    Arbitration under the Canada Labour Code: A Neglected Policy and an Incomplete Legislative Framework

    Arbitration under the Canada Labour Code\u27 is an elusive subject. There is not independent text on law in the federal jurisdiction, where grievance arbitration is a neglected policy operating within an imcomplete legislative framework. The lack of prominence of a federal body of arbitral law and practice is readily exemplified by the fact that the federal law influence is frequently ignored or overlooked. A pertinent example is a 1976 case involving British Columbia Telephone Company and the Federation of Telephone Workers of British Columbia in which an arbitration board of three prominent members of the bar proceeded pursuant to the Labour Code of British Columbia. 2 Such oversights are not confined to British Columbia. In Ontario arbitrators have applied provincial legislation to arbitrations involving Air Canada3 and C. N. Telecommunications

    Evidence Based Repositioning Strategies to Improve Pressure Injury Rates

    Pressure injuries (PI) affect approximately 1-3 million people in the United States annually, and amount to 3-11 billion dollars in yearly healthcare costs (Mondragon et al., 2021; Padula & Delarmente, 2019). In veterans who seek care, especially the elderly (\u3e65 y/o), pressure injuries are particularly devastating because they increase hospital costs and lengthen stays (Stroupe et al., 2011). In light of these statistics, the aim of this project was to decrease PI rates in veteran patients through the implementation of evidence-based practice. This project was conducted on a medical/surgical telemetry unit with 18 beds at a Northern California hospital that serves veterans. The tools used to analyze the microsystem and guide this quality improvement project included a SWOT analysis, process map, Root cause analysis (RCA), and PICOT question. After collecting microsystem data, we recognized unclear PI prevention methods and an absence of repositioning documentation. This represented a gap in care that needed to be addressed, and to solve this we conducted a literature review that turned up the SSKIN PI prevention bundle. This bundle demonstrated promising results in reducing PI’s, but due to constraints, we were not able to implement the intervention. Consequently, the results of the study were based on SSKIN bundle research. Using this as a template we expect the SSKIN bundle to have a positive effect on the PI rates on the unit. This project provided great insight into staff knowledge about pressure injuries, and will serve as a framework for future improvement projects on the unit

    Anthropology is the study of human behavior and culture, and anthropologists in the United States divide their research into four sub-fields of study: physical anthropology; archaeology; linguistic anthropology; and cultural anthropology. North American anthropology draws its impetus from the foundational work of Franz Boas, a professor at Columbia University who lived along the Arctic Circle on Baffin Island, Canada for one year in the late nineteenth century where he kept copious notes of the language, life ways and customs of the Inuit. The following year, Boas collaborated with several museums conducting fieldwork along the North Pacific Coast setting the tone for anthropologists working closely with native peoples taking extensive field-notes about their world and worldviews as well as collaborating with museums to educate the public about these very issues. Following Boas’s example, anthropologists have conducted ethnographic research on cultures throughout the world and have, through museums, archival collections, and publications, created a rich record of humanity’s diverse belief systems, forms of social organization, and political dynamics.The Border Studies Archive, with it focus on the U.S. Mexico border in general and the Rio Grande Valley in particular, represents one such documentation and preservation initiative

    A quick activating closure and handling system, which utilizes conical sections for locking, was developed to allow quick access to the combustor internal components of the 8 ft High Temperature Tunnel. These critical components include the existing methane spraybar, a transpiration cooled nozzle and the new liquid oxygen (LOX) injection system housed within the combustor. A substantial cost savings will be realized once the mechanism is installed since it will substantially reduce the access time and increase the time available for conducting wind tunnel tests. A need exists for more frequent inspections when the wind tunnel operates at the more severe conditions generated by using LOX in the combustor. A loads analysis and a structural (finite element) analysis were conducted to verify that the new closure system is compatible with the existing pressure shell. In addition, strain gages were placed on the pressure vessel to verify how the pressure shell reacts to transient pressure loads. A scale model of the new closure system was built to verify the operation of the conical sections in the locking mechanisms

    Cross-Modal Health State Estimation

    Full text link
    Individuals create and consume more diverse data about themselves today than any time in history. Sources of this data include wearable devices, images, social media, geospatial information and more. A tremendous opportunity rests within cross-modal data analysis that leverages existing domain knowledge methods to understand and guide human health. Especially in chronic diseases, current medical practice uses a combination of sparse hospital based biological metrics (blood tests, expensive imaging, etc.) to understand the evolving health status of an individual. Future health systems must integrate data created at the individual level to better understand health status perpetually, especially in a cybernetic framework. In this work we fuse multiple user created and open source data streams along with established biomedical domain knowledge to give two types of quantitative state estimates of cardiovascular health. First, we use wearable devices to calculate cardiorespiratory fitness (CRF), a known quantitative leading predictor of heart disease which is not routinely collected in clinical settings. Second, we estimate inherent genetic traits, living environmental risks, circadian rhythm, and biological metrics from a diverse dataset. Our experimental results on 24 subjects demonstrate how multi-modal data can provide personalized health insight.     Initial Validation of Robotic Operations for In-Space Assembly of a Large Solar Electric Propulsion Transport Vehicle

    Developing a capability for the assembly of large space structures has the potential to increase the capabilities and performance of future space missions and spacecraft while reducing their cost. One such application is a megawatt-class solar electric propulsion (SEP) tug, representing a critical transportation ability for the NASA lunar, Mars, and solar system exploration missions. A series of robotic assembly experiments were recently completed at Langley Research Center (LaRC) that demonstrate most of the assembly steps for the SEP tug concept. The assembly experiments used a core set of robotic capabilities: long-reach manipulation and dexterous manipulation. This paper describes cross-cutting capabilities and technologies for in-space assembly (ISA), applies the ISA approach to a SEP tug, describes the design and development of two assembly demonstration concepts, and summarizes results of two sets of assembly experiments that validate the SEP tug assembly steps
