Impact Investment Strategy: Linking Health & Housing
The purpose of this plan is to create an impact investment strategy for RMHF that explicitly links health and housing. The strategy will use impact investing, an investment strategy that directs capital to enterprises that generate social and or environmental benefits for the surrounding community. One of RMHF’s goals is for the investment strategy to offer strategies that address the entrenched racism and inequities in the City of Richmond. Impact investing will enable RMHF to be a contributing partner with Richmond as it moves away from a history of unfair housing policies that negatively impact countless citizens to a healthier, more equitable region. Through implementation of this plan, RMHF will change the environment in which stakeholders engage in health and housing issues by creating impact investing models that represent balanced partnerships - through authentic engagement and collaboration
Direct comparison of high voltage breakdown measurements in liquid argon and liquid xenon
As noble liquid time projection chambers grow in size their high voltage requirements increase, and detailed, reproducible studies of dielectric breakdown and the onset of electroluminescence are needed to inform their design. The Xenon Breakdown Apparatus (XeBrA) is a 5-liter cryogenic chamber built to characterize the DC high voltage breakdown behavior of liquid xenon and liquid argon. Electrodes with areas up to 33 cm2 were tested while varying the cathode-anode separation from 1 to 6 mm with a voltage difference up to 75 kV. A power-law relationship between breakdown field and electrode area was observed. The breakdown behavior of liquid argon and liquid xenon within the same experimental apparatus was comparable
Observation of Crossover from Ballistic to Diffusion Regime for Excimer Molecules in Superfluid He
We have measured the temperature dependence of the time of flight of helium
excimer molecules He2* in superfluid 4He and find that the molecules behave
ballistically below 100mK and exhibit Brownian motion above 200 mK. In the
intermediate temperature range the transport cannot be described by either of

Magnetic trapping of ultracold neutrons
Three-dimensional magnetic confinement of neutrons is reported. Neutrons are
loaded into an Ioffe-type superconducting magnetic trap through inelastic
scattering of cold neutrons with 4He. Scattered neutrons with sufficiently low
energy and in the appropriate spin state are confined by the magnetic field
until they decay. The electron resulting from neutron decay produces
scintillations in the liquid helium bath that results in a pulse of extreme
ultraviolet light. This light is frequency downconverted to the visible and
detected. Results are presented in which 500 +/- 155 neutrons are magnetically
trapped in each loading cycle, consistent with theoretical predictions. The
lifetime of the observed signal, 660 s +290/-170 s, is consistent with the

particle physics in the U.S. Chapter 4, on the Cosmic Frontier, discusses the
program of research relevant to cosmology and the early universe. This area
includes the study of dark matter and the search for its particle nature, the
study of dark energy and inflation, and cosmic probes of fundamental

Four problems with global carbon markets: a critical review
This article offers a critique of global carbon markets and trading, with a special focus on the Clean Development Mechanism of the Kyoto Protocol. It explores
problems with the use of tradable permits to address climate change revolving around four areas: homogeneity, justice, gaming, and information. Homogeneity problems arise from the non-linear nature of climate change and sensitivity of emissions, which complicate attempts to calculate carbon offsets. Justice problems involve issues of dependency and the concentration of wealth among the rich, meaning carbon trading often counteracts attempts to reduce poverty. Gaming problems include pressures to promote high-volume, least-cost projects and the
consequences of emissions leakage. Information problems encompass transaction costs related to carbon trading and market participation and the comparatively weak institutional capacity of project evaluators
Constraints on the pMSSM from LAT Observations of Dwarf Spheroidal Galaxies
We examine the ability for the Large Area Telescope (LAT) to constrain
Minimal Supersymmetric Standard Model (MSSM) dark matter through a combined
analysis of Milky Way dwarf spheroidal galaxies. We examine the Lightest
Supersymmetric Particles (LSPs) for a set of ~71k experimentally valid
supersymmetric models derived from the phenomenological-MSSM (pMSSM). We find
that none of these models can be excluded at 95% confidence by the current
analysis; nevertheless, many lie within the predicted reach of future LAT
analyses. With two years of data, we find that the LAT is currently most
sensitive to light LSPs (m_LSP < 50 GeV) annihilating into tau-pairs and
heavier LSPs annihilating into b-bbar. Additionally, we find that future LAT
analyses will be able to probe some LSPs that form a sub-dominant component of
dark matter. We directly compare the LAT results to direct detection
experiments and show the complementarity of these search methods.Comment: 24 pages, 9 figures, submitted to JCA

Modal Ω-Logic: Automata, Neo-Logicism, and Set-Theoretic Realism
This essay examines the philosophical significance of -logic in Zermelo-Fraenkel set theory with choice (ZFC). The duality between coalgebra and algebra permits Boolean-valued algebraic models of ZFC to be interpreted as coalgebras. The modal profile of -logical validity can then be countenanced within a coalgebraic logic, and -logical validity can be defined via deterministic automata. I argue that the philosophical significance of the foregoing is two-fold. First, because the epistemic and modal profiles of -logical validity correspond to those of second-order logical consequence, -logical validity is genuinely logical, and thus vindicates a neo-logicist conception of mathematical truth in the set-theoretic multiverse. Second, the foregoing provides a modal-computational account of the interpretation of mathematical vocabulary, adducing in favor of a realist conception of the cumulative hierarchy of sets
