    Do national resources have to be centrally managed? Vested interests and institutional reform in Norwegian fisheries governance

    Corporatism -with its privileged access, restricted participation and centralized structures - has a long history in Norwegian fisheries governance. Co-management – understood as a decentralized, bottom-up and more inclusive form of fisheries governance - has not been considered a relevant alternative.. Why does corporatism still prevail in a context where stakeholder status in fisheries governance globally – both in principle and practice - has been awarded environmental organizations, municipal authorities and even consumer advocacy groups? Why then have alternatives to the corporatist system of centralized consultation and state governance never been seriously considered in Norway, in spite of the growing emphasis on fish as a public resource and fisheries management as human intervention in geographically confined and complex ecosystems? We suggest that thismay have to do with the fundamental assumptions behind Norwegian fisheries governance that since fish is a national resource, it must be centrally managed. We argue that this is an assumption that may be contested

    Public health policy and walking in England - analysis of the 2008 'policy window'.

    Although the government in England has a long-standing interest in walking promotion, this has not been accompanied by a coherent strategic plan or investment to support physical activity behaviour change. However, in 2008 the government announced its intention to invest £7 million into walking promotion. This article utilises Kingdon's Multiple Streams framework as an organising principle through which to interrogate the reasons behind the increased emphasis on walking promotion as part of the public health policy agenda in England.The research adopted a case study design. Data were obtained through document analysis of relevant policies and semi-structured interviews with experts in the walking sector, including both government and non-government representatives.Kingdon's Multiple Streams theory proposes that at certain points in time, 'policy windows' are created through the convergence of a problem, an appropriate solution, and a receptive political environment, and this policy window presents an opportunity for major policy change. The findings of this research suggest that the success of London in securing the 2012 Olympic and Paralympic Games was the primary trigger in the creation of a policy window for walking promotion in recent years.Despite previous interest in walking promotion from the health and transport sectors, it was the recent alignment with the sports agenda that led to increased political commitment. This raises concerns that the research evidence on the health benefits of physical activity and rising levels of inactivity in England, are insufficient to secure government support and investment, and that multi-sector lobbying and joined-up political action may be critical in advancing this agenda

    Interest groups on social media: Four forms of networked advocacy

    The affordances of social media both constrain and enable new forms of political advocacy. The present study identifies four forms of networked advocacy and analyses these with emphasis on constituencies, platforms, activities, and aims. Based on over 40 semistructured elite interviews with interest group leaders and heads of communication, it first finds that interviewees distinguish between social media platforms, tailoring content and genre, to target intended audiences. Second, it finds that social media affordances make awareness‐raising and community‐building more efficient and purposeful for all groups. At the same time, only large organizations with bigger budgets, credibility, technical knowhow, and political relations, systematically engage in networked mobilization and lobbying. Third, interviewees representing these resourceful organizations underline that Twitter represents a new efficient form of middle‐stage lobbying. The study contributes empirical insights into the aims and strategies behind networked advocacy among different groups within one policy field in a local, non‐American context. Theoretically, it combines insights from networked media logics, social affordances, and interest group advocacy to conceptualize how networked media can afford a new form of lobbying conducted as real‐time, semi‐private direct communication with decision makers
