    Statutory frameworks, institutions and policy processes for climate adaptation : Final Report

    Funded under the National Climate Change Adaptation Research Facility, this study addresses two objectives: To assess the extent to which existing statutory frameworks, associated institutions and policy processes support or impede national adaptation planning and practice, and To make a significant contribution to the development and implementation of a strategic national policy framework. The rationale for conducting this study was two-fold. First, that significant climate change is unavoidable and that it is in Australia’s national interest to adapt to those changes. Climate impacts are many and varied, direct and indirect, hard to predict and quantify generally but particularly at the local scale, and impacts will inevitably affect all sectors and jurisdictions. For this reason, it is a complex policy problem. The IPCC, for example, identifies ten key areas of impact for Australia including increasing frequency and intensity of extreme events such as droughts, bushfires and floods, higher peak temperatures for longer periods of time, and sea level rise. Despite the lack of hard economic data with respect to costs and benefits that might underpin formal business cases to determine precise levels of investment needed for adaptation, the case to adapt is compelling considering the projected effects to Australia’s economy, infrastructure, communities, environment and human life. Second, Australia’s capacity to adapt to climate change will rely on robust, efficient, transparent, fair and flexible institutions which build a resilient and enabling environment in which the necessary behavioural change can occur. While humans and our institutions have a remarkable capacity to adapt to all manner of change, this can occur at great cost to society as a whole or certain segments of it without the guiding hand of judicious policy intervention. This report synthesises our key findings against the two project objectives. In doing so, it focuses on (i) where institutional arrangements currently support or impede climate adaptation policy, and (ii) where revisions or new institutions may be required, and the potential for a strategic national policy framework to achieve those reforms

    ‘It stays with you’: multiple evocative representations of dance and future possibilities for studies in sport and physical cultures

    This article considers the integration of arts-based representations via poetic narratives together with artistic representation on dancing embodiment so as to continue an engagement with debates regarding multiple forms/representations. Like poetry, visual images are unique and can evoke particular kinds of emotional and visceral responses, meaning that alternative representational forms can resonate in different and powerful ways. In the article, we draw on grandparent-grandchild interactions, narrative poetry, and artistic representations of dance in order to illustrate how arts-based methods might synergise to offer new ways of ‘knowing’ and ‘seeing’. The expansion of the visual arts into interdisciplinary methodological innovations is a relatively new, and sometimes contentious approach, in studies of sport and exercise. We raise concerns regarding the future for more arts-based research in the light of an ever-changing landscape of a neoliberal university culture that demands high productivity in reductionist terms of what counts as ‘output’, often within very restricted time-frames. Heeding feminist calls for ‘slow academies’ that attempt to ‘change’ time collectively, and challenge the demands of a fast-paced audit culture, we consider why it is worth enabling creative and arts-based methods to continue to develop and flourish in studies of sport, exercise and health, despite the mounting pressures to ‘perform’

    The structures, the phase diagrams, and the appearance of a neutron resonance in the superconducting state provide phenomenological evidence which relate the heavy fermion, cuprate and Fe superconductors. Single- and multi-band Hubbard models have been found to describe a number of the observed properties of these materials so that it is reasonable to examine the origin of the pairing interaction in these models. Here based on the experimental phenomenology and studies of the momentum and frequency dependence of the pairing interaction for Hubbard-like models, we suggest that spin-fluctuation mediated pairing is the common thread linking this broad class of superconducting materials.Comment: This work arose from an invitation to present an overview regarding "the mechanism of high temperature superconductivity including the cuprates and Fe- pnictides" at the 9th International Conference on Materials and Mechanisms of Superconductivity held in Tokyo (September 7-12, 2009

    Frailty Assessment in Vascular OUtpatients Review (FAVOUR) PROTOCOL – single-centre prospective cohort study comparing feasibility and prognostic value of commonly used frailty assessment tools

    Introduction: Frailty has consistently demonstrated associations with poorer healthcare outcomes. Vascular guidelines have recognised the importance of frailty assessment. However, an abundance of frailty tools and a lack of prospective studies confirming suitability of routine frailty assessment in clinical practice has delayed the uptake of these guidelines. The Frailty Assessment in Vascular OUtpatients Review study speaks to this evidence gap. The primary aim is to assess feasibility of implementing routine frailty assessment in a reproducible outpatient setting. Secondary objectives include comparing prognostic values and interuser agreement across five frailty assessment tools. Methods and analysis: This single-centre prospective cohort study of feasibility is conducted in a rapid-referral vascular surgery clinic, serving a population of 2 million. Adults with capacity (>18 years), attending a clinic for any reason, are eligible for inclusion. Five assessments are completed by patient (Rockwood Clinical Frailty Scale (CFS) and Frail NonDisabled Questionnaire), clinician (CFS, Healthcare Improvement Scotland FRAIL tool and ‘Initial Clinical Evaluation’) and researcher (11-item modified Frailty Index). Consistent with feasibility objectives, outcome measures include recruitment rates, frailty assessment completion rates, time-to-complete assessments and interuser variability. Electronic follow-up at 30 days and 1 year will assess home-time and mortality as prognostic indicators. Patients treated surgically/endovascularly will undergo additional 30-day and 1-year postoperative follow-up, outcome measures include: surgical procedure, mortality, complications (according to Clavien-Dindo Classification), length of stay, readmission rates, non-home discharge, home-time, higher social care requirements on discharge and amputation-free survival. Prognostic value will be compared by area under receiver operating characteristic curves. Continuous outcome variables will be analysed using Spearman’s rank correlation coefficient. Interuser agreement will be compared by percentage agreement in Cohen’s kappa coefficient.  Ethics and dissemination: The study is sponsored by National Health Service Greater Glasgow and Clyde (R&IUGN23CE014). London-Riverside REC (23/PR/0062) granted ethical approval. Results will be disseminated through publication in peer-reviewed vascular surgery and geriatric medicine themed journals and presentation at similar scientific conferences.     Experimental evidence of the effects of an early intervention programme on economics student achievement

    Early Intervention programmes are used in various ways in higher education in an attempt to identify struggling students at an early point in their coursework and to enable improvement in student outcomes. Despite being an increasingly common policy measure that is relatively easy to implement, little empirical evidence exists regarding the effectiveness of such programmes. Based on a study design that randomly assigns treatment eligibility across economics classes, we find that those who were reported for Early Intervention received final grades that were on average almost 4.3% higher than those who were not. The estimated effect of the programme on grade improvement, however, is smaller and not statistically significant. Some evidence exists for heterogeneous treatment effects, most notably the higher estimated effect for students in introductory classes
