    Welfare Reform and Immigrant Participation in the Supplemental Security Income Program

    We examine the effect of the 1996 welfare reform legislation on participation in the Supplemental Security Income (SSI) program by immigrants. Although none of the immigrants on the SSI rolls before welfare reform lost eligibility, the potential exists for future impacts on the SSI caseload and the well-being of recent immigrants. We use microdata files from the Social Security Administration’s Continuous Work History Sample matched to administrative data on SSI participation for the period 1993 to 1999. We estimate simple models of SSI participation and compare our results to the existing literature. We then estimate a series of difference-in-differences models of SSI participation. These models compare SSI participation by immigrants relative to nativeborn individuals, and among affected immigrants relative to unaffected immigrants and native-born individuals, before and after welfare reform. Descriptive results indicate that the percentage of immigrants and natives receiving SSI decreased after welfare reform, but by a larger percentage for natives than for immigrants. The probability of SSI participation decreased after welfare reform for immigrants who were affected by the legislation relative to immigrants who were unaffected. The difference-in-differences estimate is positive for immigrants relative to otherwise similar natives, but the estimated effect among affected immigrants is about half as large as the effect for unaffected immigrants. When the sample is limited to low earners as a proxy for the SSI means test, the results are qualitatively unchanged but quantitatively much stronger.     Characteristics and costs of individuals experiencing severe hypoglycaemia requiring emergency ambulance assistance in the community

    Background and aims: Hypoglycaemia causes considerable a burden to individuals the healthcare providers. The aim of this study was to examine clinical characteristics of individuals requiring emergency medical assistance by ambulance services for an episode of severe hypoglycaemia and to estimate provider costs of hypoglycaemia. Materials and methods: Routinely collected information was retrieved for all episodes of severe hypoglycaemia attended to by the emergency ambulance services for a population of 367,051 people, including 75,603 people with diabetes, in Nottinghamshire and Derbyshire, UK, between 01/11/10 to 28/02/11. A total of 90,435 emergency calls were received in the study period, of which 523 (0.6%) were recorded as severe hypoglycaemia. The time to response, on-site treatment and hospitalisation were recorded along with standard clinical and blood glucose (BG) measures. Ambulance services costs were calculated. Results: The mean (SD) [proportion <= 3.2 mmol/L] pre and post-treatment BG levels were 1.9 (0.9) mmol/L [92%] and 6.5 (3.1) mmol/L [3%] respectively, 74% were under insulin treatment, 28% had nocturnal hypoglycaemia, and 153 (32%) individuals were transported to hospital. Lower pre-treatment BG (p<0.01) and Glasgow Coma Scale scores (p=0.05) were observed in insulin treated individuals in comparison to non-insulin treated individuals. No significant differences in individual characteristics were observed for other clinical measurements: post-treatment blood glucose (p=0.39), systolic blood pressure (p=0.28), diastolic blood pressure (p=0.64) and heart rate (p=0.93). Non insulin treatment was an independent predictor of transportation to hospital (p<0.01). Median time from allocation of call to departure of scene by ambulance services was 39 and 59 minutes for those transported and not transported to hospital respectively, translating to costs of £92 and £139 respectively. The median time from allocation to handing over patients to emergency staff was 75 minutes, equating to a cost of £176. Conclusion: The majority of cases of severe hypoglycaemia are successfully treated at the scene by the emergency ambulance services. Insulin treated and non insulin treated individuals do not differ by clinical characteristics, however non insulin treated individuals were more likely to be transported to hospital. Further studies are needed into the effect of prehospital ambulance care by treatment type on subsequent outcomes

    The size, concentration, and growth of biodiversity-conservation nonprofits

    Nonprofit organizations play a critical role in efforts to conserve biodiversity. Their success in this regard will be determined in part by how effectively individual nonprofits and the sector as a whole are structured. One of the most fundamental questions about an organization’s structure is how large it should be, with the logical counterpart being how concentrated the whole sector should be. We review empirical patterns in the size, concentration, and growth of over 1700 biodiversity-conservation nonprofits registered for tax purposes in the United States within the context of relevant economic theory. Conservation-nonprofit sizes vary by six to seven orders of magnitude and are positively skewed. Larger nonprofits access more revenue streams and hold more of their assets in land and buildings than smaller or midsized nonprofits do. The size of conservation nonprofits varies with the ecological focus of the organization, but the growth rates of nonprofits do not

    Making asset investment decisions for wastewater systems that include sustainability

    Effective integrated water management is a key component of the World Water Vision and the way in which aspirations for water equity may be realized. Part of the vision includes the promotion of sustainability of water systems and full accountability for their interaction with other urban systems. One major problem is that “sustainability” remains an elusive concept, although those involved with the provision of urban wastewater systems now recognize that decisions involving asset investment should use the “triple bottom line” approach to society, the economy, and the environment. The Sustainable Water Industry Asset Resource Decisions project has devised a flexible and adaptable framework of decision support processes that can be used to include the principles of sustainability more effectively. Decision mapping conducted at the outset of the project has shown that only a narrow range of criteria currently influence the outcome of asset investment decisions. This paper addresses the concepts of sustainability assessment and presents two case studies that illustrate how multicriteria decision support systems can enhance the assessment of the relative sustainability of a range of options when decisions are being made about wastewater asset investment

    Anomalous Perceptions and Beliefs Are Associated With Shifts Toward Different Types of Prior Knowledge in Perceptual Inference.

    Psychotic phenomena manifest in healthy and clinical populations as complex patterns of aberrant perceptions (hallucinations) and tenacious, irrational beliefs ( delusions). According to predictive processing accounts, hallucinations and delusions arise from atypicalities in the integration of prior knowledge with incoming sensory information. However, the computational details of these atypicalities and their specific phenomenological manifestations are not well characterized. We tested the hypothesis that hallucination-proneness arises from increased reliance on overly general application of prior knowledge in perceptual inference, generating percepts that readily capture the gist of the environment but inaccurately render its details. We separately probed the use of prior knowledge to perceive the gist vs the details of ambiguous images in a healthy population with varying degrees of hallucination- and delusion-proneness. We found that the use of prior knowledge varied with psychotic phenomena and their composition in terms of aberrant percepts vs aberrant beliefs. Consistent with previous findings, hallucination-proneness conferred an advantage using prior knowledge to perceive image gist but, contrary to predictions, did not confer disadvantage perceiving image details. Predominant hallucination-proneness actually conferred advantages perceiving both image gist and details, consistent with reliance on highly detailed perceptual knowledge. Delusion-proneness, and especially predominance of delusion-proneness over hallucination-proneness, conferred disadvantage perceiving image details but not image gist, though evidence of specific impairment of detail perception was preliminary. We suggest this is consistent with reliance on abstract, belief-like knowledge. We posit that phenomenological variability in psychotic experiences may be driven by variability in the type of knowledge observers rely upon to resolve perceptual ambiguity

    Strain Modulated Electronic Properties of Ge Nanowires - A First Principles Study

    We used density-functional theory based first principles simulations to study the effects of uniaxial strain and quantum confinement on the electronic properties of germanium nanowires along the [110] direction, such as the energy gap and the effective masses of the electron and hole. The diameters of the nanowires being studied are up to 50 {\AA}. As shown in our calculations, the Ge [110] nanowires possess a direct band gap, in contrast to the nature of an indirect band gap in bulk. We discovered that the band gap and the effective masses of charge carries can be modulated by applying uniaxial strain to the nanowires. These strain modulations are size-dependent. For a smaller wire (~ 12 {\AA}), the band gap is almost a linear function of strain; compressive strain increases the gap while tensile strain reduces the gap. For a larger wire (20 {\AA} - 50 {\AA}), the variation of the band gap with respect to strain shows nearly parabolic behavior: compressive strain beyond -1% also reduces the gap. In addition, our studies showed that strain affects effective masses of the electron and hole very differently. The effective mass of the hole increases with a tensile strain while the effective mass of the electron increases with a compressive strain. Our results suggested both strain and size can be used to tune the band structures of nanowires, which may help in design of future nano-electronic devices.     Using video feedback to improve early father-infant interaction: a pilot study.

    Preventive interventions with parents of infants have tended to focus on mothers. Recent research focused on fathers suggests that their involvement in interventions might enhance effectiveness. One effective approach with mothers is the brief, home-based Video-feedback Intervention to promote Positive Parenting (VIPP). This paper is a report of a pilot study of VIPP with fathers to assess its feasibility. Five fathers were recruited from an existing longitudinal study of parents. The primary outcome was acceptability, assessed using a semi-structured questionnaire after completion of the intervention. All fathers completed all sessions of the intervention. Fathers rated the intervention as having had a significant impact on their understanding of their child's thoughts and feelings, and as having improved their communication and relationship with their baby. Fathers' feedback was generally positive. The flexibility to conduct sessions at home (or at fathers' places of work) and the flexible timing of sessions were identified as fundamental to successful delivery. The results of this pilot study are encouraging, as VIPP with fathers was feasible. In light of the modest sample size, and the use of a non-clinical sample, the intervention must be evaluated with larger, clinical samples to evaluate its efficacy with fathers

    A Deep Multicolor Survey. VI. Near-Infrared Observations, Selection Effects, and Number Counts

    I present near-infrared J (1.25um), H (1.65um), and K (2.2um) imaging observations of 185 square arcminutes in 21 high galactic latitude fields. These observations reach limiting magnitudes of J ~ 21 mag, H ~ 20 mag and K ~ 18.5 mag. The detection efficiency, photometric accuracy and selection biases as a function of integrated object brightness, size, and profile shape are quantified in detail. I evaluate several popular methods for measuring the integrated light of faint galaxies and show that only aperture magnitudes provide an unbiased measure of the integrated light that is independent of apparent magnitude. These J, H, and K counts and near-infrared colors are in best agreement with passive galaxy formation models with at most a small amount of merging (for Omega_M = 0.3, Omega_Lambda = 0.7).Comment: AJ Accepted (Feb 2001). 28 pages, 7 embedded ps figures, AASTEX5.     The Algorithmic Origins of Life

    Although it has been notoriously difficult to pin down precisely what it is that makes life so distinctive and remarkable, there is general agreement that its informational aspect is one key property, perhaps the key property. The unique informational narrative of living systems suggests that life may be characterized by context-dependent causal influences, and in particular, that top-down (or downward) causation -- where higher-levels influence and constrain the dynamics of lower-levels in organizational hierarchies -- may be a major contributor to the hierarchal structure of living systems. Here we propose that the origin of life may correspond to a physical transition associated with a shift in causal structure, where information gains direct, and context-dependent causal efficacy over the matter it is instantiated in. Such a transition may be akin to more traditional physical transitions (e.g. thermodynamic phase transitions), with the crucial distinction that determining which phase (non-life or life) a given system is in requires dynamical information and therefore can only be inferred by identifying causal architecture. We discuss some potential novel research directions based on this hypothesis, including potential measures of such a transition that may be amenable to laboratory study, and how the proposed mechanism corresponds to the onset of the unique mode of (algorithmic) information processing characteristic of living systems.Comment: 13 pages, 1 tabl
