    On the Limits of Liberalism in Participatory Environmental Governance: Conflict and Conservation in Ukraine\u27s Danube Delta

    Participatory management techniques are widely promoted in environmental and protected area governance as a means of preventing and mitigating conflict. The World Bank project that created Ukraine’s Danube Biosphere Reserve included such ‘community participation’ components. The Reserve, however, has been involved in conflicts and scandals in which rumour, denunciation and prayer have played a prominent part. The cases described in this article demonstrate that the way conflict is escalated and mitigated differs according to foundational assumptions about what ‘the political’ is and what counts as ‘politics’. The contrasting forms of politics at work in the Danube Delta help to explain why a 2005 World Bank assessment report could only see failure in the Reserve’s implementation of participatory management, and why liberal participatory management approaches may founder when introduced in settings where relationships are based on non-liberal political ontologies.     To what extent does community management ensure good functionality of groundwater supplies in rural Africa?

    Within rural Africa, communal boreholes fitted with handpumps (HPBs) are likely to remain the main source of improved water supplies for decades to come. Understanding how the performance of these supplies can be improved will be central to achieving improved water security. The functionality of community HPBs relies on a range of elements which include not only groundwater resource availability, correct siting and construction of the borehole and handpump mechanism, but also equitable and enabling management arrangements. Since the 1980s – the first UN ‘Water Decade’ – Community Based Management (CBM) has been the policy prescription par excellence for operationalising participatory development in the rural water supply sector. The cornerstone of the CBM model is the creation of a local water point committee or similar community organisation, which is charged with the operation and maintenance of the borehole. Despite its popularity and endurance, there is a relative lack of evidence on how the management capacity of communities relates to the functionality of their boreholes, and a growing recognition among development practitioners and academics that CBM of rural water supply has struggled to deliver on many of its promises. Here we present the findings from a survey of six hundred communities across rural Ethiopia, Uganda and Malawi to examine the extent to which community water management capacity is related to borehole functionality. The capacity of water management arrangements (WMA) was assessed according to four dimensions: finance system; affordable maintenance and repair; decision making, rules, and leadership; and external support. HPB performance was assessed using on a nuanced definition of borehole functionality, which captures different tiers of functionality from a simple binary ‘yes/no’ working, to capturing the level of functionality performance and reliability. The findings reveal that whilst over two thirds of WMA are of medium to high capacity in communities, there is no strong relationship between the WMA capacity and the functionality of the borehole. Of the four management dimensions, affordable maintenance and repair was the best predictor of borehole functionality. However, the capacity of this dimension was seen to be lowest overall, with nearly two thirds of sites having weak or non-existent capacity in this respect. These findings provide evidence to support the growing claim that, in many instances, CBM by itself does not ensure improved functionality performance

    Political masculinities, crisis tendencies, and social transition: Toward an understanding of change

    This introduction to the special issue on “Political Masculinities and Social Transition” rethinks the notion of “crisis in masculinity” and points to its weaknesses, such as cyclical patterns and chronicity. Rather than viewing key moments in history as points of rupture, we understand social change as encompassing ongoing transitions marked by a “fluid nature” (Montecinos 2017, 2). In line with this, the contributions examine how political masculinities are implicated within a wide range of social transitions, such as nation building after war, the founding of a new political party in response to an economic crisis, an “authoritarian relapse” of a democracy, attempts at changing society through terrorism, rapid industrialization as well as peace building in conflict areas. Building on Starck and Sauer’s definition of “political masculinities” we suggest applying the concept to instances in which power is explicitly either being (re)produced or challenged. We distinguish between political masculinities that are more readily identified as such (e.g., professional politicians) and less readily identified political masculinities (e.g., citizens), emphasizing how these interact with each other. We ask whether there is a discernible trajectory in the characteristics of political masculinities brought about by social transition that can be confirmed across cultures. The contributors’ findings indicate that these political masculinities can contribute to different kinds of change that either maintain the status quo, are progressive, retrogressive, or a mixture of these. Revolutionary transitions, it seems, often promote the adherence to traditional forms of political masculinity, whereas more reformatory transition leaves discursive spaces for argument

    Early Embryonic Vascular Patterning by Matrix-Mediated Paracrine Signalling: A Mathematical Model Study

    During embryonic vasculogenesis, endothelial precursor cells of mesodermal origin known as angioblasts assemble into a characteristic network pattern. Although a considerable amount of markers and signals involved in this process have been identified, the mechanisms underlying the coalescence of angioblasts into this reticular pattern remain unclear. Various recent studies hypothesize that autocrine regulation of the chemoattractant vascular endothelial growth factor (VEGF) is responsible for the formation of vascular networks in vitro. However, the autocrine regulation hypothesis does not fit well with reported data on in vivo early vascular development. In this study, we propose a mathematical model based on the alternative assumption that endodermal VEGF signalling activity, having a paracrine effect on adjacent angioblasts, is mediated by its binding to the extracellular matrix (ECM). Detailed morphometric analysis of simulated networks and images obtained from in vivo quail embryos reveals the model mimics the vascular patterns with high accuracy. These results show that paracrine signalling can result in the formation of fine-grained cellular networks when mediated by angioblast-produced ECM. This lends additional support to the theory that patterning during early vascular development in the vertebrate embryo is regulated by paracrine signalling

    Where Information Society and Community Voice Intersect

    Information and Communication Technology (ICT) development initiatives have begun to acknowledge the power and importance of cultural and community-focused belief systems. Yet the vast majority of such initiatives tend to Pre-identify developmental goals that communities hold. Paulo Freire’s writings have influenced development initiatives by introducing the possibility of working with communities to orient projects. While these “participatory” initiatives have involved soliciting community feedback relative to a research project whose goals were formulated in the university or development institution, they do not go far enough to harness to actual visions held by communities. It is important to conceptualize a model and methodology of engaging communities to develop and articulate their own goals of information access and ultimately, an indigenous approach toward cultural, political, and economic aspects of development. This approach holds promise to sustain within communities and return on the investment and efforts of the researcher or institution. This paper closes by describing a current initiative in Southern India that reflects the described methodology

    Decreased transcription-coupled nucleotide excision repair capacity is associated with increased p53- and MLH1-independent apoptosis in response to cisplatin

    Abstract Background One of the most commonly used classes of anti-cancer drugs presently in clinical practice is the platinum-based drugs, including cisplatin. The efficacy of cisplatin therapy is often limited by the emergence of resistant tumours following treatment. Cisplatin resistance is multi-factorial but can be associated with increased DNA repair capacity, mutations in p53 or loss of DNA mismatch repair capacity. Methods RNA interference (RNAi) was used to reduce the transcription-coupled nucleotide excision repair (TC-NER) capacity of several prostate and colorectal carcinoma cell lines with specific defects in p53 and/or DNA mismatch repair. The effect of small inhibitory RNAs designed to target the CSB (Cockayne syndrome group B) transcript on TC-NER and the sensitivity of cells to cisplatin-induced apoptosis was determined. Results These prostate and colon cancer cell lines were initially TC-NER proficient and RNAi against CSB significantly reduced their DNA repair capacity. Decreased TC-NER capacity was associated with an increase in the sensitivity of tumour cells to cisplatin-induced apoptosis, even in p53 null and DNA mismatch repair-deficient cell lines. Conclusion The present work indicates that CSB and TC-NER play a prominent role in determining the sensitivity of tumour cells to cisplatin even in the absence of p53 and DNA mismatch repair. These results further suggest that CSB represents a potential target for cancer therapy that may be important to overcome resistance to cisplatin in the clinic

    Dimethyl fumarate in patients admitted to hospital with COVID-19 (RECOVERY): a randomised, controlled, open-label, platform trial

    Dimethyl fumarate (DMF) inhibits inflammasome-mediated inflammation and has been proposed as a treatment for patients hospitalised with COVID-19. This randomised, controlled, open-label platform trial (Randomised Evaluation of COVID-19 Therapy [RECOVERY]), is assessing multiple treatments in patients hospitalised for COVID-19 (NCT04381936, ISRCTN50189673). In this assessment of DMF performed at 27 UK hospitals, adults were randomly allocated (1:1) to either usual standard of care alone or usual standard of care plus DMF. The primary outcome was clinical status on day 5 measured on a seven-point ordinal scale. Secondary outcomes were time to sustained improvement in clinical status, time to discharge, day 5 peripheral blood oxygenation, day 5 C-reactive protein, and improvement in day 10 clinical status. Between 2 March 2021 and 18 November 2021, 713 patients were enroled in the DMF evaluation, of whom 356 were randomly allocated to receive usual care plus DMF, and 357 to usual care alone. 95% of patients received corticosteroids as part of routine care. There was no evidence of a beneficial effect of DMF on clinical status at day 5 (common odds ratio of unfavourable outcome 1.12; 95% CI 0.86-1.47; p = 0.40). There was no significant effect of DMF on any secondary outcome
