    Standardization for Defence Procurement - European Handbook : CEN Workshop 10

    The European Commission (EC), DG Enterprise, endeavours the competitiveness of the European Defence Industry. The plethora of (national) standards, more than 10.000, are recognised by the EC as a major constraint and cost driver. Electromagnetic Compatibility (EMC) or Electromagnetic Environmental Effects (EEE) are considered by the EC as a major topic, with 7 other topics such as environmental engineering, energetic materials, batteries, electrical interfaces. An EMC expert group with representatives from industry, including Aerotech Telub, Intellect, EADS, Ericsson Microwave, Fincantieri, MBDA, Thales, and national MoDs rationalized in 2004 a list of 329 EEE standards, implicitly abandoning national, including American, standards, and develop guidelines for the procurement process. A limited number of widely accepted and cost effective standards, suitable for use by MoD’s (acquisition) and industry (product development), has been defined after making comparisons. Comparisons were carried out on some standards against STANAG 4370 AECTP 500. The Expert Group agreed; That no one standard is better or worse than another in achieving an end goal. Differences are not sufficient to prevent the use of AECTP 500. There are sufficient similarities to AECTP 500 to adopt this as the fundamental replacement standard. There was sufficient agreement on NATO-, IEC- and EN-produced standards to make worthwhile agreement to use a number of standards as replacement for some (or some parts) of existing National Standards. This document gives recommendations on the use of the standards, the scope and \ud limitations. It also emphasizes the constraints with respect to the standardisation process of National MoD’s, NATO, Industry and EN/IEC

    Reducing the environmental impact of surgery on a global scale: systematic review and co-prioritization with healthcare workers in 132 countries

    Abstract Background Healthcare cannot achieve net-zero carbon without addressing operating theatres. The aim of this study was to prioritize feasible interventions to reduce the environmental impact of operating theatres. Methods This study adopted a four-phase Delphi consensus co-prioritization methodology. In phase 1, a systematic review of published interventions and global consultation of perioperative healthcare professionals were used to longlist interventions. In phase 2, iterative thematic analysis consolidated comparable interventions into a shortlist. In phase 3, the shortlist was co-prioritized based on patient and clinician views on acceptability, feasibility, and safety. In phase 4, ranked lists of interventions were presented by their relevance to high-income countries and low–middle-income countries. Results In phase 1, 43 interventions were identified, which had low uptake in practice according to 3042 professionals globally. In phase 2, a shortlist of 15 intervention domains was generated. In phase 3, interventions were deemed acceptable for more than 90 per cent of patients except for reducing general anaesthesia (84 per cent) and re-sterilization of ‘single-use’ consumables (86 per cent). In phase 4, the top three shortlisted interventions for high-income countries were: introducing recycling; reducing use of anaesthetic gases; and appropriate clinical waste processing. In phase 4, the top three shortlisted interventions for low–middle-income countries were: introducing reusable surgical devices; reducing use of consumables; and reducing the use of general anaesthesia. Conclusion This is a step toward environmentally sustainable operating environments with actionable interventions applicable to both high– and low–middle–income countries

    Au coeur de la pop, au coeur des chansons de toutes sortes, il y a la voix. Si souvent, elle nous touche, elle nous marque : nous ne l'oublions plus, nous pouvons parfois la reconnaître en une inflexion, en une fraction de seconde, avant même la fin de la première note. D'autres fois, elle nous est encore inconnue, nous la découvrons, et pourtant nous sommes en mesure de l'apprécier. Alors même que depuis des décennies on sait la capter, l'enregistrer, la restituer, la transformer, la voix pop n'a suscité que récemment l'intérêt de la recherche. C'est le défi que relève ce numéro double, qui explore au travers d'études de cas variées (black metal, rap, chanson française, rock...) de nouvelles méthodes analytiques pour caractériser la voix pop dans ses singularités. At the heart of all sorts of pop tunes, there is voice. We are often touched and marked by it: we never forget it, we can sometimes recognize it in little more than an inflection, in a split second, before the first note has vanished. In other moments, it remains unknown to us, we discover it, and yet we are able to appreciate it. Although for decades we have known how to pick it up, how to record, reproduce and transform it, the pop voice has only recently been analyzed by scientific studies. This issue explore its singularities, through a variety of case studies (black metal, rap, French chanson, rock music…) and with new analytical methods

    The SeqAn C++ template library for efficient sequence analysis: A resource for programmers

    Background The use of novel algorithmic techniques is pivotal to many important problems in life science. For example the sequencing of the human genome (Venter et al., 2001) would not have been possible without advanced assembly algorithms and the development of practical BWT based read mappers have been instrumental for NGS analysis. However, owing to the high speed of technological progress and the urgent need for bioinformatics tools, there was a widening gap between state-of-the-art algorithmic techniques and the actual algorithmic components of tools that are in widespread use. We previously addressed this by introducing the SeqAn library of efficient data types and algorithms in 2008 (Döring et al., 2008). Results The SeqAn library has matured considerably since its first publication 9 years ago. In this article we review its status as an established resource for programmers in the field of sequence analysis and its contributions to many analysis tools. Conclusions We anticipate that SeqAn will continue to be a valuable resource, especially since it started to actively support various hardware acceleration techniques in a systematic manner
