    Change in the political economy of land value capture in England

    Variations in the character, performance and impact of policies and practices to capture land value for the community are usually examined by analysing experience in different countries. Such international comparative research is cross-sectional and does not cover the evolving relations between systems of land value capture and the economies, polities and societies within which they are set. This paper examines the relations in England between the extant political economy and supporting ideologies, and the distinctive forms of land value capture that they produced. It traces the shift from a top-down, strategic approach in an era of corporatist government before 1979 to the subsequent extension and consolidation of bottom-up practice set within the context of neo-liberalism. The analysis highlights the evolution of the idea of land value capture and the policies and practices associated with it, especially the contestation that informed such changes

    Life after Regions? The Evolution of City-regionalism in England

Following the demise of English regional policy in 2004, city-regions have come to represent the in vogue spatial scale amongst policy elites. The result has been a proliferation of actual and proposed policies and institutions designed to operate at a, variously defined, city-regional scale in England. Nevertheless, attempts to build a city-regional tier of governance have been tentative and lacking coherence. Alongside this city-regions are to be found emerging alongside existing tiers of economic governance and spatial planning. Arguing that what we are witnessing is not ‘life after regions’ but life with (or alongside) regions, the analysis presented argues that to understand why contemporary state reorganisation results in a multiplication of the scales economic governance and spatial planning we must recognise how the state shapes policies in such a way as to protect its legitimacy for maintain regulatory control and management of the economy. The final section relates these findings to wider debates on state rescaling and speculates on the future role of transition models in sociospatial theory

    Urban resilience:two diverging interpretations

    This paper uses two diverging interpretations of resilience to review and assess current UK policies for urban resilience. Both developed in scientific studies, the first interpretation is based on a mechanistic model of systems that can recover their original state after shocks, and the second is based on an evolutionary model enabling adaptation to disturbances. The literature review demonstrates that at present urban resilience is predominantly associated with the former. By contrast, only few policies and studies are inspired by the latter, although this is better suited to analyse dynamics of urban adaptation and manage cities accordingly. The contribution of this paper to an understanding of urban resilience is therefore twofold. First, an identification of the long-term consequences on the built environment associated with each model is provided, with the mechanical model ultimately hindering adaptation. Second, some approaches to generate effective responses to environmental and societal change are identified. Ultimately, this paper emphasises that the idea of a resilient city is fit for this age characterised by uncertainty, albeit it requires the recognition within planning practice that urban adaptation cannot be attained with current methodologies, and that much can be learned from theories on the resilience of ecosystems.

    Digging the backyard : mining and quarrying in the UK and their impact on future land use

    The future demand for land for mining and quarrying will be affected by a large number of economic, technological, environmental and social issues within the UK. Global developments also have a role to play. Although mining and quarrying account for only 0.9 per cent of the land area of England, the impact of this activity is considerable. Minerals are essential to the economy, for energy, construction, infrastructure and manufacturing, while their extraction has effects on the environment and on public perception. This paper examines current scientific understanding of the context of mining and quarrying, with particular reference to its impact on land use, along with the spatial relationship between minerals – which can only be worked where they occur – and other forms of land use and designation in the ‘post-industrial’ landscape of Britain. Looking out to 2060 and beyond, developments which may influence demand for minerals include climate change mitigation and adaptation; energy, food and raw material security; and new construction, manufacturing, recycling and re-use technologies. Factors influencing the supply side include the structure and ownership of the mining and quarrying industry, new extraction, processing and environmental technologies, ecosystem service provision, societal attitudes and land access. Although prediction carries a high level of uncertainty, continuous development of the regulatory framework is, and will remain, a major and pervasive factor in the relationship between mining and quarrying and land use

    Governing culture: legislators, interpreters and accountants

    Cultural policy has become dominated by questions of how to account for the intangible value of government investments. This is as a result of longstanding developments within government’s approaches to policy making, most notably those influenced by practices of audit and accounting. This paper will outline these developments with reference to Peter Miller’s concept of calculative practices, and will argue two central points: first, that there are practical solutions to the problem of measuring the value of culture that connect central government discourses with the discourses of the cultural sector; and second, the paper will demonstrate how academic work has been central to this area of policy making. As a result of the centrality of accounting academics in cultural policy, for example in providing advice on the appropriate measurement tools and techniques, questions are raised about the role academia might take vis-à-vis public policy. Accounting professionals and academics not only provide technical expertise that informs state calculative practices, but also play a surveillance role through the audit and evaluation of government programmes, and act as interpreters in defining terms of performance measurement, success and failure. The paper therefore concludes by reflecting on recent work by Phillip Schlesinger to preserve academic integrity whilst allowing accounting scholars and academics influence and partnership in policy

    Embedding financialisation: A policy review of the English Affordable Homes Programme

    Decent, affordable housing continues to be a major concern for policy makers, providers and society at large. This paper contributes to the debate over the future of social housing in England by reviewing the Affordable Homes Programme (AHP). The AHP (2011-15) saw the level of grant funding reduced dramatically; with the shortfall to be filled from housing associations own resources, increased rents and borrowing. To understand the implications of the AHP this paper utilises the concept of financialisation. Financialisation is a multi-faceted process that seeks to explain the increased role and power of the financial markets in society. Specifically the paper shows that the AHP leads to increased debt levels in the social housing sector, is predicated on short-termism and accumulation by dispossession. Finally, by employing financialisation the paper also addresses debates about the nature of housing policy and how it can best be conceptualised

    Harnessing Social Enterprise for Local Public Services

    The government’s public service reform policy emphasises the collaboration of local authorities with a network of other agencies in the locality, either through contracts or through partnership arrangements. Strong encouragement is currently being given to the involvement of ‘third sector’ organizations (including social enterprises) in such partnering arrangements. This environment has opened up new opportunities for social enterprises. However, as the DTI has asserted in relation to social enterprise, ‘rhetoric rather than a robust evidence base continues to inform many arguments for its growth and support’ (DTI, 2003a: 49). This paper examines one of the most widespread examples of social enterprise in the provision of public services: ‘new leisure trusts’. It asks whether the combination of entrepreneurial skills and social purpose in social enterprises such as new leisure trusts provides a useful model upon which public service partnerships could be based. Findings show that these social enterprises can work to create synergy through improved input/output ratios, commitment to meeting social objectives and wider stakeholder involvement. However, there are issues of incentivisation and relative autonomy that must be resolved within such partnerships, and more work to be done in some cases to build genuine social inclusion

    Deconstructing spatial planning: reinterpreting the articulation of a new ethos for English local planning

    This article reviews recent debates about the emergence of “spatial planning” as a new ethos for English planning, suggesting that continued uncertainty around the term's use is partly caused by a failure to consider its emergence as the product of a contested political process. Drawing on an interpretive approach to policy analysis, the article goes on to show how this new organizing principle is a complex articulation of different and potentially contradictory reform impulses. The result is to destabilize the concept of spatial planning, showing how it has been constructed as an “empty signifier”, an unstable and tension-filled discursive stake in an ongoing politics of reform. Finally, it is argued that this has significant implications for the ways in which implementation success and failure should be understood and for analysis of planning reform initiatives and systems more widely
