Abschätzung der Entwicklung der Netznutzungsentgelte in Deutschland
Zur Umsetzung der Energiewende ist in den kommenden Jahren ein substantieller Netzausbau notwendig, der jedoch regional unterschiedlich stark ausfallen wird. Nach gegenwärtiger Gesetzeslage werden die folglich sehr unterschiedlich hohen Netzkosten von den Endkunden des jeweiligen Netzgebietes über die Netznutzungsentgelte getragen. Mittels eines detaillierten Modells der Kostenbestandteile der Netzkosten in den einzelnen Regionen wurden unter Berücksichtigung des erwarteten Netzausbaus sowie der demographischen Entwicklung die Netznutzungsentgelte, geschlüsselt nach den Kundengruppen Haushalt und Gewerbe sowie Industrie bis zum Jahr 2023 prognostiziert.
Die anschließende Analyse eines bundesweiten Wälzens von Übertragungs- und Verteilungsnetzbestandteilen der Entgelte kommt zu dem Ergebnis, dass in Zukunft neben den ostdeutschen Flächenländern auch die Küstenländer Schleswig-Holstein und Niedersachsen sowie Teile Bayerns von einem bundeseinheitlichen Entgelt profitieren würden. Dabei stellt sich eine asymmetrische Verteilung von Be- und Entlastungen dar. Den zum Teil erheblichen jährlichen Entlastungen von bis zu 130 EUR pro 3-Personenhaushalt stehen in den süd- und westdeutschen Flächenländern vergleichsweise geringe Mehrbelastungen von maximal 30 EUR gegenüber. Gleichzeitig zeigt die Analyse, dass ein alleiniges Wälzen der Übertragungsnetzkosten zum heutigen Stand für Industriekunden in Ostdeutschland zwar merkliche Entlastungen mit sich bringen würde, diese aber zukünftig abnehmen und im Haushaltskundenbereich sehr gering ausfallen.
Insgesamt lässt sich aus den Ergebnissen der Analyse schlussfolgern, dass die regionale Ungleichverteilung der Netzkosten tendenziell zunimmt und es Regionen in Deutschland gibt, in denen hohe Netzausbaukosten, eine negative demographische Entwicklung und eine geringe Kaufkraft zusammentreffen und so Privathaushalte sowie Industriebetriebe stark belasten.:1 Zusammenfassung und Schlussfolgerungen

Kurzgutachten zur regionalen Ungleichverteilung der Netznutzungsentgelte: Bestandsaufnahme und pragmatische Lösungsansätze; im Auftrag der 50Hertz Transmission GmbH
Der zur Umsetzung der Energiewende notwendige Netzausbau fällt regional sehr unterschiedlich hoch aus. Durch die bestehende Entgeltsystematik ergeben sich hierbei potentielle Mehrbelastungen für Stromkunden in Regionen mit einem hohen Anteil an Erneuerbaren Energien. Aktuell sind vor allem in den neuen Bundesländern höhere Entgelte zu verzeichnen.
Im Rahmen dieses Kurzgutachtens werden mittels eines detaillierten Modells der Netzkosten auf den unterschiedlichen Spannungsebenen nach Landkreisen aufgeschlüsselte Netznutzungsentgelte bis zum Jahr 2024 prognostiziert.
Darüber hinaus werden fünf Anpassungsvarianten der bestehenden Entgeltsystematik quantitativ analysiert und diskutiert:
Einheitliches Übertragungsnetzentgelt
Streichung der vermiedenen Netznutzungsentgelte für dargebotsabhängige Erzeuger
Preiskorridore für Endkundenentgelte
Bundeseinheitliche Entgelte für Endkunden
Wälzen der durch Erneuerbare Energien (EE) bedingten Verteilernetzkosten
Aus den Analysen ergeben sich vor allem für die Varianten Entgeltkorridore, bundeseinheitliche Entgelte sowie für das Wälzen der EE-bedingten Verteilernetzkosten signifikante Entlastungseffekte für Kunden mit sehr hohen Entgelten bei moderater Mehrbelastung der übrigen Stromkunden. Obwohl die letzte Variante zu einer verursachungsgerechteren Kostenverteilung führen würde, ist deren Umsetzbarkeit äußerst fraglich. Erste Maßnahmen um ein Auseinanderdriften der Entgelte abzuschwächen, die deutlich einfacher umzusetzen sind, wären die Einführung eines einheitlichen Übertragungsnetzentgelts sowie die Streichung vermiedener Netznutzungsentgelte für dargebotsabhängige Erzeuger.:Inhaltsverzeichnis III

Mapping the cold dust temperatures and masses of nearby Kingfish galaxies with Herschel
Taking advantage of the sensitivity and angular resolution of the Herschel
Space Observatory at far-infrared and submm wavelengths, we aim to characterize
the physical properties of cold dust within nearby galaxies and study the
robustness of the parameters we derive using different modified blackbody
models. For a pilot subsample of the KINGFISH program, we perform 2 temperature
fits of the Spitzer and Herschel photometric data (24 to 500um), with a warm
and a cold component, globally and in each resolution element.At global scales,
we observe ranges of values for beta_c(0.8 to 2.5) and Tc(19.1 to 25.1K).We
compute maps of our parameters with beta fixed or free to test the robustness
of the temperature and dust surface density maps we deduce. When the emissivity
is fixed, we observe temperature gradients as a function of radius.When the
emissivity is fitted as a free parameter, barred galaxies tend to have uniform
fitted emissivities.Gathering resolved elements in a Tc-beta_c diagram
underlines an anti-correlation between the two parameters.It remains difficult
to assess whether the dominant effect is the physics of dust grains, noise, or
mixing along the line of sight and in the beam. We finally observe in both
cases that the dust column density peaks in central regions of galaxies and bar
ends (coinciding with molecular gas density enhancements usually found in these
locations).We also quantify how the total dust mass varies with our assumptions
about the emissivity index as well as the influence of the wavelength coverage
used in the fits. We show that modified blackbody fits using a shallow
emissivity (beta_c < 2.0) lead to significantly lower dust masses compared to
the beta_c < 2.0 case, with dust masses lower by up to 50% if beta_c=1.5 for
instance.The working resolution affects our total dust mass estimates: masses

Advanced Data Chain Technologies for the Next Generation of Earth Observation Satellites Supporting On-Board Processing for Rapid Civil Alerts
The growing number of planned Earth Observation (EO) satellites, together with the increase in payload resolution and swath, brings to the fore the generation of unprecedented volumes of data that needs to be downloaded, processed and distributed with low latency. This creates a severe bottleneck problem, which overloads ground infrastructure, communications to ground, and hampers the provision of EO products to the End User with the required performances.
The EO-ALERT project (http://eo-alert-h2020.eu/), an H2020 European Union research activity, proposes the definition of next-generation EO missions by developing an on-board high speed EO data processing chain, based on a novel flight segment architecture that moves optimised key EO data processing elements from the ground segment to on-board the satellite. EO-ALERT achieves, globally, latencies below five minutes for EO products delivery, reaching latencies below 1 minute in some scenarios.
The proposed architecture solves the above challenges through a combination of innovations in the on-board elements of the data chain and the communications link. Namely, the architecture introduces innovative technological solutions, including on-board reconfigurable data handling, on-board image generation and processing for generation of alerts (EO products) using Artificial Intelligence (AI), high-speed on-board avionics, on-board data compression and encryption using AI and reconfigurable high data rate communication links to ground including a separate chain for alerts with minimum latency and global coverage. Those key technologies have been studied, developed, implemented in software/hardware (SW/HW) and verified against previously established technologies requirements to meet the identified user needs.
The paper presents the development of the innovative solutions defined during the project for each of the above mentioned technological areas and the results of the testing campaign of the individual SW/HW implementations within the context of two operational scenarios: ship detection and extreme weather observation (nowcasting), both requiring a high responsiveness to events to reduce the response time to few hours, or even to minutes, after an emergency situation arises.
The technologies have been experimentally evaluated during the project using relevant EO historical sensor data. The results demonstrate the maturity of the technologies, having now reached TRL 4-5. Generally, the results show that, when implemented using COTS components and available communication links, the proposed architecture can generate alerts with a latency lower than five minutes, which demonstrates the viability of the EO-ALERT concept. The paper also discusses the implementation on an Avionic Test Bench (ATB) for the validation of the integrated technologies chain
