    Keynote Address to the Atlas Conference: “International Business Disputes In An Era Of Receding Globalism”

    This is a transcript of the luncheon keynote address by Lord Peter Goldsmith at the Sixth Annual Conference of the Atlanta International Arbitration Society (AtlAS) on October 23, 2017. Lord Peter Goldsmith QC, PC, is London Co-Managing Partner and Chair of European and Asian Litigation at Debevoise & Plimpton LLP. He joined the firm after serving as the UK’s Attorney General from 2001-2007, prior to which he was in private practice as one of the leading barristers in London. Lord Goldsmith has a long practice in arbitration and in the interface between arbitration and litigation. He appears as counsel for leading cases in a number of jurisdictions and different arbitral institutions, including LCIA, ICC and SIAC and in ad hoc arbitrations. He is closely connected with the LCIA, ICC (for whom he co-chaired the task force on Arbitration for States and State entities), the HKIAC (of which he is Vice chairman), and SIAC. He also has been appointed or confirmed as arbitrator by LCIA, SIAC and the ICC, and is included in the international arbitration database of the Arbitration Center at the Institute of Modern Arbitration, Moscow. Lord Goldsmith also co-chaired a Task Force on ICC arbitration involving States and State entities, which recommended changes to the ICC rules of arbitration to take account of special issues faced by States in ICC arbitrations. Lord Goldsmith has appeared in numerous cases in the House of Lords, the Privy Council and the Court of Appeal, as well as international and European courts and in the courts of a number of other jurisdictions. Consistently acknowledged for his prominence, The American Lawyer states that “[he has] the advocacy skills of one of the finest barristers of his generation.” He is recommended as a leading lawyer in Chambers UK and Chambers Global for International Arbitration, Public International Law and Corporate Crime and Investigations. The guides have described him as “exceptionally accomplished,” “breathtakingly persuasive” and “one of the great doyens of the English bar.” Lord Goldsmith has a strong history and life-long support for pro bono assistance to bring legal expertise to the disadvantaged. As a young lawyer, he started a legal advice center in the East End of London and, later in his career, founded the Bar of England and Wales’ Pro Bono Unit, a nationwide charity providing the free legal services of thousands of barristers (of which he remains President), the Attorney General’s pro bono coordinating committees (which coordinates pro bono activity in England and Wales), and became first chair of the Access to Justice Foundation, a cross-profession initiative which raises money to support pro bono organisations across the country and is by statute the sole recipient of pro bono costs award (a role in which he continues). Lord Goldsmith was a graduate in law from Cambridge University with double first class honours and a Master’s from University College London. He was admitted to the Bar of England and Wales in 1972, Paris in 1997, Belize in 2010, St. Kitts and Nevis in 2010, New South Wales in 2010 and the British Virgin Islands in 2011. He is also a Registered Foreign Lawyer at the Singapore International Commercial Court

    Submillimeter Studies of Prestellar Cores and Protostars: Probing the Initial Conditions for Protostellar Collapse

    Improving our understanding of the initial conditions and earliest stages of protostellar collapse is crucial to gain insight into the origin of stellar masses, multiple systems, and protoplanetary disks. Observationally, there are two complementary approaches to this problem: (1) studying the structure and kinematics of prestellar cores observed prior to protostar formation, and (2) studying the structure of young (e.g. Class 0) accreting protostars observed soon after point mass formation. We discuss recent advances made in this area thanks to (sub)millimeter mapping observations with large single-dish telescopes and interferometers. In particular, we argue that the beginning of protostellar collapse is much more violent in cluster-forming clouds than in regions of distributed star formation. Major breakthroughs are expected in this field from future large submillimeter instruments such as Herschel and ALMA.Comment: 12 pages, 9 figures, to appear in the proceedings of the conference "Chemistry as a Diagnostic of Star Formation" (C.L.     Do multiple outcome measures require p-value adjustment?

    BACKGROUND: Readers may question the interpretation of findings in clinical trials when multiple outcome measures are used without adjustment of the p-value. This question arises because of the increased risk of Type I errors (findings of false "significance") when multiple simultaneous hypotheses are tested at set p-values. The primary aim of this study was to estimate the need to make appropriate p-value adjustments in clinical trials to compensate for a possible increased risk in committing Type I errors when multiple outcome measures are used. DISCUSSION: The classicists believe that the chance of finding at least one test statistically significant due to chance and incorrectly declaring a difference increases as the number of comparisons increases. The rationalists have the following objections to that theory: 1) P-value adjustments are calculated based on how many tests are to be considered, and that number has been defined arbitrarily and variably; 2) P-value adjustments reduce the chance of making type I errors, but they increase the chance of making type II errors or needing to increase the sample size. SUMMARY: Readers should balance a study's statistical significance with the magnitude of effect, the quality of the study and with findings from other studies. Researchers facing multiple outcome measures might want to either select a primary outcome measure or use a global assessment measure, rather than adjusting the p-value

    Mapping Robots to Therapy and Educational Objectives for Children with Autism Spectrum Disorder

    The aim of this study was to increase knowledge on therapy and educational objectives professionals work on with children with autism spectrum disorder (ASD) and to identify corresponding state of the art robots. Focus group sessions (n = 9) with ASD professionals (n = 53) from nine organisations were carried out to create an objectives overview, followed by a systematic literature study to identify state of the art robots matching these objectives. Professionals identified many ASD objectives (n = 74) in 9 different domains. State of the art robots addressed 24 of these objectives in 8 domains. Robots can potentially be applied to a large scope of objectives for children with ASD. This objectives overview functions as a base to guide development of robot interventions for these children

    Channel Characteristics of MIMO-WLAN Communications at 60GHz for Various Corridors

    [[abstract]]A comparison of 4 × 4 multiple-input multiple-output wireless local area network wireless communication characteristics for six different geometrical shapes is investigated. These six shapes include the straight shape corridor with rectangular cross section, the straight shape corridor with arched cross section, the curved shape corridor with rectangular cross section, the curved shape corridor with arched cross section, the L-shape corridor, and the T-shape corridor. The impulse responses of these corridors are computed by applying shooting and bouncing ray/image (SBR/Image) techniques along with inverse Fourier transform. By using the impulse response of these multipath channels, the mean excess delay, root mean square (RMS) delay spread for these six corridors can be obtained. Numerical results show that the capacity for the rectangular cross section corridors is smaller than those for the arched cross section corridors regardless of the shapes.     Histogram of oriented gradients: a technique for the study of molecular cloud formation

    We introduce the histogram of oriented gradients (HOG), a tool developed for machine vision that we propose as a new metric for the systematic characterization of observations of atomic and molecular gas and the study of molecular cloud formation models. In essence, the HOG technique takes as input extended spectral-line observations from two tracers and provides an estimate of their spatial correlation across velocity channels. We characterize HOG using synthetic observations of HI and 13^{13}CO(J=1-0) emission from numerical simulations of MHD turbulence leading to the formation of molecular gas after the collision of two atomic clouds. We find a significant spatial correlation between the two tracers in velocity channels where vHIv13COv_{HI}\approx v_{^{13}CO}, independent of the orientation of the collision with respect to the line of sight. We use HOG to investigate the spatial correlation of the HI, from the THOR survey, and the 13^{13}CO(J=1-0) emission, from the GRS, toward the portion of the Galactic plane 33.75<l<\lt l\lt35.25o^{o} and b<|b|\lt1.25o^{o}. We find a significant spatial correlation between the tracers in extended portions of the studied region. Although some of the regions with high spatial correlation are associated with HI self-absorption features, suggesting that it is produced by the cold atomic gas, the correlation is not exclusive to this kind of region. The HOG results also indicate significant differences between individual regions: some show spatial correlation in channels around vHIv13COv_{HI}\approx v_{^{13}CO} while others present this correlation in velocity channels separated by a few km/s. We associate these velocity offsets to the effect of feedback and to the presence of physical conditions that are not included in the atomic-cloud-collision simulations, such as more general magnetic field configurations, shear, and global gas infall

    TLR1/2 Activation during Heterologous Prime-Boost Vaccination (DNA-MVA) Enhances CD8+ T Cell Responses Providing Protection against Leishmania (Viannia)

    Leishmania (Viannia) are the predominant agents of leishmaniasis in Latin America. Given the fact that leishmaniasis is a zoonosis, eradication is unlikely; a vaccine could provide effective prevention of disease. However, these parasites present a challenge and we do not fully understand what elements of the host immune defense prevent disease. We examined the ability of vaccination to protect against L. (Viannia) infection using the highly immunogenic heterologous prime-boost (DNA-modified vaccinia virus) modality and a single Leishmania antigen (TRYP). Although this mode of vaccination can induce protection against other leishmaniases (cutaneous, visceral), no protection was observed against L. (V.) panamensis. However, we found that if the vaccination was modified and the innate immune response was activated through Toll-like receptor1/2(TLR1/2) during the DNA priming, vaccinated mice were protected. Protection was dependent on CD8 T cells. Vaccinated mice had higher CD8 T cell responses and decreased levels of cytokines known to promote infection. Given the long-term persistence of CD8 T cell memory, these findings are encouraging for vaccine development. Further, these results suggest that modulation of TLR1/2 signaling could improve the efficacy of DNA-based vaccines, especially where CD8 T cell activation is critical, thereby contributing to effective and affordable anti parasitic vaccines

    Network Models of TEM β-Lactamase Mutations Coevolving under Antibiotic Selection Show Modular Structure and Anticipate Evolutionary Trajectories

    Understanding how novel functions evolve (genetic adaptation) is a critical goal of evolutionary biology. Among asexual organisms, genetic adaptation involves multiple mutations that frequently interact in a non-linear fashion (epistasis). Non-linear interactions pose a formidable challenge for the computational prediction of mutation effects. Here we use the recent evolution of β-lactamase under antibiotic selection as a model for genetic adaptation. We build a network of coevolving residues (possible functional interactions), in which nodes are mutant residue positions and links represent two positions found mutated together in the same sequence. Most often these pairs occur in the setting of more complex mutants. Focusing on extended-spectrum resistant sequences, we use network-theoretical tools to identify triple mutant trajectories of likely special significance for adaptation. We extrapolate evolutionary paths (n = 3) that increase resistance and that are longer than the units used to build the network (n = 2). These paths consist of a limited number of residue positions and are enriched for known triple mutant combinations that increase cefotaxime resistance. We find that the pairs of residues used to build the network frequently decrease resistance compared to their corresponding singlets. This is a surprising result, given that their coevolution suggests a selective advantage. Thus, β-lactamase adaptation is highly epistatic. Our method can identify triplets that increase resistance despite the underlying rugged fitness landscape and has the unique ability to make predictions by placing each mutant residue position in its functional context. Our approach requires only sequence information, sufficient genetic diversity, and discrete selective pressures. Thus, it can be used to analyze recent evolutionary events, where coevolution analysis methods that use phylogeny or statistical coupling are not possible. Improving our ability to assess evolutionary trajectories will help predict the evolution of clinically relevant genes and aid in protein design
