Traditionally fisheries management has focused on biomass and mortality, expressed annually and across large management units. However, because fish abundance varies at much smaller spatio-temporal scales, fishing mortality can potentially be controlled more effectively if managed at finer scale. The ecosystem approach requires more indicators at finer scales as well. Incorporating ecosystem targets would need additional management tools with potentially conflicting results. We present a simple, integrated, management approach that provides incentives for “good behaviour”. Fishers would be given a number of fishing-impact credits, called real-time incentives (RTIs), to spend according to spatio-temporally varying tariffs per fishing day. RTI quotas and tariffs could be based on commercial stocks and ecosystem targets. Fishers could choose how to spend their RTIs, e.g. by limited fishing in high-catch or sensitive areas or by fishing longer in lower-catch or less sensitive areas. The RTI system does not prescribe and forbid, but instead allows fishers to fish wherever and whenever they want; ecosystem costs are internalized and fishers have to take them into account in their business decisions. We envisage no need for traditional landings or catch quotas for the fleets while operating under the scheme. The approach could facilitate further devolution of responsibility to industry.</jats:p

    We present a practical numerical technique for calculating tunneling ionization rates from arbitrary 1-D potential wells in the presence of a linear external potential by determining the widths of the resonances in the spectral density, rho(E), adiabatically connected to the field-free bound states. While this technique applies to more general external potentials, we focus on the ionization of electrons from atoms and molecules by DC electric fields, as this has an important and immediate impact on the understanding of the multiphoton ionization of molecules in strong laser fields.Comment: 13 pages, 7 figures, LaTe

    Copycat dynamics in leaderless animal group navigation

    Background: Many animals are known to have improved navigational efficiency when moving together as a social group. One potential mechanism for social group navigation is known as the 'many wrongs principle', where information from many inaccurate compasses is pooled across the group. In order to understand how animal groups may use the many wrongs principle to navigate, it is important to consider how directional information is transferred and shared within the group. Methods: Here we use an individual-based model to explore the information-sharing and copying dynamics of a leaderless animal group navigating towards a target in a virtual environment. We assume that communication and information-sharing is indirect and arises through individuals partially copying the movement direction of their neighbours and weighting this information relative to their individual navigational knowledge. Results: We find that the best group navigation performance occurs when individuals directly copy the direction of movement of a subset of their neighbours while only giving a small (6%) weighting to their individual navigational knowledge. Surprisingly, such a strategy is shown to be highly efficient regardless of the level of individual navigational error. We find there is little relative improvement in navigational efficiency when individuals copy from more than 7 influential neighbours. Conclusions: Our findings suggest that we would expect navigating group-living animals to predominantly copy the movement of others rather than relying on their own navigational knowledge.     Multi-objective optimization of confidence-based localization in large-scale underwater robotic swarms.

    Localization in large-scale underwater swarm robotic systems has increasingly attracted research and industry communities’ attention. An optimized confidence-based localization algorithm is proposed for improving localization coverage and accuracy by promoting robots with high confidence of location estimates to references for their neighboring robots. Confidence update rules based on Bayes filters are proposed based on localization methods’ error characteristics where expected localization error is generated based on measurements such as operational depth and traveled distance. Parameters of the proposed algorithm are then optimized using the Evolutionary Multi-objective Optimization algorithm NSGA-II for localization error and trilateration utilization minimization while maximizing localization confidence and Ultra-Short Base Line utilization. Simulation studies show that a wide localization coverage can be achieved using a single Ultra-Short Base Line system and localization mean error can be reduced by over 45% when algorithm’s parameters are optimized in an underwater swarm of 100 robots

    Universality, limits and predictability of gold-medal performances at the Olympic Games

    Inspired by the Games held in ancient Greece, modern Olympics represent the world's largest pageant of athletic skill and competitive spirit. Performances of athletes at the Olympic Games mirror, since 1896, human potentialities in sports, and thus provide an optimal source of information for studying the evolution of sport achievements and predicting the limits that athletes can reach. Unfortunately, the models introduced so far for the description of athlete performances at the Olympics are either sophisticated or unrealistic, and more importantly, do not provide a unified theory for sport performances. Here, we address this issue by showing that relative performance improvements of medal winners at the Olympics are normally distributed, implying that the evolution of performance values can be described in good approximation as an exponential approach to an a priori unknown limiting performance value. This law holds for all specialties in athletics-including running, jumping, and throwing-and swimming. We present a self-consistent method, based on normality hypothesis testing, able to predict limiting performance values in all specialties. We further quantify the most likely years in which athletes will breach challenging performance walls in running, jumping, throwing, and swimming events, as well as the probability that new world records will be established at the next edition of the Olympic Games.Comment: 8 pages, 3 figures, 1 table.     Multiscale models for movement in oriented environments and their application to hilltopping in butterflies

    Hilltopping butterflies direct their movement in response to topography, facilitating mating encounters via accumulation at summits. In this paper, we take hilltopping as a case study to explore the impact of complex orienteering cues on population dynamics. The modelling employs a standard multiscale framework, in which an individual's movement path is described as a stochastic 'velocity-jump' process and scaling applied to generate a macroscopic model capable of simulating large populations in landscapes. In this manner, the terms and parameters of the macroscopic model directly relate to statistical inputs of the individual-level model (mean speeds, turning rates and turning distributions). Applied to hilltopping in butterflies, we demonstrate how hilltopping acts to aggregate populations at summits, optimising mating for low-density species. However, for abundant populations, hilltopping is not only less effective but also possibly disadvantageous, with hilltopping males recording a lower mating rate than their non-hilltopping competitors. © 2013 Springer Science+Business Media Dordrecht

    Neutron skin of 208^{208}Pb from Coherent Pion Photoproduction

    Information on the size and shape of the neutron skin on 208^{208}Pb has been extracted from coherent pion photoproduction cross sections measured using the Crystal Ball together with the Glasgow tagger at the MAMI electron beam facility. On exploitation of an interpolated fit of a theoretical model to the measured cross sections the half-height radius and diffuseness of the neutron distribution are found to be 6.70±0.03(stat)\pm 0.03(stat) fm and 0.55±0.01(stat)\pm 0.01(stat)0.03+0.02(sys)^{+0.02}_{-0.03}(sys) fm respectively, corresponding to a neutron skin thickness Δrnp\Delta r_{np}=0.15±0.03(stat)\pm 0.03(stat)0.03+0.01(sys)^{+0.01}_{-0.03}(sys) fm. The results give the first successful extraction of a neutron skin with an electromagnetic probe and indicate the skin of 208^{208}Pb has a halo character. The measurement provides valuable new constraints on both the structure of nuclei and the equation of state for neutron-rich matter.Comment: 4 figures 5 pages. Version submitted to journal.     A precise measurement of the Dalitz plot parameter, alpha, for the eta->3pi^0 decay is presented. The experiment was performed with the Crystal Ball and TAPS large acceptance photon detectors at the tagged photon beam facility of the MAMI-B electron accelerator in Mainz.     Collective animal navigation and migratory culture: From theoretical models to empirical evidence

    Animals often travel in groups, and their navigational decisions can be influenced by social interactions. Both theory and empirical observations suggest that such collective navigation can result in individuals improving their ability to find their way and could be one of the key benefits of sociality for these species. Here, we provide an overview of the potential mechanisms underlying collective navigation, review the known, and supposed, empirical evidence for such behaviour and highlight interesting directions for future research. We further explore how both social and collective learning during group navigation could lead to the accumulation of knowledge at the population level, resulting in the emergence of migratory culture
