    Michelle Alexander, in The New Jim Crow, argues that the American legal system is a racial caste system maintained by unequal drug laws, what she terms, “The New Jim Crow” laws. This essay explores the limits of her thesis in relation to Latino/a population in the United States. Specific attention is paid to the Latino/a population in Wisconsin where racial disparities in the penal system are the greatest in America. Analysis of government data suggests that Alexander’s research reproduces the tendency of the American legal system to define race in binary terms: black and white.     A generalization of the Banach-Steinhaus theorem for finite part limits

    It is well known, as follows from the Banach-Steinhaus theorem, that if a sequence {yn}n=1\left\{ y_{n}\right\} _{n=1}^{\infty} of linear continuous functionals in a Fr\'{e}chet space converges pointwise to a linear functional Y,Y, Y(x)=limnyn,xY\left( x\right) =\lim_{n\rightarrow\infty}\left\langle y_{n} ,x\right\rangle for all x,x, then YY is actually continuous. In this article we prove that in a Fr\'{e}chet space\ the continuity of YY still holds if YY is the \emph{finite part} of the limit of yn,x\left\langle y_{n},x\right\rangle as n.n\rightarrow\infty. We also show that the continuity of finite part limits holds for other classes of topological vector spaces, such as \textsl{LF}-spaces, \textsl{DFS}-spaces, and \textsl{DFS} ^{\ast}-spaces,\ and give examples where it does not hold

    The Frobenius problem, rational polytopes, and Fourier-Dedekind Sums

    We study the number of lattice points in integer dilates of the rational polytope P=(x1,...,xn)R0n:k=1nxkak1P = (x_1,...,x_n) \in \R_{\geq 0}^n : \sum_{k=1}^n x_k a_k \leq 1, where a1,...,ana_1,...,a_n are positive integers. This polytope is closely related to the linear Diophantine problem of Frobenius: given relatively prime positive integers a1,...,ana_1,...,a_n, find the largest value of t (the Frobenius number) such that m1a1+...+mnan=tm_1 a_1 + ... + m_n a_n = t has no solution in positive integers m1,...,mnm_1,...,m_n. This is equivalent to the problem of finding the largest dilate tP such that the facet k=1nxkak=t\sum_{k=1}^n x_k a_k = t contains no lattice point. We present two methods for computing the Ehrhart quasipolynomials of P which count the integer points in the dilated polytope and its interior. Within the computations a Dedekind-like finite Fourier sum appears. We obtain a reciprocity law for these sums, generalizing a theorem of Gessel. As a corollary of our formulas, we rederive the reciprocity law for Zagier's higher-dimensional Dedekind sums. Finally, we find bounds for the Fourier-Dedekind sums and use them to give new bounds for the Frobenius number.Comment: Added journal referenc

    De los 32 departamentos con los que cuenta Colombia, solo uno de ellos no ha reportado incidentes con explosivos, departamento de San Andrés y Providencia, lo que denota una generalizada problemática nacional de la cual no escapa ninguna población. Estos eventos dada la gravedad de secuelas que dejan en las victimas deben ser atendidos, investigados y penalizados por las autoridades colombianas. Es deber del Cuerpo Técnico de Investigación investigar este delito sin importar la región del país en que sucedan los hechos o las victimas que se puedan presentar en los incidentes.Of the 32 departments are there in Colombia, only one of them has no reported incidents involving explosives, department of San Andres and Providencia, reflecting a widespread national problem which does not escape any population. These events given the severity of sequelae that leave victims must be addressed, investigated and penalized by the Colombian authorities. It is the duty of the Technical Investigation investigate this crime regardless of region of the country where the events occur or victims that may arise in the incidents. Given the seriousness of the criminal phenomenon in Colombia is required to take immediate action to ensure the technical and investigative efficiency of criminal proceedings conducted by the judicial police. It's just clear that the statistics of criminal events is overflowing making it difficult and sometimes impossible to quick attention of justice in all these events

    In 2008, CIGRÉ WG A3.22 published Technical Brochure 362: ?Technical Requirements for Substation Equipment exceeding 800 kV AC?. A second TB is now available which further develops the background information and, where appropriate, presents recommendations for the international specification and standardization of UHV equipment. As the studies ofWG A3.22 are based on only a few examples of UHV projects, some subtle modifications to earlier conclusions and recommendations are incorporated in this document however these are bothminor and limited. Such refinements will, doubtless, continue as service experience with UHV systems increases. Indeed, since January 6th, 2009, in China, a single circuit 1100 kV overhead line systemwith three substations has been in full operation and this is sure to provide valuable data over the coming years.     Evaluation of MODIS Land products for air temperature estimations in Colombia

    El producto moderate resolution imaging spectroradiometer (MODIS) land-surface temperature/emissivity (LST ) es a menudo utilizado en estudios meteorológicos para evaluaciones en tiempo cuasireal. Colombia requiere de un manejo prospectivo de sus ecosistemas productivos, sin embargo no existe una alta densidad de mediciones para la temperatura de la superficie (temperatura del aire a 2 m). La validación clásica de los productos MODIS incluye trabajo de campo para la calibración y la medición de las diferencias entre los radiómetros y el sensor MODIS. Para esta investigación, los datos del producto LST de MODIS son comparados con estaciones climatológicas usando técnicas de regresión múltiple para aumentar la exactitud de MODIS LST en conjunto con los productos MOD09GA , MOD17A2, MOD15A2 y MOD13A2 como parámetros auxiliares (variables explicativas) dentro del modelo final. Las mediciones terrestres se realizaron en la zona Caribe, Casanare y Valle del Cauca, usando las estaciones agroclimatológicas en la primera temporada seca de 2007 y los datos MODIS en versión diaria. El índice de vegetación aumentado, la porción de radiación activa fotosintética y la fotosíntesis neta son incluidas en el modelo final como estimadores del parámetro clave para la temperatura del aire: la vegetación. Finalmente dos factores son propuestos para la estimación de la temperatura de la superficie-LST : ángulo cenit del sensor y ángulo cenit del sol, que registran los cambios en la reflectancia de la vegetación y la sensibilidad del sensor.The moderate resolution imaging spectroradiometer (MODIS) land-surface temperature/emissivity (LST) product is often used for studies in meteorology due to its ability for near realtime evaluations. Colombia, as a country requires a prospective management for its productive ecosystems, but currently does not have sufficient spatially-distributed field data for air temperature at 2-m above the ground. The traditional validation of MODIS products includes field campaigns for calibrating and measuring differences between the satellite sensor and radiometers. For this research, the LST data on the ground was compared with climatologic stations using multiple regression techniques for improving the accuracy of the LST from MODIS, using MOD09GA, MOD17A2, MOD15A2, MOD13A2 as ancillary parameters (explanatory variables) in the final model. The ground measurements were obtained in the Caribbean zone and the Casanare and Valle del Cauca departments in Colombia, using agroclimatic stations in the first dry season of 2007 and daily MODIS data. Enhanced vegetation index, fraction of photosynthetically active radiation, and net photosynthesis were included in the final model for explaining the vegetation as a key parameter for air temperature. Finally, two factors were proposed for LST estimation: sensor zenith angle and solar zenith angle due to the reflectance of the vegetation and sensitivity of the sensor.Fil: Castro Diaz, Ivan Ricardo.
