    The paper first analyzes the institutional framework of the economy and public finances in Serbia, with particular reference to the treatment of the SME sector and entrepreneurs, foreign investors and the digital (IT) infrastructure. A special part of the paper deals with the dynamics of accession to the European Union of some countries that are now members of this integration, as well as with the process of Serbia’s membership, since it is considered that this process is the key determinant of the institutional conditions for our country.     Stability of head weight in cabbage accessions (Brassica oleracea var. capitata L.)

    An understanding of the causes of genotype x environment interaction can help in identifying traits and environments for better cultivar evaluation. The fact that head formation depends on other factors besides the cabbage accessions involved, makes it necessary to investigate accessions responses to agroecological growing conditions. Studied in the present paper was the stability of 21 cabbage accessions (10 cultivars and 11 F1-hybrids) with regard to head weight over three growing seasons. Joint analysis of variance revealed highly significant differences among the cabbage accessions, study years and accessions x year interactions. The parameter stability test showed that seven of the accessions (Kopenhaski and Elisa-F1 as early type; Tucana-F1 as summer type; Srpski melez, SG-3014, Ljubljanski and Rodeo-F1 as late type) significantly deviated from the regression line. Four of the seven accessions are cultivars and three F1-hybrids. These accessions had quite different regression coefficients around or above the value of one. Analysis of stability parameters for head weight showed the following accessions to be very stable: Copenhagen market (an early variety), Grenadier-F1 (a summer cabbage) and Ljubljanski (a late variety).Key words: Stability, variety, cabbage, interaction, growing

    THE OPEN BALKAN AS A DEVELOPMENT DETERMINANT OF THE WESTERN BALKAN COUNTRIES

    The paper starts from the concept of the Open Balkan as a community of countries in the Western Balkans, aimed at strengthening their economic cooperation and development for faster integration in the European Union. Significant attention is paid to the analysis of the interdependence of (in)stability of the state and the economic development of small countries. The position of the Open Balkan and its members is also analysed on the basis of the selected global composite indices. An important subject of the analysis is also the condition of institutional capacities of the members of the Open Balkan and their institutional cooperation from the perspective of faster progress towards the European integration. Two main hypotheses have been tested in the paper: (H1) CEEs countries are not a homogeneous group of countries; and (H2) The Western Balkans is a relatively homogeneous regional integration. To test the convergence hypothesis between 16 Central and Eastern European countries (CEEs), annual data from World Bank’s database on the value of real gross domestic product per capita (in constant dollars 2017, PPP) in the period 2000-2026 were used (projected values for the period until 2026). We employed the method developed by Phillips & Sul (2007) that allows identification of clusters of convergence on the basis of an algorithm that is data-driven and thereby avoids a priori classification of the data into subgroups. Based on the results obtained, it can be concluded that Serbia is the “locomotive” of the Western Balkans and that all countries in this area should join the regional initiative for cooperation, the Open Balkan

    Chronic Pain and Chronic Opioid Use After Intensive Care Discharge – Is It Time to Change Practice?

    Almost half of patients treated on intensive care unit (ICU) experience moderate to severe pain. Managing pain in the critically ill patient is challenging, as their pain is complex with multiple causes. Pharmacological treatment often focuses on opioids, and over a prolonged admission this can represent high cumulative doses which risk opioid dependence at discharge. Despite analgesia the incidence of chronic pain after treatment on ICU is high ranging from 33–73%. Measures need to be taken to prevent the transition from acute to chronic pain, whilst avoiding opioid overuse. This narrative review discusses preventive measures for the development of chronic pain in ICU patients. It considers a number of strategies that can be employed including non-opioid analgesics, regional analgesia, and non-pharmacological methods. We reason that individualized pain management plans should become the cornerstone for critically ill patients to facilitate physical and psychological well being after discharge from critical care and hospital

    Application of Landsat-derived NDVI in monitoring and assessment of vegetation cover changes in Central Serbia

    This paper evaluates the application of the Normalised Difference Vegetation Index (NDVI) in the monitoring and assessment of temporal vegetation cover changes (from 2006 to 2014) in three municipalities of Central Serbia: Topola, Jagodina and Kuršumlija. Additionally, special focus is placed on the analysis of the forest areas and the possible use of NDVI in the forest management sector. Results of the NDVI applied through Idrisi software identify all vegetation cover types and their typical values for presented case studies and observed periods. Obtained results for Serbian case studies indicate two major observations outlined for the investigated period. It was noticed that vegetation cover is experiencing a certain decrease, and that certain discrepancies exists between the NDVI and official forest area statistics for certain municipalities. The study outlines the positive outcomes of the applied remote sensing techniques, especially for southern Serbian municipalities where illegal logging activities are pronounced. Hence, this method proved very promising for countries performing national forest inventories, such as Serbia, providing local forest managers with several essential up-to-date information about vegetation cover changes on an annual basis. © 2019 Carpathian Journal of Earth and Environmental Sciences

    Ceremonial plant consumption at Middle Bronze Age Büklükale, Kırıkkale Province, central Turkey

    A shaft-like room at the Middle Bronze Age site of Büklükale in central Turkey preserved a rich archaeobotanical assemblage of charred and mineralised plant remains, dominated by fruits, spices and nuts mixed with probable bread and wood charcoals. The remains were recovered in association with numerous ceramic vessels, jewellery and exotic artefacts. We combine identification and analysis of the seeds and wood charcoals contained in this deposit with studies of Old Assyrian and Hittite textual records to investigate the circumstances of the assemblage’s formation and its significance for further understanding trade and plant consumption in Bronze Age Anatolia. We present the earliest archaeobotanical example in the region of rare and exotic plant species being consumed in the context of one or more social gatherings, including those possibly linked to ceremonial or ritual events. This offers new insights into the role of plants in the economic and social life of the southwest Asian Bronze Age, as well as the role of commensality and feasting in early states

    This paper is about basic development trends in Kosovoand Metohija during the period 2003-2017. Thefocus is on the missed opportunities for increasingeconomic and social well-being in the KiM area. Besidesthis, an important aspect of the analysis carriedout in this paper relates to the quality of the state governanceand building institutional capacities. In theempirical analysis, three scenarios were used to showthe backlog of the KiM area, i.e. the lost GDP percapita of Kosovo* caused by the inability to take advantageof the wider space of our country. The resultsof the research show that special attention has to bepaid to the rule of law, the efficiency of governanceand the control over corruption in Kosovo*.     Monophasic Catalytic System for the Selective Semireduction of Alkynes

    A highly efficient semireduction of alkynes has been developed. Using 0.5–2 mol % of a copper catalyst, semireduction can be accomplished with a wide range of substrates, including both internal and terminal alkynes without over-reduction. The new method has excellent chemoselectivity, and the semireduction can be accomplished even in the presence of nitro and aryl iodo groups. Finally, commercial availability of a catalyst precursor adds to the appeal of the new catalytic system
