    Is ISO 14001 a Gateway to More Advanced Voluntary Action? A Case for Green Supply Chain Management

    Using Japanese facility-level data, we estimate the effects of ISO 14001 certification on the promotion of more advanced practices, namely green supply chain management (GSCM). Our results show that ISO 14001 promotes GSCM practices, in that facilities with environmental management systems (EMS) certified to ISO 14001 are 40 percent more likely to assess their suppliers’ environmental performance and 50 percent more likely to require that their suppliers undertake specific environmental practices. Further, we find that government approaches that encourage voluntary EMS adoption indirectly promote GSCM practices, in that the probability of facilities’ assessing their suppliers’ environmental performance and requiring them to undertake specific environmental practices increases by 9 percent and 10 percent, respectively, if a government assistance program exists.     Cost-Effectiveness of Electricity Energy Efficiency Programs

    We analyze the cost-effectiveness of electric utility rate payer–funded programs to promote demand-side management (DSM) and energy efficiency investments. We develop a conceptual model that relates demand growth rates to accumulated average DSM capital per customer and changes in energy prices, income, and weather. We estimate that model using nonlinear least squares for two different utility samples. Based on the results for the most complete sample, we find that DSM expenditures over the last 18 years have resulted in a central estimate of 1.1 percent electricity savings at a weighted average cost to utilities (or other program funders) of about 6 cents per kWh saved. Econometrically-based policy simulations find that incremental DSM spending by utilities that had no or relatively low levels of average DSM spending per customer in 2006 could produce 14 billion kWh in additional savings at an expected incremental cost to the utilities of about 3 cents per kWh saved.energy efficiency, demand-side management, negawatt cost

    Measures to Protect the Environment and Conserve Energy Taken by the United States and Japan: Review of Quantitative Analysis

    This paper reviews policy measures to deal with the environmental problems and energy conservation in Japan and the United States. First, we examine Japan’s policy toward air pollution. Second, we discuss the effects of energy conservation policies in the consumer sector in Japan and the United States. Third, we review the voluntary approach to ameliorating environmental problems that have recently garnered attention. By reviewing the studies evaluating these policies, we find that the policies have been mostly successful in both countries. We conclude the paper by discussing the necessity for the future research in applying these policies to local cities in Asian countries

    Output-Based Allocation of Emissions Permits for Mitigating the Leakage and Competitiveness Issues for the Japanese Economy

    The adoption of domestic emissions trading schemes (ETS) can impose a heavy burden on energy-intensive industries. In particular, energy-intensive industries competing with foreign competitors could lose their international edge. Although the abatement of carbon dioxide (CO2) emissions in industrialized countries entails the reduction of their energy-intensive production, a corresponding increase in the production of energy-intensive goods in countries without CO2 regulations may lead to carbon “leakage.” This paper examines the effects of various allocation methods for granting emissions permits in the Japanese ETS on the economy and CO2 emissions using a multiregional and multisector computable general equilibrium model. Specifically, we apply the Fischer and Fox (2007) model to the Japanese economy to address carbon leakage and competitiveness issues. We compare auction schemes, grandfathering schemes, and output-based allocation (OBA) schemes. We further extend the model by examining a combination of auctions and OBA. Though the auction scheme is found to be the best in terms of macroeconomic impacts (welfare and GDP effects), the leakage rate is high and the harm to energy-intensive sectors can be significant. OBA causes less leakage and damage to energy-intensive sectors, but the macroeconomic impact is undesirable.     Adoption of ISO9001 through supply chain in Vietnam : impacts of FDI and product-related environmental regulation

    The objective of the present study is to examine the determinants of ISO 9001 certification, focusing on the effect of Product-related Environmental Regulations on Chemicals (PRERCs) and FDI using the answers to several questions in our Vietnam survey conducted from December 2011 to January 2012. Our findings suggest that PRERCs may help with the improvement in quality control of Vietnamese firms. If Vietnamese manufacturing firms with ISO 9001 certification are more likely to adopt ISO 14001, as well as firms in developed countries, our results indicate that the European chemical regulations may assist in the reduction of various environmental impacts in Vietnam. In addition, we found that FDI promotes the adoption of ISO 9001. If FDI firms in Vietnam certify ISO 14001 after the adoption of ISO 9001, as in the case of Malaysia and the developed economies, FDI firms may also be able to improve environmental performance as a result of ISO 14001

    Wide-Area Mapping of 155 Micron Continuum Emission from the Orion Molecular Cloud Complex

    We present the results of a wide-area mapping of the far-infrared continuum emission toward the Orion complex by using a Japanese balloon-borne telescope. The 155-um continuum emission was detected over a region of 1.5 deg^2 around the KL nebula with 3' resolution similar to that of the IRAS 100-um map. Assuming a single-temperature model of the thermal equilibrium dust, maps of the temperature and the optical depth were derived from the 155 um intensity and the IRAS 100 um intensity. The derived dust temperature is 5 - 15 K lower and the derived dust optical thickness were derived from the 155-um intensity and the IRAS 100-um intensity. The derived dust temperature is 5 - 15 K lower and the derived dust optical depth is 5 - 300 times larger than those derived from the IRAS 60 and 100-um intensities due to the significant contribution of the statistically heated very small grains to the IRAS 60-um intensity. The optical-thickness distribution shows a filamentary dust ridge that has a 1.5 degrees extent in the north - south direction and well resembles the Integral-Shaped Filament (ISF) molecular gas distribution. The gas-to-dust ratio derived from the CO molecular gas distribution along the ISF is in the range 30 - 200, which may be interpreted as being an effect of CO depletion due to the photodissociation and/or the freezing on dust grains.Comment: 23 pages, 7 figures, 1 table, to appear in PASJ, Vol. 56, No.

    Low-frequency noise assessment of work function engineering cap layers in high-k gate stacks

    Engineering the effective work function of scaled-down devices is commonly achieved by the implementation of capping layers in the gate stack. Typical cap layers are Al2O3 for pMOSFETs and La-oxide or Mg for nMOSFETs. Besides introducing a dipole layer at the SiO2/high-κ interface, the in-diffusion of the metal ions may lead to either passivation or generation of traps in the SiO2/high-κ layer. This paper uses low frequency noise studies to determine the impact of capping layers on the quality of the SiO2/HfO2 gate stacks. The influence on the trap profiles of different types of cap layers, different locations of the cap layer (below or on top of the HfO2 dielectric) and the impact of different thermal budgets, typically used for the fabrication of Dynamic Random Access Memory (DRAM) logic devices, are investigated.     A comparative study of defect energy distribution and its impact on degradation kinetics in GeO2/Ge and SiON/Si pMOSFETs

    High mobility germanium (Ge) channel is considered as a strong candidate for replacing the Si in pMOSFETs in near future. It has been reported that the conventional power-law degradation kinetics of Si devices is inapplicable to Ge. In this work, further investigation is carried out on defect energy distribution, which clearly shows that this is because the defects in GeO2/Ge and SiON/Si devices have different physical properties. Three main differences are: 1) Energy alternating defects (EAD) exist in Ge devices but insignificant in Si; 2) The distribution of as-grown hole traps (AHT) has a tail in the Ge band gap but not in Si, which plays an important role in degradation kinetics and device lifetime prediction; 3) EAD generation in Ge devices requires the injected charge carriers to overcome a 2nd energy barrier, but not in Si. Taking the above differences into account, the power law kinetics of EAD generation can be successfully restored by following a new procedure, which can assist in the Ge process/device optimization
