    INSTITUTE SUPERVISION AS AN EFFECTIVE TOOL OF INSTITUTIONALIZATION IN THE SOCIAL SERVICES OF KAZAKHSTAN

    The paper presents issues on institutionalization of the social services sphere in Kazakhstan in the framework of social modernization. In particular, it is the issue of increasing professionalism of social workers and supervisory support of specialists who works in special social services. Sociological surveys were conducted using a questionnaire surveys, interviews of experts, social workers. The institutional approach to increasing professionalism and competence of social workers, as well as an effectiveness of social work, was investigated on the basis of public opinion analyses. Based on the results of the empirical and sociological-statistical studies, the most critical factors of social service work have been identified and substantiated. Kazakhstan model of professional support to the provision of special social services is seen in the design of a new institutional model as Cross-Functional Institute of Supervision.     New lichen records from the Novgorod Region, Russia

    Twenty lichen species are reported as new to the Novgorod Region (Russia) from Valdaysky National Park and Rdeysky Nature Reserve. Pyrenula chlorospila is recorded for the first time for European Russia outside Caucasus. Acrocordia cavata, Pertusaria coccodes, Rostania occultata and Scytinium subtile are recommended to be included in the Red Data Book of the Novgorod Region.

    Novel surfactants have been synthesized by catalytic chloropropoxylation reaction of carboxylic acid fractions of sunflower, olive, cottonseed, soya-bean, castor and corn oils with 2-(chloromethyl)oxirane. Colloidal-chemical parameters as well as petroleum-collecting and petroleum-dispersing capacities of the synthesized chloropropoxylate esters having heterochain of various lengths have been determined.     The Effect of L-Arginine on the Clinical and Immunological Parameters in Patients with Asthma

    The purpose of this study was to study the effects of L-arginine on the clinical course and some immunological parameters in patients with asthma. Material and Methods: In this study, we examined 56 patients with moderate and severe persistent asthma. The duration of the disease ranged between 15+2. 3 years. The patients were divided into two groups. The patients of the study group (n=25) were subjected to the standard treatment and nitric oxide (NO) donor L-arginine. The patients of the comparison group (n=31) received the standard treatment only. All patients underwent a complete physical examination including a determination of serum cytokine levels (IL-4, IL-8, and TNF-α) both prior and post treatment. Results: In both groups, the baseline serum levels of IL-4, IL-8 and TNF-Fα were greater than the normative values. Direct correlations were observed between the level of the interleukins and clinical symptoms. Daily intravenous infusion of L-arginine at 4.2 g for 30 min over 10 days significantly reduced the serum levels of IL-4, IL-8 and TNF-α. No significant changes were noted in the levels of these parameters in the control group. Conclusion: The addition of L-arginine to the basic treatment in asthmatic patients contributed to the earlier improvement of clinical symptoms and a significant reduction of the IL-4, IL-8 and TNF-α serum levels

    The Reports of the Russian Empire Officials on the Semirechye Region: A Historiographic Analysis

    The paper describes the process of scientific substantiation of the Russian Empire's preliminary preparation for the colonisation of the Kazakh steppes in the second half of the 19th century. The purpose of the paper is to analyse the political, as well as the economic situation (development of animal husbandry and agriculture) in the Semirechye region based on sources compiled with the help of the works of military officials of 19th century tsarist Russia. The paper also provides an assessment and comparative analysis of the subjective characteristics of historical sources on the region development. Considering the study of the region until the end of the 19th century, the authors have found that Semirechye was of interest for the Russian Empire in terms of the presence of important natural resources. Based on the methods of scientific research, we also identified the relationship between the ethnographic, political and economic development of the region. In general, the paper shows the importance of the reports of military officials as valuable primary sources of information

    System management and labour relations transformation in relation with talented, healthy and sportsman staff

    The relevance of this article is to study new principles of work and interaction with staff. Currently, there is a transformation of labour relations. All these forces employers to actively search for talented employees inside and outside their companies, and then ensure their development and worthy use in solving priority business tasks. There is a need for system personnel management. The aim of the research is to explore ways to manage successful effective employees in information technology companies as an approach to human resources management. Research methods: as a research method, the questionnaire method was used to analyse the organization of the employee management system in Russian companies related to information technology. Research results: the article examines the experience of applying the concept of personnel management in IT companies. The novelty and originality of the research lies in the fact that for the first time the system of personnel management in the field of information technology was studied. It is shown that being an actively developing field related to information technologies - it is constantly in need of personnel. It is determined that not all employees of information technology companies are highly qualified, which may be due to the high demand for labour resources. It is revealed that the activities carried out in almost all companies include staff motivation and the formation of a remuneration system (compensation and incentives); recruitment; evaluation of company personnel; training management. It is determined that the need for changes may be due to such factors as changing the company's work profile, the arrival of a new boss, setting new tasks for the HR Department. It is revealed that representatives of companies see the need to make changes in the company's motivation in the remuneration system, training and development of personnel, career management and performance management, creating an effective team and evaluating personnel. It is shown that the system of motivation of ordinary employees and successful employees does not differ critically in most companies. They are motivated by additional payments (bonuses) and gratitude for the work done. It is determined that the motivating factors are corporate sports, individual types of incentives, additional payments for work experience. It is shown that the main motives for work from the point of view of employees are decent and guaranteed financial remuneration, the presence of certain job responsibilities and clear company policy, as well as the presence of diversity in work and interest in it.     Petroleum-Collecting And Dispersing Chemicals For Cleaning Sea Surface From Thin Petroleum Slicks

    Monoethylolamide, diethylolamide and triethanolamine ester synthesized by us based on fish oil and their phosphate derivatives being surface-active and ecologically safe possess a high capacity of petroleum collecting and dispersing. When introducing phosphate group, a tendency to replacement of petroleum slick dispersing by its collection (accumulation into a spot) is observed. Efficiency of the chemicals change depends on the type and concentration of ions in the water. Such salts as NaCl, KI, KBr, and MgSO4 positively influence petroleum-collecting activity whereas K2CO3 and NaHCO3 cause petroleum dispersing
