    Blaming Bill Gates AGAIN! Misuse, overuse and misunderstanding of performance data in sport

    Recently in Sport, Education and Society, Williams and Manley (2014) argued against the heavy reliance on technology in professional Rugby Union and elite sport in general. In summary, technology is presented as an elitist, ‘gold standard’ villain that management and coaches use to exert control and by which players lose autonomy, identity, motivation, social interactions and expertise. In this article we suggest that the sociological interpretations and implications offered by Williams and Manley may be somewhat limited when viewed in isolation. In doing so, we identify some core methodological issues in Williams and Manley’s study and critically consider important arguments for utilising technology; notably, to inform coach decision making and generate player empowerment. Secondly, we present a different, yet perhaps equally concerning, practice-oriented interpretation of the same results but from alternative coaching and expertise literature. Accordingly, we suggest that Williams and Manley have perhaps raised their alarm prematurely, inappropriately and on somewhat shaky foundations. We also hope to stimulate others to consider contrary positions, or at least to think about this topic in greater detail. More specifically, we encourage coaches and academics to think carefully about what technology is employed, how and why, and then the means by which these decisions are discussed with and, preferably, sold to players. Certainly, technology can significantly enhance coach decision making and practice, while also helping players to optimise their focus, empowerment and independence in knowing how to achieve their personal and collective goals

    Sports Mega-Events, Soft Power and Soft Disempowerment: international supporters’ perspectives on Qatar’s acquisition of the 2022 FIFA World Cup finals

    Through conducting document analysis, field work, and semi-structured interviews at five major tournaments in Asia, North America, Europe and South America, the paper examines the perspectives of international football supporters on the Fédération Internationale de Football Association’s (FIFA) decision to award the 2022 World Cup finals to the State of Qatar. The paper is separated into five sections. First we ground Qatar’s sporting strategy within the concept of ‘soft power’, as well as pinpoint the negative consequences that have manifest since the state’s acquisition of the 2022 finals. Second, we disclose and defend our chosen data collection strategy. Third, we uncover and discuss our results with reference to three key themes: the state’s suitability as a football destination; the dubious awarding of the 2022 World Cup; and, Qatar’s cultural backdrop and domestic policies. Fourth, we align our findings to Qatar’s foreign policy intentions and ‘soft disempowerment’ consequences, locating in the process the opportunities and challenges that accompany the state’s hosting of the 2022 finals. We conclude by reflecting upon the contribution we have made here, as well as acknowledging the importance of Qatar for current and future sports mega-event research

    'Image' leveraging and sports mega-events: Germany and the 2006 FIFA World Cup

    The broader setting for this research is the increase in willingness of governments of all political hues to stage sports mega-events. The paper starts from the observation that many states have and do instrumentalise sport to promote their country's image or 'brand' and attempt to gain prestige. This paper argues that Germany employed a deliberate leveraging strategy to improve their nation's (poor) image abroad. How did Germany do this? This study focuses on three aspects that were central to Germany's leveraging tactics: a series of long-term, carefully co-ordinated campaigns; the focus on a 'fan-centred' approach to the organisation of the event and the creation of a 'feelgood factor' around the tournament. More broadly, the article seeks to contribute to the nascent literature on leveraging sports mega-events by employing Chalip's 2004 model of leveraging legacies as an organising principle and focusing on strategies to improve a nation's image used by Germany. © 2012 Copyright Taylor and Francis Group, LLC

    ‘Brand Israel’: hasbara and Israeli sport

    Until relatively recently, the state of Israel was preoccupied with its military security and paid little attention to cultural politics. However, the emergence of other ‘battlegrounds’ has seen a shift to ‘soft power’ in an attempt to generate a more benevolent global image. This paper spotlights an international sporting event which ordinarily attracts very limited interest from the mainstream media. However, when held in Israel, it created much greater interest. The paper identifies the UEFA’s Men’s U-21 tournament, held in Israel in 2013, to assess how different groups responded to the event: celebratory by the host nation and its supporters, the Israeli Football Association and UEFA; critical amongst Palestinians and their supporters in the international community. The paper identifies how the Israeli state is using ‘hasbara’ in an attempt to arrest its deteriorating international image and shows how the concept is empirically operationalized (‘hasbara in action’)

    Public health policy and walking in England - analysis of the 2008 'policy window'.

    Although the government in England has a long-standing interest in walking promotion, this has not been accompanied by a coherent strategic plan or investment to support physical activity behaviour change. However, in 2008 the government announced its intention to invest £7 million into walking promotion. This article utilises Kingdon's Multiple Streams framework as an organising principle through which to interrogate the reasons behind the increased emphasis on walking promotion as part of the public health policy agenda in England.The research adopted a case study design. Data were obtained through document analysis of relevant policies and semi-structured interviews with experts in the walking sector, including both government and non-government representatives.Kingdon's Multiple Streams theory proposes that at certain points in time, 'policy windows' are created through the convergence of a problem, an appropriate solution, and a receptive political environment, and this policy window presents an opportunity for major policy change. The findings of this research suggest that the success of London in securing the 2012 Olympic and Paralympic Games was the primary trigger in the creation of a policy window for walking promotion in recent years.Despite previous interest in walking promotion from the health and transport sectors, it was the recent alignment with the sports agenda that led to increased political commitment. This raises concerns that the research evidence on the health benefits of physical activity and rising levels of inactivity in England, are insufficient to secure government support and investment, and that multi-sector lobbying and joined-up political action may be critical in advancing this agenda

    Soft power and soft disempowerment: Qatar, global sport and football’s 2022 World Cup finals

    This paper examines the critical role of global sport within Qatar’s international strategy, most notably through the successful bid to stage the 2022 football World Cup. Our discussion draws particularly on interviews with key stakeholders in the Qatari sport system, as well as fieldwork in Qatar and the analysis of relevant documents and secondary materials. The paper is separated into five main parts. First, we set out our theoretical framework, which draws on the concepts of globalization and soft power; to assist in the analysis of Qatar’s engagement with global sport, we introduce the two further concepts of ‘glocal consciousness’ and ‘soft disempowerment’. Second, we provide the reader with background information on Qatar and Qatari sport. Third, we discuss three key themes that emerged mainly from our interviews on Qatar and global sport: exhibiting Qatar’s supremacies as a microstate; the pursuit of peace, security and integrity; and confronting national health crises. Fourth, we explore issues of soft disempowerment and reputational risk with regard to these three themes and, in particular, critical international comment surrounding Qatar’s hosting of the 2022 World Cup. Fifth, we conclude by arguing that Qatar’s soft disempowerment, although damaging in the short term, leaves the door open for the state to respond in a positive manner, regenerating its soft power capabilities in the process
