    Real options and scenario planning as a way to gain insight into flexibility in health care real estate management, a first exploration

    Real estate management in health care faces many uncertainties, and more specific in the Netherlands even more because of changing regulations regarding\ud the financing of capital costs. Therefore we propose, based on literature and a\ud survey, to use scenario planning in combinations with the real option approach to deal with these uncertainties. The survey shows that limited use is made of future uncertainties and options for flexibility in the responded Dutch hospitals. Real options provide insight for real estate managers into opportunities for flexibility when making strategic decisions in real estate management, such as choosing for a building organisation form

    Disentangling scale approaches in governance research: comparing monocentric, multilevel, and adaptive governance

    The question of how to govern the multiscale problems in today’s network society is an important topic in the fields of public administration, political sciences, and environmental sciences. How scales are defined, studied, and dealt with varies substantially within and across these fields. This paper aims to reduce the existing conceptual confusion regarding scales by disentangling three representative approaches that address both governance and scaling: monocentric governance, multilevel governance, and adaptive governance. It does so by analyzing the differences in (1) underlying views on governing, (2) assumptions about scales, (3) dominant problem definitions regarding scales, and (4) preferred responses for dealing with multiple scales. Finally, this paper identifies research opportunities within and across these approaches

    Toward a relational concept of uncertainty: about knowing too little, knowing too differently, and accepting not to know

    Uncertainty of late has become an increasingly important and controversial topic in water resource management, and natural resources management in general. Diverse managing goals, changing environmental conditions, conflicting interests, and lack of predictability are some of the characteristics that decision makers have to face. This has resulted in the application and development of strategies such as adaptive management, which proposes flexibility and capability to adapt to unknown conditions as a way of dealing with uncertainties. However, this shift in ideas about managing has not always been accompanied by a general shift in the way uncertainties are understood and handled. To improve this situation, we believe it is necessary to recontextualize uncertainty in a broader way¿relative to its role, meaning, and relationship with participants in decision making¿because it is from this understanding that problems and solutions emerge. Under this view, solutions do not exclusively consist of eliminating or reducing uncertainty, but of reframing the problems as such so that they convey a different meaning. To this end, we propose a relational approach to uncertainty analysis. Here, we elaborate on this new conceptualization of uncertainty, and indicate some implications of this view for strategies for dealing with uncertainty in water management. We present an example as an illustration of these concepts.     Do scale frames matter? Scale frame mismatches in the decision making process of a 'mega farm' in a small Dutch village

    Scale issues are an increasingly important feature of complex sustainability issues, but they are mostly taken for granted in policy processes. However, the scale at which a problem is defined as well as the scale at which it should be solved are potentially contentious issues. The framing of a problem as a local, regional, or global problem is not without consequences and influences processes of inclusion and exclusion. Little is known about the ways actors frame scales and the effect of different scale frames on decision making processes. This paper addresses the questions that different scale frames actors use and what the implications of scale frames are for policy processes. It does so by analyzing the scale frames deployed by different actors on the establishment of a so-called new mixed company or mega farm and the related decision making process in a Dutch municipality. We find that actors deploy different and conflicting scale frames, leading to scale frame mismatches. We conclude that scale frame mismatches play an important role in the stagnation of the decision making proces

    Uncertainties in climate change projections and regional downscaling: implications for water resources management

    Climate change is expected to have a large impact on water resources worldwide. A major problem in assessing the potential impact of a changing climate on these resources is the difference in spatial scale between available climate change projections and water resources management. Regional climate models (RCMs) are often used for the spatial disaggregation of the outputs of global circulation models. However, RCMs are time-intensive to run and typically only a small number of model runs is available for a certain region of interest. This paper investigates the value of the improved representation of local climate processes by a regional climate model for water resources management in the tropical Andes of Ecuador. This region has a complex hydrology and its water resources are under pressure. Compared to the IPCC AR4 model ensemble, the regional climate model PRECIS does indeed capture local gradients better than global models, but locally the model is prone to large discrepancies between observed and modelled precipitation. It is concluded that a further increase in resolution is necessary to represent local gradients properly. Furthermore, to assess the uncertainty in downscaling, an ensemble of regional climate models should be implemented. Finally, translating the climate variables to streamflow using a hydrological model constitutes a smaller but not negligible source of uncertainty
