Evaluating Effects of Tax Preferences on Health Care Spending and Federal Revenues
In this paper, we calculate the consequences for health spending and federal revenues of an above-the-line deduction for out-of-pocket health spending. We show how the response of spending to this expansion in the tax preference can be specified as a function of a small number of behavioral parameters that have been estimated in the existing literature. We compare our estimates to those from other researchers. And, we use our analysis to derive some implications for tax policy toward HSAs.
Using journals to assess non-STEM student learning in STEM courses: A case study in cybersecurity education
Embry-Riddle Aeronautical University offers a minor course of study in cybersecurity as an option in our undergraduate Homeland Security program. Since the students are, by and large, social scientists, the focus of the program is to build hyper-awareness of how cybersecurity integrates within their professional aspirations rather than to provide cybersecurity career-level proficiency. Assessing student learning of the technical aspects cannot be performed using traditional tests, as they would not properly measure what the students are learning in a practical sense. Instead, we employ journals and self-reflection to ask the students to express and demonstrate their learning. Although somewhat harder to grade, the journals have huge benefits to the learning environment as well as to actual learning
The Effect of Tax Preferences on Health Spending
In this paper, we estimate the effect of the tax preference for health insurance on health care spending using data from the Medical Expenditure Panel Surveys from 1996-2005. We use the fact that Social Security taxes are only levied on earnings below a statutory threshold to identify the impact of the tax preference. Because employer-sponsored health insurance premiums are excluded from Social Security payroll taxes, workers who earn just below the Social Security tax threshold receive a larger tax preference for health insurance than workers who earn just above it. We find a significant effect of the tax preference, consistent with previous research.
The Effect of Medicare Coverage for the Disabled on the Market for Private Insurance
Subsidies for health insurance for chronically ill, high-cost individuals may increase coverage in the broader population by improving the functioning of insurance markets. In this paper, we assess an historical example of a policy intervention of this sort, the extension of Medicare to the disabled, on the private insurance coverage of non-disabled individuals. We use data on insurance coverage from the Panel Study of Income Dynamics from before and after the extension of Medicare to the disabled to estimate the effect of the program on private insurance coverage rates in the broader population. We find that the insurance coverage of individuals who had a health condition that limited their ability to work increased significantly in states with high versus low rates of disability. Our findings suggest that that subsidizing individuals with high expected health costs is an effective way to increase the private insurance coverage of other high-cost individuals.
Prescription Opioids and Labor Market Pains: The Effect of Schedule II Opioids on Labor Force Participation and Unemployment
We examine the effect of prescription opioids on county labor market outcomes, using data
from the Prescription Drug Monitoring Programs of ten U.S. states and labor data from the
Bureau of Labor Statistics. We achieve causal identofication by exploiting plausibly exogenous
variation in the concentration of high-volume prescribers as instruments (using Medicare Part D
prescriber data). We find strong adverse effects on labor force participation rates, employment-
to-population ratios, and unemployment rates. Notably, a 10 percent increase in prescriptions
causes a 0.56 percentage point reduction in labor force participation, similar to the drop attributed to the 1984 liberalization of Disability Insurance

An Optical Source Catalog of the North Ecliptic Pole Region
We present a five (u*,g',r',i',z') band optical photometry catalog of the
sources in the North Ecliptic Pole (NEP) region based on deep observations made
with MegaCam at CFHT. The source catalog covers about 2 square degree area
centered at the NEP and reaches depths of about 26 mag for u*, g', r' bands,
about 25 mag for i' band, and about 24 mag for z' band (4 sigma detection over
an 1 arcsec aperture). The total number of cataloged sources brighter than r'=
23 mag is about 56,000 including both point sources and extended sources. From
the investigation of photometric properties using the color-magnitude diagrams
and color-color diagrams, we have found that the colors of extended sources are
mostly (u*-r') 0.5. This can be used to separate the
extended sources from the point sources reliably, even for the faint source
domain where typical morphological classification schemes hardly work
efficiently. We have derived an empirical color-redshift relation of the red
sequence galaxies using the Sloan Digital Sky Survey data. By applying this
relation to our photometry catalog and searching for any spatial overdensities,
we have found two galaxy clusters and one nearby galaxy group.Comment: 34 pages, 15 figures, 2 tables. Accepted for publication in ApJS. The

Neuro-Urology: Call for Universal, Resource-Independent Guidance
Neurogenic lower urinary tract dysfunction (NLUTD), the abnormal function of the lower urinary tract in the context of neurological pathology, has been the subject of multiple efforts worldwide for the development of clinical practice guidelines. These guidelines are based on the same body of evidence, and are therefore subject to the same gaps. For example, sexual and bowel dysfunction in the context of NLUTD, optimal renal function assessment in those who are non-ambulatory or with low muscle mass, optimal upper tract surveillance timing, and modification of diagnostic and treatment modalities for low-resource nations and communities are inadequately addressed. In addition, many aspects of the conclusions and final recommendations of the guidelines are similar. This duplicative work represents a large expenditure of time and effort, which we believe could be focused instead on evidence gaps. Here, we call for a global unified approach to create a single, resource-independent, comprehensive guidance on NLUTD, neurogenic sexual, and neurogenic bowel dysfunction. Targeted research addressing the evidence gaps should be called for and pursued. This will allow for focus to shift to filling the gaps in the evidence for future guidelines
Submillimetre line spectrum of the Seyfert galaxy NGC1068 from the Herschel-SPIRE Fourier Transform Spectrometer
The first complete submillimetre spectrum (190-670um) of the Seyfert 2 galaxy
NGC1068 has been observed with the SPIRE Fourier Transform Spectrometer onboard
the {\it Herschel} Space Observatory. The sequence of CO lines (Jup=4-13),
lines from water, the fundamental rotational transition of HF, two o-H_2O+
lines and one line each from CH+ and OH+ have been detected, together with the
two [CI] lines and the [NII]205um line. The observations in both single
pointing mode with sparse image sampling and in mapping mode with full image
sampling allow us to disentangle two molecular emission components, one due to
the compact circum-nuclear disk (CND) and one from the extended region
encompassing the star forming ring (SF-ring). Radiative transfer models show
that the two CO components are characterized by density of n(H_2)=10^4.5 and
10^2.9 cm^-3 and temperature of T=100K and 127K, respectively. The comparison
of the CO line intensities with photodissociation region (PDR) and X-ray
dominated region (XDR) models, together with other observational constraints,
such as the observed CO surface brightness and the radiation field, indicate
that the best explanation for the CO excitation of the CND is an XDR with
density of n(H_2) 10^4 cm^-3 and X-ray flux of 9 erg s^-1 cm^-2, consistent
with illumination by the active galactic nucleus, while the CO lines in the
SF-ring are better modeled by a PDR. The detected water transitions, together
with those observed with the \her \sim PACS Spectrometer, can be modeled by an
LVG model with low temperature (T_kin \sim 40K) and high density (n(H_2) in the
