The Use and Abuse of Special-Purpose Entities in Public Finance
States increasingly are raising financing indirectly through special-purpose entities (SPEs), variously referred to as authorities, special authorities, or public authorities. Notwithstanding their long history and increasingly widespread use, relatively little is known or has been written about these entities. This article examines state SPEs and their functions, comparing them to SPEs used in corporate finance. States, even more than corporations, use these entities to reduce financial transparency and avoid public scrutiny, seriously threatening the integrity of public finance. The article analyzes how regulation could be designed in order to control that threat while maintaining the legitimate financing benefits provided by these state entities
Constitutional Analogies in the International Legal System
This Article explores issues at the frontier of international law and constitutional law. It considers five key structural and systemic challenges that the international legal system now faces: (1) decentralization and disaggregation; (2) normative and institutional hierarchies; (3) compliance and enforcement; (4) exit and escape; and (5) democracy and legitimacy. Each of these issues raises questions of governance, institutional design, and allocation of authority paralleling the questions that domestic legal systems have answered in constitutional terms. For each of these issues, I survey the international legal landscape and consider the salience of potential analogies to domestic constitutions, drawing upon and extending the writings of international legal scholars and international relations theorists. I also offer some preliminary thoughts about why some treaties and institutions, but not others, more readily lend themselves to analysis in constitutional terms. And I distinguish those legal and political issues that may generate useful insights for scholars studying the growing intersections of international and constitutional law from other areas that may be more resistant to constitutional analogies
Three-D crater analysis of LDEF impact features from stereo imagery
The preliminary results from attempts to derive depth and diameter information from digitized stereo images of impact features on the LDEF are reported. Contrary to our prior assumption, we find that impact craters in the T6 A1 alloy are not paraboloid in cross section, but rather are better described by a 6th-order polynomial curve. We explore the implications of this discovery
The ambivalent shadow of the pre-Wilsonian rise of international law
The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a “moralistic legalistic approach to international relations” remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of “international relations” to the “moralistic legalistic approach to international relation
Network synchronization: Optimal and Pessimal Scale-Free Topologies
By employing a recently introduced optimization algorithm we explicitely
design optimally synchronizable (unweighted) networks for any given scale-free
degree distribution. We explore how the optimization process affects
degree-degree correlations and observe a generic tendency towards
disassortativity. Still, we show that there is not a one-to-one correspondence
between synchronizability and disassortativity. On the other hand, we study the
nature of optimally un-synchronizable networks, that is, networks whose
topology minimizes the range of stability of the synchronous state. The
resulting ``pessimal networks'' turn out to have a highly assortative
string-like structure. We also derive a rigorous lower bound for the Laplacian
eigenvalue ratio controlling synchronizability, which helps understanding the

Femtoscopy of the system shape fluctuations in heavy ion collisions
Dipole, triangular, and higher harmonic flow that have an origin in the
initial density fluctuations has gained a lot of attention as they can provide
additional important information about the dynamical properties (e.g.
viscosity) of the system. The fluctuations in the initial geometry should be
also reflected in the detail shape and velocity field of the system at
freeze-out. In this talk I discuss the possibility to measure such fluctuations

Tracing CP-violation in Lepton Flavor Violating Muon Decays
Although the Lepton Flavor Violating (LFV) decay is
forbidden in the Standard Model (SM), it can take place within various theories
beyond the SM. If the branching ratio of this decay saturates its present bound
[{\it i.e.,} Br], the forthcoming
experiments can measure the branching ratio with high precision and
consequently yield information on the sources of LFV. In this letter, we show
that for polarized , by studying the angular distribution of the
transversely polarized positron and linearly polarized photon we can derive
information on the CP-violating sources beyond those in the SM. We also study
the angular distribution of the final particles in the decay where is defined to be the more energetic positron. We show
that transversely polarized can provide information on a certain
combination of the CP-violating phases of the underlying theory which would be
lost by averaging over the spin of .Comment: 6 pages, 2 figure
Improving the Efficiency of an Ideal Heat Engine: The Quantum Afterburner
By using a laser and maser in tandem, it is possible to obtain laser action
in the hot exhaust gases involved in heat engine operation. Such a "quantum
afterburner" involves the internal quantum states of working gas atoms or
molecules as well as the techniques of cavity quantum electrodynamics and is
therefore in the domain of quantum thermodynamics. As an example, it is shown
that Otto cycle engine performance can be improved beyond that of the "ideal"

Deterministic reaction models with power-law forces
We study a one-dimensional particles system, in the overdamped limit, where
nearest particles attract with a force inversely proportional to a power of
their distance and coalesce upon encounter. The detailed shape of the
distribution function for the gap between neighbouring particles serves to
discriminate between different laws of attraction. We develop an exact
Fokker-Planck approach for the infinite hierarchy of distribution functions for
multiple adjacent gaps and solve it exactly, at the mean-field level, where
correlations are ignored. The crucial role of correlations and their effect on
the gap distribution function is explored both numerically and analytically.
Finally, we analyse a random input of particles, which results in a stationary
state where the effect of correlations is largely diminished
