    The EU’s new-generation trade agreements : the CETA treaty

    Artículo de revistaAgainst an international background of low tariff barriers, the EU’s trade policy has shifted towards attaining bilateral trade agreements that promote the reduction both of non-tariff barriers and of those regulatory barriers that restrict the movement of goods, services, individuals and investment flows, in addition to including provisions relating to the environment, labour markets and intellectual property rights. An example of these “new-generation” agreements is the Comprehensive Economic and Trade Agreement (CETA) recently negotiated by the EU and Canada, which is in the process of being ratified by the national parliaments. The article describes the general characteristics of new-generation trade agreements, the difficulties posed by their regulatory and wide-ranging nature, and how the CETA has attempted to respond to some of the issues that have proven most controversial for public opinion. The significance of this agreement pertains not only to the economic impact it will have on the European and Canadian economies, but also to how it could act as a model for other agreements with developed countries, including that which the EU and the United Kingdom have to negotiat

    Anomalous high-pressure Jahn-Teller behavior in CuWO4

    High-pressure optical-absorption measurements performed in CuWO4 up to 20 GPa provide experimental evidence of the persistence of the Jahn-Teller (JT) distortion in the whole pressure range both in the low-pressure triclinic and in the high-pressure monoclinic phase. The electron-lattice couplings associated with the eg(E⊗e) and t2g(T⊗e) orbitals of Cu2+ in CuWO4 are obtained from correlations between the JT distortion of the CuO6 octahedron and the associated structure of Cu2+ d-electronic levels. This distortion and its associated JT energy (EJT) decrease upon compression in both phases. However, both the distortion and associated EJT increase sharply at the phase-transition pressure (PPT=9.9  GPa), and we estimate that the JT distortion persists for a wide pressure range not being suppressed up to 37 GPa. These results shed light on the transition mechanism of multiferroic CuWO4, suggesting that the pressure-induced structural phase transition is a way to minimize the distortive effects associated with the toughness of the JT distortion.C.-Y.     Tunable mechanical resonator with aluminum nitride piezoelectric

    The electromechanical response of piezoelectrically-actuated AlN micromachined bridge resonators has been characterized using laser interferometry and electrical admittance measurements. We compare the response of microbridges with different dimensions and buckling (induced by the initial residual stress of the layers). The resonance frequencies are in good agreement with numerical simulations of the electromechanical behavior of the structures. We show that it is possible to perform a rough tuning of the resonance frequencies by allowing a determined amount of builtin stress in the microbridge during its fabrication. Once the resonator is made, a DC bias added to the AC excitation signal allows to fine-tune the frequency. Our microbridges yield a tuning factor of around 88 Hz/V for a 500 ?m-long microbridge

    Field Spectroscopy: A Non-Destructive Technique for Estimating Water Status in Vineyards

    Water status controls plant physiology and is key to managing vineyard grape quality and yield. Water status is usually estimated by leaf water potential (LWP), which is measured using a pressure chamber; however, this method is di cult, time-consuming, and error-prone. While traditional spectral methods based on leaf reflectance are faster and non-destructive, most are based on vegetation indices derived from satellite imagery (and so only take into account discrete bandwidths) and do not take full advantage of modern hyperspectral sensors that capture spectral reflectance for thousands of wavelengths. We used partial least squares regression (PLSR) to predict LWP from reflectance values (wavelength 350–2500 nm) captured with a field spectroradiometer. We first identified wavelength ranges that minimized regression error. We then tested several common data pre-processing methods to analyze the impact on PLSR prediction precision, finding that derivative pre-processing increased the determination coe cients of our models and reduced root mean squared error (RMSE). The models fitted with raw data obtained their best results at around 1450 nm, while the models with derivative pre-processed achieved their best estimates at 826 nm and 1520 nm.Education Department of the Junta de Castilla y León-Spai

    Combined flow cytometry and high-throughput image analysis for the study of essential genes in Caenorhabditis elegans

    Background: Advances in automated image-based microscopy platforms coupled with high-throughput liquid workflows have facilitated the design of large-scale screens utilising multicellular model organisms such as Caenorhabditis elegans to identify genetic interactions, therapeutic drugs or disease modifiers. However, the analysis of essential genes has lagged behind because lethal or sterile mutations pose a bottleneck for high-throughput approaches, and a systematic way to analyse genetic interactions of essential genes in multicellular organisms has been lacking. Results: In C. elegans, non-conditional lethal mutations can be maintained in heterozygosity using chromosome balancers, commonly expressing green fluorescent protein (GFP) in the pharynx. However, gene expression or function is typically monitored by the use of fluorescent reporters marked with the same fluorophore, presenting a challenge to sort worm populations of interest, particularly at early larval stages. Here, we develop a sorting strategy capable of selecting homozygous mutants carrying a GFP stress reporter from GFP-balanced animals at the second larval stage. Because sorting is not completely error-free, we develop an automated high-throughput image analysis protocol that identifies and discards animals carrying the chromosome balancer. We demonstrate the experimental usefulness of combining sorting of homozygous lethal mutants and automated image analysis in a functional genomic RNA interference (RNAi) screen for genes that genetically interact with mitochondrial prohibitin (PHB). Lack of PHB results in embryonic lethality, while homozygous PHB deletion mutants develop into sterile adults due to maternal contribution and strongly induce the mitochondrial unfolded protein response (UPR mt ). In a chromosome-wide RNAi screen for C. elegans genes having human orthologues, we uncover both known and new PHB genetic interactors affecting the UPR mt and growth. Conclusions: The method presented here allows the study of balanced lethal mutations in a high-throughput manner. It can be easily adapted depending on the user's requirements and should serve as a useful resource for the C. elegans community for probing new biological aspects of essential nematode genes as well as the generation of more comprehensive genetic networks.European Research Council ERC-2011-StG-281691Ministerio de Economía y Competitividad BFU2012–3550

    Economic assessment of CO2 emissions savings in Spain associated with the use of biofuels for the transport sector in 2010

    This article provides an economic assessment of greenhouse gas emissions savings associated with the use of biofuels for the transportation sector in Spain. The reference year used is 2010 in accordance with the target for the implementation of biofuels and other renewable fuels set down in European legislation (Directive 2003/30). The assessment is based on the premise that an increased use of biofuel will displace a similar amount of fossil fuel on a BTU basis, with the amount of biofuel used in 2010 taken as a reference point to conduct the estimates. The results show that the most cost-efficient biofuel is the biodiesel obtained from waste oil. Regarding the differences between first- and second-generation biofuels, the results show that the latter had very high associated costs. Reaching the biofuel target for 2010 by primarily using first-generation used-oil biodiesel blends would have led to a saving of 58 MV. In contrast, reaching this target by exclusively using second-generation biofuels would have led to a 1000 MV increase in total costs

    Artículo de revistaEn un contexto internacional de barreras arancelarias reducidas, la política comercial de la UE ha virado hacia la consecución de acuerdos comerciales bilaterales que promulgan la reducción tanto de las barreras no arancelarias como de aquellas barreras regulatorias que limitan el movimiento de bienes, servicios, personas y flujos de inversión, además de incorporar disposiciones relativas al medio ambiente, los mercados laborales o los derechos de la propiedad intelectual. Un ejemplo de estos acuerdos de «nueva generación» es el Acuerdo Económico y Comercial Global -más conocido como CETA- firmado recientemente entre la UE y Canadá, que en la actualidad se encuentra en proceso de ratificación por los Parlamentos. El artículo describe las características generales de los acuerdos comerciales de nueva generación, las dificultades que plantea su naturaleza regulatoria y su carácter amplio, y cómo el CETA ha tratado de dar respuesta a algunas de las cuestiones que suscitan mayor controversia en la opinión pública. La relevancia de este acuerdo reside no tanto en el impacto económico que tendrá sobre las economías europeas y canadiense, sino en que podría servir de modelo para otros acuerdos con países desarrollados, incluido el que deben negociar la UE y el Reino Unid

    NOD1 deficiency promotes an imbalance of thyroid hormones and microbiota homeostasis in mice fed high fat diet

    The contribution of the nucleotide-binding oligomerization domain protein NOD1 to obesity has been investigated in mice fed a high fat diet (HFD). Absence of NOD1 accelerates obesity as early as 2 weeks after feeding a HFD. The obesity was due to increases in abdominal and inguinal adipose tissues. Analysis of the resting energy expenditure showed an impaired function in NOD1-deficient animals, compatible with an alteration in thyroid hormone homeostasis. Interestingly, free thyroidal T4 increased in NOD1-deficient mice fed a HFD and the expression levels of UCP1 in brown adipose tissue were significantly lower in NOD1-deficient mice than in the wild type animals eating a HFD, thus contributing to the observed adiposity in NOD1-deficient mice. Feeding a HFD resulted in an alteration of the proinflammatory profile of these animals, with an increase in the infiltration of inflammatory cells in the liver and in the white adipose tissue, and an elevation of the circulating levels of TNF-α. In addition, alterations in the gut microbiota in NOD1-deficient mice correlate with increased vulnerability of their ecosystem to the HFD challenge and affect the immune-metabolic phenotype of obese mice. Together, the data are compatible with a protective function of NOD1 against low-grade inflammation and obesity under nutritional conditions enriched in saturated lipids.
