    Further Evidence on Empirical Relationships Between Earnings and Cash Flows

    Recently in Australia, regulations have been proclaimed requiring companies to make cashflow disclosures in addition to earnings disclosures from 30 June 1992. This paper provides evidence on relationships between earnings and cash flow measures and in so doing examines the external validity of a U.S.A study of these relationships by Bowen, Burgstahler and Daley [1986]. We also extend their study through an industry analysis of the relationships. Evidence is presented first that shows low correlations between traditional cash flow measures (i.e., net income plus depreciation and amortisation; and working capital from operations) and a more refined cash flow measure (with additional adjustments for changes in non-cash current assets and current liabilities). Second, traditional cash flow measures exhibit high correlations with earnings, while the more refined cash flow measure has a lower correlation with earnings. Finally, traditional cash flow measures better predict future cash flows than models based on earnings or a more refined cash flow meaure. The industry evidence, albeit on small sample sizes, shows that the results on the first two issues, but not the latter issue, are generalisable across industry categories

    How Do Different Sources of Partisanship Influence Government Accountability in Europe?

    The possibility of holding representatives to account through regular elections is one of the cornerstones of representative democracy. The precise role of partisanship in doing this has not been extensively examined. Using survey data from Europe (2002–2012), we show that partisanship can weaken or strengthen accountability, depending on its sources. If it is an affective-psychological attitude, as the Michigan school suggests, then it weakens accountability because it acts as a perceptual screen. If, however, it is a calculation of party performance which is constantly updated by citizens, then it strengthens accountability. The findings suggest that partisanship in Europe has been quite responsive to performance over the ten-year period. Instead of acting as a screen that inhibits accountability, partisanship appears rooted in calculations of party performance and so enhances accountability. However, the effects are asymmetric with left-leaning partisans more sensitive to the performance of their governments than right-leaning partisans

Managing interactions between human activities and marine mammals often relies on an understanding of the real‐time distribution or occurrence of animals. Visual surveys typically cannot provide persistent monitoring because of expense and weather limitations, and while passive acoustic recorders can monitor continuously, the data they collect are often not accessible until the recorder is recovered. 2. We have developed a moored passive acoustic monitoring system that provides near real‐time occurrence estimates for humpback, sei, fin and North Atlantic right whales from a single site for a year, and makes those occurrence estimates available via a publicly accessible website, email and text messages, a smartphone/tablet app and the U.S. Coast Guard's maritime domain awareness software. We evaluated this system using a buoy deployed off the coast of Massachusetts during 2015–2016 and redeployed again during 2016–2017. Near real‐time estimates of whale occurrence were compared to simultaneously collected archived audio as well as whale sightings collected near the buoy by aerial surveys. 3. False detection rates for right, humpback and sei whales were 0% and nearly 0% for fin whales, whereas missed detection rates at daily time scales were modest (12%–42%). Missed detections were significantly associated with low calling rates for all species. We observed strong associations between right whale visual sightings and near real‐time acoustic detections over a monitoring range 30–40 km and temporal scales of 24–48 hr, suggesting that silent animals were not especially problematic for estimating occurrence of right whales in the study area. There was no association between acoustic detections and visual sightings of humpback whales. 4. The moored buoy has been used to reduce the risk of ship strikes for right whales in a U.S. Coast Guard gunnery range, and can be applied to other mitigation applications.We thank Annamaria Izzi, Danielle Cholewiak and Genevieve Davis of the NOAA NEFSC for assistance in developing the analyst protocol.     Detection of Large Grains in the Coma of Comet C/2001 A2 (LINEAR) from Arecibo Radar Observations

    Arecibo S-band (lambda=13cm) radar observations of Comet C/2001 A2 (LINEAR) on 2001 July 7-9 showed a strong echo from large coma grains. This echo was significantly depolarized. This is the first firm detection of depolarization in a grain-coma radar echo and indicates that the largest grains are at least lambda / 2 or 2 cm in radius. The grains are moving at tens of m/s with respect to the nucleus. The non-detection of the nucleus places an upper limit of 3 km on its diameter. The broad, asymmetric echo power spectrum suggests a fan of grains that have a steep (differential number ~ a^-4) size distribution at cm-scales, though the observed fragmentation of this comet complicates that picture.Comment: 20 pages, 3 tables, 5 figures Submitted to Icaru

    This is the report of the eleventh of a series of workshops organised by the European Centre for the Validation of Alternative Methods (ECVAM), which was established in 1991 by the European Commission. ECVAM\u27s main goal, as defined in 1993 by its Scientific Advisory Committee, is to promote the scientific and regulatory acceptance of alternative methods which are of importance to the biosciences and which reduce, refine or replace the use of laboratory animals. One of the first priorities set by ECVAM was the implementation of procedures which would enable it to become well-informed about the state-of-the-art of non-animal test development and validation. and the potential for the possible incorporation of replacement alternative tests into regulatory procedures. It was decided that this would be best achieved by the organisation of ECVAM workshops on specific topics, at which small groups of invited experts would review the current status of various types of in vitro tests and their potential uses, and make recommendations about the best ways forward
