    Contract and Conditional Zoning Without Romance: A Public Choice Analysis

    The growth and development of the United States after World War II left the country needing more flexibility in zoning law. Over the past few decades, zoning has undergone drastic changes to make the process more flexible. Two methods used to meet this new demand are contract and conditional zoning. Jurisdictions are split on whether to permit contract zoning, conditional zoning, both, or neither. This is an important question that a growing number of jurisdictions have recently encountered. This Note seeks to propose potential solutions to the conflict by analyzing it through public choice theory. By applying the principles of public choice theory, this Note finds that increased flexibility in zoning will likely have the undesired consequence of allowing legislators to easily appease interest groups, rather than bargain for the most efficient land use allocation. From this observation, this Note ultimately concludes that jurisdictions should either prohibit both contract and conditional zoning or, if economic efficiency concerns prove too great, permit both contract and conditional zoning but apply a strict standard of judicial review

    An approach for finding long period elliptical orbits for precursor SEI missions

    Precursors for Solar System Exploration Initiative (SEI) missions may require long period elliptical orbits about a planet. These orbits will typically have periods on the order of tens to hundreds of days. Some potential uses for these orbits may include the following: studying the effects of galactic cosmic radiation, parking orbits for engineering and operational test of systems, and ferrying orbits between libration points and low altitude orbits. This report presents an approach that can be used to find these orbits. The approach consists of three major steps. First, it uses a restricted three-body targeting algorithm to determine the initial conditions which satisfy certain desired final conditions in a system of two massive primaries. Then the initial conditions are transformed to an inertial coordinate system for use by a special perturbation method. Finally, using the special perturbation method, other perturbations (e.g., sun third body and solar radiation pressure) can be easily incorporated to determine their effects on the nominal trajectory. An algorithm potentially suitable for on-board guidance will also be discussed. This algorithm uses an analytic method relying on Chebyshev polynomials to compute the desired position and velocity of the satellite as a function of time. Together with navigation updates, this algorithm can be implemented to predict the size and timing for AV corrections

    Local management with methotrexate of cesarean scar ectopic pregnancy with live embryo guided by transvaginal ultrasound: A case report

    Cesarean scar ectopic pregnancy is a rare type of ectopic pregnancy with high morbidity and mortality. Use of conservative conducts, including medical management with methotrexate, has avoided mutilating surgeries such as hysterectomy and spared the fertility of women.     Facilitating Creative Exploratory Search with Multiple Networked Audio Devices Using HappyBrackets

    We present an audio-focused creative coding toolkit for deploying music programs to remote networked devices. It is designed to support efficient creative exploratory search in the context of the Internet of Things (IoT), where one or more devices must be configured, programmed and interact over a network, with applications in digital musical instruments, networked music performance and other digital experiences. Users can easily monitor and hack what multiple devices are doing on the fly, enhancing their ability to perform “exploratory search” in a creative workflow. We present two creative case studies using the system: the creation of a dance performance and the creation of a distributed musical installation. Analysing different activities within the production process, with a particular focus on the trade-off between more creative exploratory tasks and more standard configuring and problem-solving tasks, we show how the system supports creative exploratory search for multiple networked devices

Neste contexto, certas políticas para o Mercosul foram formuladas e postas em prática. Neste artigo, é apresentada uma visão panorâmica de diferentes linhas de opinião que avaliaram, por meio de jornais e revistas, a Política Externa Brasileira nestes anos. Faz-se um compilado e uma classificação dessas linhas de argumentação enquanto relacionam-se à pesquisa os principais resultados obtidos da interferência (mútua?) entre opinião pública, mídia e política externa. Além disso, são feitas análises de certos episódios dentro destes períodos históricos dentro da História da Política Externa Brasileira.Lula government (2002-2010) was marked by a period of recognized activity in foreign policy. In this context, certain policies for Mercosur have been formulated and put into practice. In this article, a panoramic view of different groups of opinion that have evaluated, through newspapers and magazines, the Brazilian Foreign Policy in these years, is presented. A compilation and a classification of these lines of argumentation is made, while the main results are obtained from their (mutual?) interference with the concepts of public opinion, media and foreign policy. In addition, this work analyses certain episodes inside these historical periods in the field of the History of Brazilian Foreign Policy

    Human Immunodeficiency Virus (HIV) Infection and Cancer

    Human immunodeficiency virus type 1 (HIV-1) infection confers an increased risk for the development of many cancers. Although the incidences of acquired immunodeficiency syndrome (AIDS)-defining malignancies have declined since the advent of antiretroviral therapy (ART), a number of non-AIDS–defining cancers appear more common in HIV-1–infected individuals relative to the general population. ART-treated HIV-1–infected subjects are also aging, leading to an increased cancer burden in these populations. However, longevity alone is not sufficient to explain these epidemiologic trends. A causative link between HIV-1–induced immune suppression and elevated cancer risk is well defined in certain malignancies; however, the direct role of HIV-1 replication products in oncogenesis remains unclear. Nevertheless, it is evident that cooperation between HIV-1 and co-infecting viruses in targeting immune compartments as well as nonimmune microenvironments can regulate both the development and progression of cancer. Treating cancer in HIV-1–infected patients remains challenging due to drug interactions, compounded side effects and intensified immunosuppression from chemotherapy and/or radiation. While survival of HIV-1–infected patients with certain cancers now rivals that of their uninfected counterparts, a better understanding of HIV-1–induced oncogenesis, viral mechanisms of immune perturbation, nonimmune microenvironmental abnormalities and outcomes of therapy will provide the basis for better diagnosis and management of cancer

    The project investigates how interactions with complex (biologically inspired swarming) behaviors of multiple robots are understood by human participants within a performative and dramaturgical system. Nonanthropomorphic robots in the form of roller skates are used in innovative ways by creating social formations from their movements, for example a leader and followers in a conga line. Synchronized audio signals and speech-like sonic structures are used in innovative ways by influencing and engaging the participant's interactions with the robots. Localization data of the robots in space is mapped to control the surround sound and lighting within the space. This is used to enhance audience immersion and engagement within the interactive performance work
