    Evaluation of Cultural Impact on Regional Economic Development in Russia

    Paper is devoted to Dependence of economic development of the Russian regions on their cultural level indicators. It determines and analyzes the influence degree of cultural components of the region development on its economic factors. The investigated statistical base consists of selected cultural and economic indices taken in the period of 2000-2015 years. The hypothesis of significant influence degree of the visits to museums and in particular, theatres number, on the amount of implemented innovational technologies was confirmed. A hypothesis about the close relationship between the volumes of expenditures of the Russian budget for culture and the level of research and development work, as well as directly the number of innovative industrial technologies introduced was confirmed. Hypotheses about the close interaction of cultural indices and such macroeconomic parameters as GDP growth, the volume of the capital investments have not been confirmed. A weak correlation between library holdings volume and the studied economic indicators was noted. The research can be used in design of the regional development programs, in forming budget priorities of budgets projects, or in taking other management decisions programming the basis for effective social and economic policy of the regions

    Assessment of the Potential Biological Activity of Low Molecular Weight Metabolites of Freshwater Macrophytes with QSAR

    The paper focuses on the assessment of the spectrum of biological activities (antineoplastic, anti-inflammatory, antifungal, and antibacterial) with PASS (Prediction of Activity Spectra for Substances) for the major components of three macrophytes widespread in the Holarctic species of freshwater, emergent macrophyte with floating leaves, Nuphar lutea (L.) Sm., and two species of submergent macrophyte groups, Ceratophyllum demersum L. and Potamogeton obtusifolius (Mert. et Koch), for the discovery of their ecological and pharmacological potential. The predicted probability of anti-inflammatory or antineoplastic activities above 0.8 was observed for twenty compounds. The same compounds were also characterized by high probability of antifungal and antibacterial activity. Six metabolites, namely, hexanal, pentadecanal, tetradecanoic acid, dibutyl phthalate, hexadecanoic acid, and manool, were a part of the major components of all three studied plants, indicating their high ecological significance and a certain universalism in their use by various species of water plants for the implementation of ecological and biochemical functions. This report underlines the role of identified compounds not only as important components in regulation of biochemical and metabolic pathways and processes in aquatic ecological systems, but also as potential pharmacological agents in the fight against different diseases

    International audienceAbstract We report here about effective FRET process (73-99%) in mono-Mg2+ complexes of symmetrical crown ether bis(styryl) dyes. The FRET process has not been observed in the free state and in binuclear complexes. The formation of mononuclear complex provides two styrylic fragments with appropriate positions of absorption and emission bands for FRET. The other important parameter for FRET is the proper geometric orientation of both chromophores, which attain sandwich conformation with close positioning of complexed and free styryl fragments induced by ion-modulated geometry reorganization of the bis-dye

    Genetic Structure of Aedes (Stegomyia) albopictus Populations in Russia

    Background: Aedes (Stegomyia) albopictus was found for the first time in 2011 on the Black Sea coast in Russia, and dur­ing 2011–2019, the species expanded over two climate zones Cfa and Csa. Methods: Here, we studied the sequence diversity of the mitochondrial cytochrome c oxidase I (COI) gene, 1317–1433bp in length. In total, 131 specimens of Ae. albopictus sampled from 21 locations in Russia and Abkhazia were examined. Results: Two of the six identified mitochondrial haplotypes were detected for the first time. Four COI haplotypes were shared by at least two studied local populations. The most prevalent H1 and H2 haplotypes dominated in all the sampled localities in the Cfa zone. The H3 haplotype was prevalent in the Csa zone. Other haplotypes were rare. Phylogenetic analyses, spatial isolation and limited gene flow revealed that the samples from the Csa zone differed significantly from those from the Cfa zone

    The Use of Social Networks to Train the Intercultural Dimension of Foreign Languages at Higher Educational Institutions

    The paper aims to identify how social networks contribute to training the intercultural dimension of foreign languages at higher educational institutions. We attempted to answer the questions of what effect the use of social networks has on foreign language training, fostering intercultural and occupational skills, and how both students and teachers perceive the intervention. To achieve research goals, we used quantitative tools, such as (1) checklists, (2) assessment records on English for Specific Purposes, (3) the cultural intelligence scale, (4) the multidimensional emotional empathy scale, and (5) the questionnaire for reflective thinking. Qualitative data were drawn from the observations and interviews. The research findings confirmed that the use of social networks provided students with a true-to-life (authentic) environment and context to gain cultural experience and train a foreign language. This strategy boosts English for Specific Purposes learning and teaching experiences using a distance-learning component. A longitudinal research design enhances transformations in students in terms of emotional empathy and reflective thinking

    Miscellaneous notes on the genus Forsstroemia in Russia (Neckeraceae, Bryophyta)

    Molecular phylogenetic analysis supports the position on the species known as Neckera konoi in the genus Forsstroemia, therefore it is transferred to this genus with a new combination, F. konoi (Broth.) Enroth, Fedosov & Ignatov. Molecular data also confirm the position of F. stricta Laz. described from the Russian Far East in F. producta, a pantropical species. Forstroemia neckeroides is reported from Russia, Primorsky Territory, for the first time.Peer reviewe

    The value of intellectual property is now growing by the day in view of globalization of economic processes and integration of the Russian Federation into the world economy. The need for development of legislation in the field of intellectual property, improvement of legal mechanisms to protect the intellectual deliverables is dictated by a market economy, changes in social relations, as well as the inconsistency of regulatory enforcement, which prevents from proper implementation of the individual’s rights in the sphere of intellectual property realization. Over the past decade, the entrepreneurial activity has demonstrated an increase in a number of facts of recognition of the intellectual property created by an employee as work for hire (WFH). Under these procedures, both employers and employees often make mistakes that subsequently lead to such items being non-protectable. The point is that the current legislation has no procedure or criteria to recognize the intellectual property created by employees as WFH. However, failure to observe the procedures regulated by tax legislation when recognizing the results of an employee's intellectual activity as WFH poses a high risk for instituting administrative action against the employer. In this paper, we will try to determine the procedure and criteria for recognizing the results of an employee's intellectual activity as WFH.El valor de la propiedad intelectual está creciendo día a día en vista de la globalización de los procesos económicos y la integración de la Federación de Rusia en la economía mundial. La necesidad de desarrollar una legislación en el campo de la propiedad intelectual, la mejora de los mecanismos legales para proteger los resultados intelectuales está dictada por una economía de mercado, los cambios en las relaciones sociales, así como la inconsistencia de la aplicación de la normativa, que impide la implementación adecuada de Derechos del individuo en el ámbito de la realización de la propiedad intelectual. Durante la última década, la actividad empresarial ha demostrado un aumento en una serie de hechos de reconocimiento de la propiedad intelectual creada por un empleado como trabajo por contrato (FMH). Según estos procedimientos, tanto los empleadores como los empleados a menudo cometen errores que posteriormente conducen a que dichos elementos no sean protegibles. El punto es que la legislación actual no tiene procedimientos ni criterios para reconocer la propiedad intelectual creada por los empleados como FMH. Sin embargo, el incumplimiento de los procedimientos regulados por la legislación fiscal al reconocer los resultados de la actividad intelectual de un empleado como FMH plantea un alto riesgo de iniciar acciones administrativas contra el empleador. En este documento, trataremos de determinar el procedimiento y los criterios para reconocer los resultados de la actividad intelectual de un empleado como FMH.В настоящее время значение интеллектуальной собственности возрастает с каждым днём в связи с глобализацией экономических процессов и интеграцией Российской Федерации в мировую экономику. Необходимость развития законодательства в сфере интеллектуальной собственности, совершенствование механизмов правовой охраны интеллектуальной собственности диктуется условиями рыночной экономики, изменениями общественных отношений, а также противоречивостью правоприменительной практики, которая не позволяет в полной мере обеспечить реализацию прав субъектов в сфере использования результатов интеллектуальной деятельности. В предпринимательской деятельности за последнее десятилетие происходит увеличение количества фактов признания результатов интеллектуальной деятельности, созданных работником в качестве служебных произведений. В рамках этих процедур работодатели и работники часто допускают ошибки, которые впоследствии приводят к неохраноспособности таких объектов. Сложность заключается в том, что в действующем законодательстве отсутствует порядок и критерии признания созданных работниками объектов интеллектуальной собственности служебными произведениями. Однако при несоблюдении некоторых регламентированных налоговым законодательством процедур в процессе признания результатов интеллектуальной деятельности работника служебными произведениями возникают высокие риски привлечения работодателя к административной ответственности.     A HYBRID DIFFERENTIAL EVOLUTION FOR NON-SMOOTH OPTIMIZATION PROBLEMS

    Solving high dimentional, multimodal, non-smooth global optimization problems faces challenges concerning quality of solution, computational costs or even the impossibility of solving the problem. Evolutionary algorithms, in particular, differential evolution algorithm proved itself as good method of global optimization. On the other side, approach based on subgradient methods are good for optimizing non-smooth functions. Combination of these two approaches enables to improve the quality of the algorithm, using the best features of both methods. In this paper, a new hybrid evolutionary approach based on differential evolution and subgradient algorithm as the local search procedure is proposed. Behavior of the proposed SSGDE algorithm was studied in a numerical experiment on three groups of generated tests. Comparison of the new hybrid algorithm with the pure DE approach showed the advantage of the SSGDE. It has been experimentally established that the proposed method finds the global minimum in the best way for all considered dimensions of the problem with respect to the differential evolution method. The SSGDE algorithm showed the best results with a significant increase in the number of functions

It was found that 8.2% of students, regardless of gender and age, are characterized by low values ​​of this indicator; 3.4% demonstrate high values ​​of the indicator relative to the hygiene norm.Se presentan los resultados del estudio de indicadores cualitativos y cuantitativos sobre la actividad motora de escolares de ambos sexos, obtenidos mediante el uso de dispositivos portátiles individuales: rastreadores de estado físico. Se encontró que el 8.2% de los estudiantes, independientemente de su sexo y edad, se caracterizan por valores bajos de este indicador; El 3,4% demuestra valores altos del indicador en relación con la norma de higiene
