    UNHCR’s Origins and Early History: Agency, Influence, and Power in Global Refugee Policy

    This article assesses the role and functions of UNHCR during its formative years and explores its agency, influence, and use of power in global refugee policy. During most of the Cold War, UNHCR’s first four high commissioners employed delegated authority and expertise on refugee law and protection, thereby convincing states of the Office’s usefulness to international stability and ensuring its survival, growth, and power. It concludes by arguing that the Office should use the lessons of this early period of its history to explore ways to exercise similar attributes today.Cet article établit le rôle et les fonctions du HCR durant ses années de formation et étudie son mandat, son influence et l’utilisation de son pouvoir dans le cadre de la politique mondiale relative aux réfugiés. Durant la plus grande partie de la guerre froide, les quatre premiers commissaires du HCR ont eu recours aux pouvoirs qui leur étaient délégués et à leur expertise en matière de loi sur les réfugiés et de protection des réfugiés. Ils sont ainsi arrivés à convaincre les états de la contribution apportée par le Bureau à la stabilité internationale, et à assurer ainsi sa survie, sa croissance et son pouvoir. L’article conclut en faisant valoir que le Bureau devrait se souvenir aujourd’hui des leçons tirées de son histoire pour explorer différentes manières exploiter ces mêmes qualités

    Another story: what public opinion data tell us about refugee and humanitarian policy

    The global reaction to US President Donald Trump’s executive order, “Protecting the Nation from Foreign Terrorist Entry into the United States” of January 27, 2017, revealed great public sympathy for the fate of refugees. In the case of Europe, such sympathy has, however, been dismissed by politicians who read concerns regarding security and integration as reason for introducing restrictive policies on asylum. These policies are at odds with public sentiment. Drawing upon three major public opinion surveys across the European Union and neighboring states, this article records a marked divide between public attitudes towards the treatment of refugees and asylum seekers, and official policies regarding asylum and humanitarian assistance. It seeks to understand why this is the case. The article suggests that post-9/11 there has been a reconfiguration of refugee policy and a reconnecting of humanitarian and security interests which has enabled a discourse antithetical to the universal right to asylum. The main conclusion is that in a post-post-Cold War era, European governments have developed restrictive policies despite public sympathy. Support for the admission of refugees is not, however, unqualified, and most states and European populations prefer skilled populations that can be easily assimilated. In order to achieve greater protection and more open policies, this article recommends that human rights actors work with the United Nations High Commissioner for Refugees (UNHCR) and its partners to challenge the anti-refugee discourse through media campaigns and grassroots messaging

    Survival and integration: Kachin social networks and refugee management regimes in Kuala Lumpur and Los Angeles

    How do refugees establish social networks and mobilise social capital in different contexts throughout a multi-stage migration process? Migrant social network literature explains how migrants accumulate social capital and mobilise resources in and between origin and destination but provides limited answers regarding how these processes unfold during refugee migrations involvingprotracted stays in intermediate locations and direct interaction with state agents. Drawing from ethnographic fieldwork with Kachin refugees in Kuala Lumpur and Los Angeles, I address these gaps by comparing refugee social networks in two sites of a migration process. Distinguishingbetween networks of survival and networks of integration, I argue that differences in their form and functions stem from their interactions with local refugee management regimes, which are shaped by broader state regulatory contexts. In both locations, these networks and regimes feed off each other to manage the refugee migration process, with key roles played by hybrid institutions rooted in grassroots adaptation efforts yet linked to formal resettlement mechanisms. Considering the refugee migration process as a whole, I show that Kachin refugees demonstrate their possession of socialcapital gained during the informal social process of migration to advance through institutionalised political processes of resettlement in each context

    Seasonal Dynamics of Mobile Carbon Supply in Quercus aquifolioides at the Upper Elevational Limit

    Many studies have tried to explain the physiological mechanisms of the alpine treeline phenomenon, but the debate on the alpine treeline formation remains controversial due to opposite results from different studies. The present study explored the carbon-physiology of an alpine shrub species (Quercus aquifolioides) grown at its upper elevational limit compared to lower elevations, to test whether the elevational limit of alpine shrubs (<3 m in height) are determined by carbon limitation or growth limitation. We studied the seasonal variations in non-structural carbohydrate (NSC) and its pool size in Q. aquifolioides grown at 3000 m, 3500 m, and at its elevational limit of 3950 m above sea level (a.s.l.) on Zheduo Mt., SW China. The tissue NSC concentrations along the elevational gradient varied significantly with season, reflecting the season-dependent carbon balance. The NSC levels in tissues were lowest at the beginning of the growing season, indicating that plants used the winter reserve storage for re-growth in the early spring. During the growing season, plants grown at the elevational limit did not show lower NSC concentrations compared to plants at lower elevations, but during the winter season, storage tissues, especially roots, had significantly lower NSC concentrations in plants at the elevational limit compared to lower elevations. The present results suggest the significance of winter reserve in storage tissues, which may determine the winter survival and early-spring re-growth of Q. aquifolioides shrubs at high elevation, leading to the formation of the uppermost distribution limit. This result is consistent with a recent hypothesis for the alpine treeline formation

    Water Availability Is the Main Climate Driver of Neotropical Tree Growth

    • Climate models for the coming century predict rainfall reduction in the Amazonian region, including change in water availability for tropical rainforests. Here, we test the extent to which climate variables related to water regime, temperature and irradiance shape the growth trajectories of neotropical trees. • We developed a diameter growth model explicitly designed to work with asynchronous climate and growth data. Growth trajectories of 205 individual trees from 54 neotropical species censused every 2 months over a 4-year period were used to rank 9 climate variables and find the best predictive model. • About 9% of the individual variation in tree growth was imputable to the seasonal variation of climate. Relative extractable water was the main predictor and alone explained more than 60% of the climate effect on tree growth, i.e. 5.4% of the individual variation in tree growth. Furthermore, the global annual tree growth was more dependent on the diameter increment at the onset of the rain season than on the duration of dry season. • The best predictive model included 3 climate variables: relative extractable water, minimum temperature and irradiance. The root mean squared error of prediction (0.035 mm.d–1) was slightly above the mean value of the growth (0.026 mm.d–1). • Amongst climate variables, we highlight the predominant role of water availability in determining seasonal variation in tree growth of neotropical forest trees and the need to include these relationships in forest simulators to test, in silico, the impact of different climate scenarios on the future dynamics of the rainforest
