Velocity Dealiased Spectral Estimators of Range Migrating Targets using a Single Low-PRF Wideband Waveform

Wideband radars are promising systems that may provide numerous advantages, like simultaneous detection of slow and fast moving targets, high range-velocity resolution classification, and electronic countermeasures. Unfortunately, classical processing algorithms are challenged by the range-migration phenomenon that occurs then for fast moving targets. We propose a new approach where the range migration is used rather as an asset to retrieve information about target velocitiesand, subsequently, to obtain a velocity dealiased mode. More specifically three new complex spectral estimators are devised in case of a single low-PRF (pulse repetition frequency) wideband waveform. The new estimation schemes enable one to decrease the level of sidelobes that arise at ambiguous velocities and, thus, to enhance the discrimination capability of the radar. Synthetic data and experimental data are used to assess the performance of the proposed estimators

L’étude offre ainsi un panorama économique sur l’édition et comporte plusieurs données inédites, telles qu’une analyse de la démographie des maisons d’édition ou encore un éclairage singulier sur les prix littéraires. Plusieurs enseignements se dégagent de cette étude qui met en lumière et en perspective les dynamiques, souvent méconnues, de l’industrie du livre et du métier d’éditeur mais également les ressorts qui sous-tendent ce secteur, que constituent le risque, la diversité et l’innovation

Among the years, several tools have been designed that show decent performances. Of course, grammatical checkers may improve corrections of texts, nevertheless, this requires large resources. We think that basic spell checking may be improved (a step towards) using the Web as a corpus and taking into account the context of words that are identified as potential misspellings. We propose to use the Google search engine and some machine learning techniques, in order to design a flexible and dynamic spell checker that may evolve among the time with new linguistic features

Managing a plurality of interests and collective values

We studied a collaborative research project and asked ourselves how actors can coordinate them­selves without having the same interests and values regarding the project. This paper is based on an in-depth case study of a research partnership involving numerous and diverse actors. We found that many features of the governance apparatus of the project allowed coordination of the actors, but the research design in itself constitutes the most powerful device

Les objectifs de performance et l'objectivité de la notion de performance

Performances technologiques, performances sportives, performance boursière, « résultat obtenu par un cheval de course » selon le Robert, la performance apparaît comme un des leitmotiv (étymologiquement : motif conducteur) de notre temps. Présentée aujourd'hui comme la clé de la réforme de l'Etat, la « gestion par la performance » se définit elle-même par prétérition comme l'antithèse d'un mode de gestion archaïque et contre-performant dont l'Etat semble être devenu le symbole. Pourtant lorsqu'on y regarde de près, la « gestion par la performance » dans les administrations recouvre une évolution plus qu'une révolution dans la conduite des affaires publiques. Elle enrichit la pratique budgétaire sans gommer les spécificités qui fondent et qui caractérisent l'action publique. Le mérite remarquable de la loi organique sur les lois de finances est d'avoir donné forme, clarté et cohérence à cette « nouvelle gouvernance publique » dont les principes tendent à se répandre dans l'ensemble des pays de l'OCDE. Parce qu'elle est un élément de la mondialisation, cette évolution paraît irréversible. Vorticity–velocity-pressure and stream function-vorticity formulations for the Stokes problem

AbstractWe study the Stokes problem of incompressible fluid dynamics in two and three-dimension spaces, for general bounded domains with smooth boundary. We use the vorticity–velocity-pressure formulation and introduce a new Hilbert space for the vorticity. We develop an abstract mixed formulation that gives a precise variational frame and conducts to a well-posed Stokes problem involving a new velocity–vorticity boundary condition. In the particular case of simply connected bidimensional domains with homogeneous boundary conditions, the link with the classical stream function-vorticity formulation is completely described, and we show that the vorticity–velocity-pressure formulation is a natural mathematical extension of the previous one
