A LOGÍSTICA DE UMA MISSÃO DE PAZ: UM ESTUDO DE CASO DO SAARA OCIDENTAL

This is a case study that reflects on the complexity of logistics activity in the context of a peace operation. A preliminary synthesis is made on the Western Sahara issue, as well as a brief theoretical review of the concept of Military Logistics. The logistics of the main participants of the conflict are analyzed: the Royal Army of Morocco, the Polisario Front and MINURSO. The approaches are essentially different: national logistics, "survival" logistics and international logistics.Trata-se de estudo de caso que reflete sobre a complexidade da atividade logística no contexto de uma operação de paz. É feita uma síntese preliminar acerca da questão do Saara Ocidental, assim como breve revisão teórica sobre o conceito de Logística Militar. São analisadas as logísticas dos principais participantes do conflito: o Exército Real do Marrocos, a Frente Polisário e a MINURSO. Verifica-se que as abordagens são essencialmente distintas: logística nacional, logística "de sobrevivência" e logística internacional

O poeta em seu gabinete: a poesia de Carlos Drummond de Andrade no Ministério da Educação (1934-1945)

The present research proposes a reflection on the experience of the poet Carlos Drummond de Andrade gestated in the Ministry of Education, between the years 1934 and 1945, from the reading and interpretation of his poetry. During this period, the poet from Minas Gerais was Gustavo Capanema's chief of staff at the Ministry of Education, in Rio de Janeiro. At the same time, the poet published three books that are fundamental within his work. Namely, they are the works Sentimento do mundo, from 1940; José, from 1942 and A rosa do povo, from 1945. We propose a specific reading of these texts, where the historical element is fundamental. From the drummondian lens, from the concrete experience of this character, we were able to understand aspects of fundamental processes of that time, such as Brazilian authoritarianism, censorship, torture; as wars, mainly the Spanish Civil War and the Second World War; the experience of modernity and modernism; an organization and functioning of the Ministry of Education; the relations between the intelligentsia and the State in this context; communism and Brazilian communists, and so on. The character and his poetry inform us of his context, just as his context is the central element for the construction of his poetry.A presente pesquisa propõe uma reflexão sobre a experiência do poeta Carlos Drummond de Andrade gestada no Ministério da Educação, entre os anos de 1934 e 1945, a partir da leitura e interpretação de sua poesia. Nesse período o poeta mineiro foi chefe de gabinete de Gustavo Capanema no Ministério da Educação, no Rio de Janeiro. Concomitantemente, o poeta publicou três livros que são fundamentais dentro de sua obra. Nomeadamente, são as obras Sentimento do mundo, de 1940; José, de 1942 e A rosa do povo, de 1945. Propomos uma leitura específica desses textos, onde o elemento histórico é fundamental. A partir da lente drummondiana, da experiência concreta desse personagem nós conseguimos compreender aspectos de processos fundamentais dessa época, como o autoritarismo brasileiro, a censura e a tortura; as guerras, sobretudo a Guerra Civil Espanhola e a Segunda Guerra Mundial; a experiência da modernidade e o modernismo; a organização e funcionamento do Ministério de Educação; as relações entre a intelectualidade e o Estado nesse contexto; o comunismo e os comunistas brasileiros, e assim por diante. O personagem e sua poesia nos informam de seu contexto, assim como seu contexto é o elemento central para a construção de sua poesia

As novas configurações familiares e suas consequências jurídicas no âmbito dos direitos previdenciário e de família

A presente monografia tem como tema as famílias paralelas e suas consequências jurídicas no direito previdenciário e de família. Denominadas paralelas ou simultâneas tais famílias, ocorrem quando um sujeito se insere em múltiplos núcleos familiares, distintos entre si, tendo apenas ele como elo em comum e, não raras vezes, com o desconhecimento das demais partes. Com essa visão, se demonstrará a evolução histórica do Direito de Família no mundo, com breve menção dos direitos romano e canônico, e no Brasil, inserindo um marco divisor, que foi a CRFB/1988, apresentando seus institutos e princípios. Serão trabalhadas, também, as correntes doutrinárias que defendem a existência, ou não, do paralelismo familiar, seus argumentos expostos e a aplicação jurisprudencial em sede de tribunais superiores e ordinários. Em seguida, serão demonstradas as consequências jurídicas no âmbito do direito de famílias, com trato da chamada triação, e previdenciário, com enfoque no benefício previdenciário, sempre conjugando entendimentos doutrinários e entendimentos jurisprudenciais

EXPANSÃO URBANA E O PERIGO DE DESASTRES POR INUNDAÇÃO EM RIO GRANDE/RS

Os desastres por inundações urbanas têm se intensificado e se tornado mais frequentes a cada ano e não se caracterizam simplesmente pela ocorrência de um fenômeno natural adverso, mas por seu efeito sobre um cenário social vulnerável. O município de Rio Grande(RS) foi fundado em 1737 sobre um estreito pontal arenoso no estuário da Lagoa dos Patos, escoadouro de um sistema hidrográfico que drena mais de metade do estado do Rio Grande do Sul e onde o nível d.água é controlado pela interação entre o regime de ventos e a descarga fluvial. A industrialização que marca as características socioeconômicas do município é acompanhada por um expressivo aumento demográfico que aliado à carência de habitações de interesse social acessíveis gera um crescente avanço de ocupações sem infra-estrutura e muito vulneráveis a processos de inundações na cidade de Rio Grande. Expression of behavioral sensitization to ethanol is increased by energy drink administration

Alcohol abuse and dependence are important medical, social and economical problems, affecting millions of people. A relatively recent habit among young people is mixing alcohol with energy drinks (ED), in spite of the risks involved may be higher than those associated with alcohol consumption alone. the mixture of alcohol and energy drinks, both with stimulant properties, may alter the perception of intoxication and could lead individuals to believe they are less drunk and can drink more or for longer periods of time. in animals, the repeated administration of ethanol can lead to a progressive increase of the locomotor stimulant effect, known as behavioral sensitization, a drug-dependent behavioral plasticity associated with vulnerability to addiction. As well as for addiction, there are clear individual differences in the level of sensitization to ethanol among species and even among individuals from the same strain. the present study assessed how ED affects the expression of ethanol sensitization. Female mice chronically treated with ethanol (2.4 g/kg) were classified as low-sensitized or high-sensitized. Two days later, different groups of mice were submitted to saline + water, ethanol + water or ethanol + ED systemic challenges. As expected, only the high-sensitized group expressed clear sensitization after ethanol administration. However, the administration of ethanol + ED triggered the sensitization expression in the low-sensitized group. These data indicate that the combined use of ED and ethanol can potentiate the stimulant and, consequently, the reward effects of ethanol in previously treated mice. If a similar process occurs in human beings, the use of ED can increase the risk of developing alcohol abuse or dependence. (C) 2013 Elsevier Inc. TECHNICAL COOPERATION IN SECURITY & DEFENSE: BRAZIL’S PRESENCE IN AFRICA

O presente artigo tem por finalidade revisar a dinâmica de relações entre Brasil e África, especificamente no tocante à cooperação técnica em Defesa, com ênfase nos séculos XX e XXI. Parte do entorno estratégico brasileiro, o continente africano atrai a atenção do Brasil, ao passo que vem obtendo inserção crescente na agenda de pesquisa nacional, em especial na área de Segurança & Defesa. No que concerne a essa dinâmica, cabe notar que a região fora atingida como nenhuma outra pelas transformações na economia e política mundiais, pelo que tais questões se tornaram primordiais para o continente e para o espaço sul atlântico como um todo.This paper aims to review the dynamics of the Brazil-Africa relations, specifically regarding technical cooperation in Defense, emphasizing the 20th and 21st centuries. As part of Brazil’s strategic surroundings, Africa attracts the attention of Brazil and has been increasingly considered as part of the national research agenda, especially in the Security & Defense area. In this sense, it should be noted that the region has been struck like no other by the changes in world economy and politics; for that reason, such issues have become central to the continent and South Atlantic area as a whole

A experiência de observador militar da ONU no Saara Ocidental

The Western Sahara issue is the most recent, lasting and unresolved case of decolonization in African continent, in the midst of the 21st Century. It is a non- governed territory, located in the northwest portion of Saharan Africa and it has been under UN custody since 1991, when MINURSO had been established. In this regard, this article has as main motivation to communicate the experience of an UN Military Observer, emphasizing peculiar and practical aspects, as well as perceptions in the performance of this appointment. It is an internal vision of the reality of the Peace Operation, the individual and the professional of the UN. In order to do so, this article uses a qualitative approach deploying methodologies such as participant observation and the descriptive case study. It comprises an introduction, which aims to enlighten the reader to the question, a characterization of the area, a historical review of the case, a section of exposure of the methodology and the experience of one of the authors as a UN Military Observer in the Western Sahara itself. Finally, considerations are made at the conclusion.A questão do Saara Ocidental constitui o caso de descolonização mais recente, duradouro e não-resolvido do continente africano, em pleno século XXI. Trata-se de um território não-governado, localizado na porção noroeste da África Saariana e encontra-se sob custódia da ONU desde 1991, quando da implantação da MINURSO. Nesse contexto, o presente artigo tem como principal motivação comunicar a experiência no exercício da função de observador militar da ONU, sublinhando aspectos peculiares e práticos, bem como percepções no desempenho dessa função. É uma visão interna da realidade de uma Operação de Paz, do indivíduo e do profissional da Organização. Para tanto, o artigo utiliza abordagem qualitativa na metodologia empregada e aspectos da observação participante e do estudo de caso descritivo. É composto por uma introdução, que visa ambientar o leitor à questão, uma caracterização da área, uma revisão histórica do caso, uma seção de exposição da metodologia e a experiência de um dos autores como observador militar da ONU no Saara Ocidental propriamente dita. Por fim, são realizadas considerações finais na conclusão

Compreensões sobre gráficos por professores de escolas no campo

A interpretação de dados estatísticos apresentadas em gráficos vincula-se a competências que devem ser desenvolvidas pelos cidadãos no decurso de sua escolarização. No brasil os contextos de educação do campo são desafiadores uma vez que essa modalidade de demanda que sejam consideradas as especificidades dos contextos campesinos. Este artigo discute aspectos de uma pesquisa que investigou as compreensões sobre gráficos que professores de escolas no campo evidenciaram a partir de entrevistas e oficinas de formação continuada sobre letramento estatístico. Os resultados obtidos das entrevistas evidenciaram algumas lacunas em relação às concepções de educação do campo, bem como evidenciou dificuldades quanto a compreensão dos gráficos propostos para interpretação. As oficinas de formação mostraram-se como espaços importantes de formação para o letramento estatístico, pois os professores sentiram-se incentivados a enriquecer sua prática pedagógica

ROLE OF THE PHARMACIST IN MANAGING HIGH BLOOD PRESSURE OF HYPERTENSIVE PATIENTS IN PRIMARY CARE UNITS

Objective: The aim of this study was to evaluate the influence of pharmaceutical care on the control of high blood pressure (BP) in hypertensive patients. Methods: The study included thirty hypertensive patients from primary or secondary healthcare located in the south of São Paulo, Brazil. Results: The majority of patients was aged over 60 years (68.75%), non-smokers (90%), non-alcoholics (93.33%), did not practice physical activities (93.33%), and presented comorbidities and polypharmacy. The most common drug-related problems were drug-drug interactions, missed doses, incorrect frequency or time of administration, incorrect patient administration technique, and self-medication. The interventions used during the pharmaceutical consultations (PC) were based on the organization of medicines with tools such as a pillbox organizer (84.38%). A significant improvement in BP control (p<0.05) was observed when comparing BP measurements before and after the PC; however, the number of PCs did not influence the BP reduction. Conclusion: Patient guidance and a simple intervention favor better patient understanding of medication administration schedules

NiP/SiC composite coatings: the effects of particles on the electrochemical behaviour

NiP/SiC (17 at.% P) composite coatings were prepared by electrodeposition from a Brenner type plating bath containing SiC particles. Cyclic voltammetry and immersion time were used to evaluate the electrochemical behaviour of these coatings. The results showed that the presence of SiC particles in NiP alloy increased corrosion properties, because the exposed area of the metallic matrix was reduced due to its recovering by SiC particles. However, the current densities developed by the NiP/SiC composite coatings increased with increasing amount of incorporated particles, and such effect is more remarkable for small particles, after heat treatment and when the systems are polarized
