Conclusions. – Bibliografia citada.This article analyses the possible consequences for Spain and Catalonia in the light of recent changes of the financial perspectives of the European Union. First, the article reviews the budgetary relationship between the European Union, Spain and Catalonia; it then presents and evaluates the financial perspectives approved for 2007-2013. This is followed by a detailed analysis of the consequences for Spain and Catalonia of the main allocations included in these perspectives, such as the cohesion policy, policies for growth, and foreign policy. Finally, the conclusions evaluate the impact of these perspectives on Spain and Catalonia, highlighting that both the extension of the European Union and the rate of Spanish economic growth have led to a resituating of the country on economic scales. Even though this has directly resulted in a loss of resources derived from the cohesion policy, it is also true that it has opened the possibility of obtaining certain other advantages, of lesser quantitative weight, but important from a qualitative and strategic point of view, which could have very favourable repercussions in the mid and long term.Este artÃculo analiza las consecuencias que puede tener para España y para Cataluña el reciente cambio en las reglas de juego de las perspectivas financieras de la Unión Europea. Asà pues, el artÃculo repasa, en primer lugar, las relaciones presupuestarias de la Unión Europea con España y Cataluña y, en segundo lugar, presenta y valora las perspectivas financieras aprobadas para el perÃodo 2007-2013. En tercer lugar, se analizan en detalle las consecuencias para España y Cataluña de las principales partidas que incluyen las perspectivas, como son la polÃtica de cohesión, las polÃticas de crecimiento y la polÃtica exterior. Finalmente, un apartado de conclusiones valora el impacto de las mencionadas perspectivas en España y en Cataluña, remarcando que tanto la ampliación de la Unión Europea como el propio ritmo de crecimiento económico español han comportado una reubicación del paÃs en las escalas económicas. Si bien esta reubicación ha tenido como consecuencia directa la pérdida de recursos derivados de la polÃtica de cohesión, también hay que decir que ha abierto la posibilidad de obtener unas ventajas, de menor peso cuantitativo pero importantes desde un punto de vista cualitativo y estratégico, que pueden tener repercusiones muy favorables a medio y largo plazo
The New EU'S Financial Perspective: Implications for Galicia

Unión Europea no medio prazo e, á súa vez, determinan grosso modo o reparto dos ingresos e
dos gastos comunitarios por paÃses.
O obxectivo deste artigo é mostrar, en primeiro lugar, as prioridades da Unión Europea fixadas
nas Perspectivas financeiras para o perÃodo 2007-2013 e, en segundo lugar, estimar as posibles
consecuencias para España e para Galicia.
A análise realizada mostra que na aprobación destas perspectivas primaron os intereses nacionais
en detrimento dos comunitarios, xa que aÃnda que os obxectivos polÃticos fixados son moi
ambiciosos, o seu reflexo orzamentario é extremadamente conservador e continuÃsta.
O resultado para España foi satisfactorio, posto que se conseguiu manter un saldo fiscal positivo,
prorrogar o Fondo de Cohesión e reducir gradualmente as axudas ás comunidades que
deixan de ser obxectivo 1. Ademais, conseguiuse introducir no debate o concepto de cohesión
en materia de innovación tecnolóxica e a súa plasmación orzamentaria, e unha maior implicación
comunitaria en materia de inmigración. Con todo, o éxito tanto para España como para Galicia
das actuais perspectivas dependerá, en gran medida, das actuacións internas que se implementen
para beneficiarse das novas oportunidades que brinda a nova realidade comunitariaLas perspectivas financieras son el reflejo presupuestario de los objetivos polÃticos de la Unión Europea a medio plazo y, a su vez, determinan groso modo el reparto de los ingresos y gastos comunitarios por paÃses.
El objetivo de este artÃculo es mostrar, en primer lugar, las prioridades de la Unión Europea fijadas en las Perspectivas financieras para el perÃodo 2007-2013 y, en segundo lugar, estimar las posibles consecuencias para España y Galicia.
El análisis realizado muestra que en la aprobación de estas perspectivas han primado los intereses nacionales en detrimento de los comunitarios, ya que aunque los objetivos polÃticos fijados son muy ambiciosos, su reflejo presupuestario es extremadamente conservador y continuista.
El resultado para España ha sido satisfactorio, puesto que se ha conseguido mantener un saldo fiscal positivo, prorrogar el Fondo de Cohesión y reducir gradualmente las ayudas a las comunidades que dejan de ser objetivo 1. Además, se consiguió introducir en el debate el concepto de cohesión en materia de innovación tecnológica y su plasmación presupuestaria, y una mayor implicación comunitaria en materia de inmigración. No obstante, el éxito tanto para España como para Galicia de las actuales perspectivas dependerá, en gran medida, de las actuaciones internas que se implementen para beneficiarse de las nuevas oportunidades que brinda la nueva realidad comunitariaThe financial perspectives are the budgetary reflection of the European Union’s political
objectives in the medium term and, in turn, roughly determine the distribution of Community
income and expenditure by country.
This article seeks, firstly, to establish the European Union’s priorities, based on the financial
perspectives for the 2007-13 period, and, secondly, to estimate their possible consequences for
Spain and Galicia.
The study shows that national interests took priority over Community concerns in approving these
perspectives; whilst the political objectives set are highly ambitious, their budgetary reflection
is extremely conservative, offering merely more of the same.
Spain achieved a satisfactory outcome from this process, however with a continuing positive fis
cal balance, the renewal of the Cohesion Fund and only a gradual reduction in aid to regions no
longer eligible under Objective 1. Moreover, Spain was able to make technological innovation
part of the cohesion debate, ensuring that this was reflected in the budget, as well as securing
greater Community involvement in immigration issues. However, success for both Spain and
Galicia with regard to the current perspectives will depend, to a large extent, on the internal
measures taken to ensure that they benefit from the new opportunities presented by the new situation
within the European CommunityS
Territorial redistribution through the EU budget. Empirical evidence at national and regional levels
The purpose of this paper is to estimate the redistributive effects of the European Union Budget between 1995 and 1997 on the countries and regions of the EU. This analysis focuses on the main items of revenue, expenditure and net fiscal balance. The method adopted consists of two stages. First, we estimate the income elasticity of European Union revenues, expenditures and fiscal balance in order to examine the progressive degree of each instrument considered. Secondly, we analyse the impact of each of these instruments on regional and national income in order to evaluate their capacity to reduce differences in per capita income levels
Las polÃticas sociales a nivel local en la Unión Europea (UE-15): Financiación y lecciones para España
En la mayorÃa de los paÃses desarrollados el gasto social (educación, sanidad, protección social) está encomendado al nivel intermedio de administración y al nivel local. En este trabajo se hace un repaso de las diferentes polÃticas de gasto de carácter social de los paÃses de la UE-15, agrupados según las caracterÃsticas de su financiación, para seguidamente hacer una propuesta sobre las polÃticas sociales que se podrÃan descentralizar a los municipios españoles, asà como de su financiación. Se explican las razones que justifican, en nuestro paÃs, la descentralización de competencias hacia los gobiernos locales, asà como las dificultades para ello, que aconsejan un proceso de descentralización gradual y la necesidad de contar con el nivel supramunicipal (mancomunidades, comarcas e incluso la provincia)
Analyzing judicial courts' performance: inefficiency vs congestion
Ascertaining the cause/s of differences in performance between units of the public administration is at least as important as quantifying the very level of individual performance. We identify two causes: inefficiency and congestion. Inefficiency might be due to the fact that inputs are of relatively low quality (e.g, temporary workers) and/or, for a given quality, to the fact that inputs do not have incentives to exert their maximum level of effort. Congestion arises when the number of new cases is above the number that can be solved when full efficiency is achieved. This decomposition is applied to the universe of Catalonian first instance courts for the period 2005-13 applying a fixed-effect panel stochastic frontier model (Wang and Ho, 2010). In this particular case, we conclude that poor performance is not due to inefficiency on the courts' side, but to an increase in the litigation demand, that is, to congestion, while inefficiency tends to decrease along time and is correlated with the presence of temporary judges
Finançament metropolità : el cas de Barcelona
L'expansió urbana que s'ha produït en les darreres dècades tant a Catalunya com, en general, arreu del món ha generat un procés de metropolització a causa del fet que les activitats que duen a terme els ciutadans no acostumen a coincidir geogrà ficament en un sol municipi, sinó que les seves activitats es localitzen dins d'una realitat metropolitana. Aquestes realitats metropolitanes es desenvolupen entorn d'una gran ciutat. Aquesta interrelació econòmica i social que hi ha entre els municipis que configuren una à rea metropolitana fa necessà ria una planificació conjunta, una coordinació de determinats serveis i obres com ara el transport, l'abastament d'aigua i el tractament de residus, entre d'altres. També cal dir que aquestes noves realitats plantegen importants reptes territorials (la gestió de l'explosió urbana, de la mobilitat, dels residus), econòmics (competitivitat, eficiència, innovació, creixement) socials (segregació, marginalitat) polÃtics i institucionals (finançament, governança)
La viabilidad económica de una Cataluña independiente
El objetivo del presente artÃculo es demostrar la viabilidad económica de Cataluña como Estado independiente, analizando en particular los aspectos comerciales y hacendÃsticos. Los datos demuestran que Cataluña tiene un nivel de PIB per cápita por encima de la media UE-15, y a pesar de ser un paÃs de pequeña dimensión cuenta con una economÃa muy abierta que le permite obtener efectos de escala en el crecimiento y ser un paÃs competitivo. Asimismo, en términos hacendÃsticos, se estima que una Cataluña independiente tendrÃa una ganancia fiscal de alrededor del 7% del PIB, lo que le permitirÃa no sólo mantener el actual Estado del Bienestar sino incluso incrementarlo
Catalan Grievances: Do Fiscal Flows Matter?
The purpose of this article is to examine the fiscal flows produced by the actions of the Spanish central public sector concerned with Catalonia and their main determinants. We also compare the Catalan fiscal balance with that of rich territories in other countries (Australia, Belgium, Canada, the USA, Spain and Italy). To this aim the article examines, first, whether the methodology used in Catalonia meets international standards; second, whether the Catalan fiscal deficit is indeed among the largest in a sample of territories analysed; third, which are its main determinants. The methodology for calculating fiscal balances is found to be fairly standardised internationally, revealing that Catalonia has a structural fiscal deficit of between 6 and 8 percent of GDP, according to whether the benefit or the flow approach is applied. These figures are a consequence, to a large extent, of the Spanish system of financing the Autonomous Communities. Finally, we briefly discuss whether the fiscal flows can justify, at least partially, the current secessionist process of Catalonia
Should large Spanish municipalities be financially compensated? Costs and benefits of being a capital/central municipality
We determine the costs and benefits of being a capital or central municipality, where central costs are understood to be incurred specifically as a result of the problems large municipalities located at the centre of an urban agglomeration face (including costs associated with social issues, immigration, commuting and diseconomies of scale) and capital costs result from the presence of regional and/or central government institutions in the municipality (loss of revenue or increase in expenditure because of activity substitution). However, these two qualities might also be beneficial to municipalities (resulting in a direct increase in their revenue or fiscal capacity). By estimating an equation of the expenditure needs and the fiscal capacity of Spanish municipalities with more than 75,000 inhabitants, we find that the central costs incurred by large municipalities are offset by their greater fiscal capacity, but that the same is not true for municipalities that serve as political/administrative capitals
The redistributive, stabiliser and insurance effects at territorial level of federal government budgets
The aim of this study is to estimate the redistributive, stabiliser and insurance effects at territorial level of the federal budget of Australia, Spain, the USA and of the European Union. This analysis is carried out for the budget as a whole through regional fiscal balances and, separately for the revenues and expenditures. The methodology used is a panel data econometric model. The main conclusion is that in all the cases considered the expenditures have higher effects, both redistributive and stabiliser/insurance, than the revenues and that the size of the European budget should increase in order to be able to develope redistributive policies
