    Spatial Planning as a Public Management Tool in Poland: Premises and Reality

    The aim of this paper is to assess the functioning of spatial planning in Poland in the context of public management objectives. Drawing on the concepts of New Public Management, we use the category of stakeholders and public value generated for stakeholders. Two groups of stakeholders in spatial planning are distinguished, namely public (national and local government) entities, and private entities (including individuals and businesses). We describe the mechanisms of stakeholders’ influence on spatial planning and the effects of this influence on the development of space. We found that the actual spatial planning mechanisms in Poland are aberrational from the perspective of public management. The ubiquity of these aberrations (in diverse municipalities) allows us to rule out the most obvious types of causes, particularly the incompetence or corruption of local authorities or administrative apparatus. Therefore, it is postulated that the causes of the aberrations are structural and inherent to the legal system that impacts spatial planning both directly and indirectly. We propose solutions to improve the situation through the appropriate management of relations with stakeholders in processes implemented by a public entity. The article presents a model of such management. A change in the legal context – above all an amendment of the law regulating spatial planning procedures – provides an opportunity to balance the impact of various stakeholders on spatial planning arrangements

    An investigative study into the sensitivity of different partial discharge φ-q-n pattern resolution sizes on statistical neural network pattern classification

    This paper investigates the sensitivity of statistical fingerprints to different phase resolution (PR) and amplitude bins (AB) sizes of partial discharge (PD) φ-q-n (phase-amplitude-number) patterns. In particular, this paper compares the capability of the ensemble neural network (ENN) and the single neural network (SNN) in recognizing and distinguishing different resolution sizes of φ-q-n discharge patterns. The training fingerprints for both the SNN and ENN comprise statistical fingerprints from different φ-q-n measurements. The result shows that there exists statistical distinction for different PR and AB sizes on some of the statistical fingerprints. Additionally, the ENN and SNN outputs change depending on training and testing with different PR and AB sizes. Furthermore, the ENN appears to be more sensitive in recognizing and discriminating the resolution changes when compared with the SNN. Finally, the results are assessed for practical implementation in the power industry and benefits to practitioners in the field are highlighted

    Protection systems in medium voltage grids consist for the largest part of protective relays of the electromechanical kind. The first series of this kind of protective relays were introduced in the late 40s. Later kinds (static and numerical) were introduced in the early 70s. For years, these electromechanical protective relays have been serviced to an “as new” condition with a time based maintenance policy (preventive maintenance). This is no longer the case. The influence of no longer servicing to an "as new" condition and the ageing of these relays on the reliability of these relays has not been investigated. For the investigation of failure behavior of electromechanical protective relays, a new evaluation method has been developed. This method is a qualitative method based on Failure Mode Effect and Criticality Analysis
