikan sengketa dan penyelesaian sengketa non litigasi atau penyelesaian sengketa alternative (alternative disputes resolution). Alternatif penyelesaian sengketa berupa win-win solusen yang dapat memberikan kemamfaatan bersama. Kata Kunci : tanah,  hak komunal, sengketa, masyarakat hukum adat

This paper considers how community literacy programs factor into broader economies of literacy development. The author analyzes two Appalachian community literacy projects, Shirley Brice Heath’s ethnographic project in the Carolina Piedmont and Highlander Research and Education Center’s organizing efforts with the Appalachian People’s Movement, to construct an image of sponsors of diverted literacy, people and institutions that employ three interdependent tactics to usefully redirect the means by which literacy travels through the educational marketplace

Ruptura: Acknowledging the Lost Subjects of the Service Learning Story

As members of the Service Learning collective in the Writing Program at Syracuse University, we have been actively designing and teaching a sequence of undergraduate writing courses that integrate community service in various ways -by asking students to write about the nonprofit agencies where they participate, to write for those sites by producing brochures and websites, and to write with people as tutors in adult literacy programs or in local urban high schools.

Magnetic water treatment for scale control in heating and alkaline conditions

Magnetic water treatment (MWT), an alternative solution for scale control, is discussed with emphasis on the construction of the magnetic devices and the mechanism of MWT influence on the scale formation. Two applications in high-temperature and high-pH conditions are presented. The treatment noticeably reduced the scale thickness on the heating spiral and removed preciously precipitated scale from hot tap-water outlet pipeon the walls in the zone with heated alkaline water, instead of hard scale, only thin, brittle coating was formed. The morphology analyses showed the acceleration of aragonite nucleation and raised formation of fine suspended particles

Utilization of dissipated heat of power transformers

The aim of the article is to provide the reader with the basic concept of the transformer’s heat utilization where a proposed technical solution anticipates the installation of an additional oil-water heat exchanger (ODWF) in the transformer\u27s cooling system. An increase in the transformer’s cooling capacity lowers the oil temperature and reduces the transformer’s loss of life expectancy. In order to estimate the transformer’s oil temperature profile, as well as the heat power potential at the water side of the ODWF cooler, a numerical investigation was performed on the 150 MVA 220 / 115 kV transformer unit which operates in Podlog substation in Slovenia

A mathematical analysis and critique of activity-based costing using mixed integer programming

The acquisition and elimination of products and the resources needed to create them constitutes an important part of the business decision-making process. Activity-based costing (ABC) supports this process by providing a tool for evaluating the relative profitability of various products. It accomplishes this by allocating costs to products based on the activities, and in turn the resources demanded by those activities, required to produce them. In allocating indirect costs traditionally considered "fixed," such as equipment, administrative overhead, and support staff salaries, ABC treats all costs as variable in the long-run. However, many costs can only vary in discrete steps. For example, one usually cannot purchase a fractional piece of equipment; one chooses either to buy it or not to buy it. Also, in adding support staff, one will typically find that people demand full-time positions, so increments will come in discrete amounts. This stairstep semivariable nature of many costs runs counter to ABC's treatment of all costs as variable. In addition, different products often draw upon the same resources. This creates complex interactions, making it difficult to predict the ultimate consequences of adding or eliminating a particular product. Mixed integer programming (MIP) provides another tool for making these product/resource mix decisions. Unlike ABC, however, it can handle variables that take on integer values, and hence deal appropriately with stairstep semivariable costs. It also ensures that the decision recommended by the model will optimize profitability, given that a solution exists and the underlying assumptions hold true. In doing this, MIP automatically adjusts for all of the complex interactions that exist among the various products and resources. Using a simplified two product/two resource model, one can detail the mathematics behind ABC and MIP, and then link the two approaches through a common variable. This allows one to establish the conditions under which ABC and MIP will yield the same results, and those under which they will differ. Since MW produces an optimal solution, the fact that ABC yields a different result under specific circumstances underscores the danger of relying solely on the product margins generated by an ABC model

A robust multi-server chat application for dynamic distributed networks

Thesis (M. Eng.)--Massachusetts Institute of Technology, Dept. of Electrical Engineering and Computer Science, 2004."September 3, 2004."Includes bibliographical references (leaf 69).This thesis presents the design and implementation of a robust chat application for dynamic distributed networks. The application uses a decentralized client-server communication model and a reliable communication service to make it robust. The application turned out to be a critical support tool for the MIT Lincoln Laboratory teams participating at the Joint Expeditionary Force Experiment, 2004.
