    Fuzzy Analytic Hierarchy Process Utilization in Government Projects : A Systematic Review of Implementation Processes

    Uncertain assessments challenge the aggregation of expert knowledge in the field of decision-making. Valuable, yet sometimes hesitant, insight of expert decision makers needs to be converted into numerically comparative form in the age of information management. . Fuzzy Analytic Hierarchy Process (FAHP) enables the comparison of decision elements through expert judgements, even when the information at hand is uncertain. The present study explores Fuzzy Analytic Hierarchy Process (FAHP) implementation in government projects in a systematic literature review. Theoretical framework for Analytic Hierarchy Process (AHP), Fuzzy Set Theory (FST) and their combination, namely Fuzzy Analytic Hierarchy Process (FAHP) is provided. The systematic literature review categorizes research results under three categories and examines each paper by utilizing review questions. Three main application purposes rise from the literature review; policy planning and assessment, project selection and project and performance evaluation. Overall implementation processes of the three application areas are discussed. The conclusion provides comprehensive evaluation of the approach and considerations for practitioners.Asiantuntijanäkemysten epävarmuus vaikeuttaa tiedon keräämistä päätöksenteossa. Päätöksentekoprosessin kannalta arvokkaat, vaikkakin joskus epävarmat, asiantuntijanäkemykset tulee voida muuttaa numerollisesti vertailtavaan muotoon tietojohtamisen aikakautena. Sumea Analyyttinen Hierarkiaprosessi mahdollistaa päätöksenteossa käytettävien elementtien vertailun asiantuntija-arviointien avulla, jopa silloin kun käytettävissä oleva tieto on epävarmaa. Opinnäytetyössä tutkitaan systemaattisen kirjallisuuskatsauksen keinoin Sumean Analyyttisen Hierarkiaprosessin, eng. Fuzzy Analytic Hierarchy Process (FAHP), implementointia julkishallinnon hankkeissa. Tutkimus sisältää teoreettisen viitekehyksen Analyyttisen Hierarkiaprosessin, Sumean joukko-opin, eng. Fuzzy Set Theory (FST) ja niiden yhdistelmän, Sumean Analyyttisen Hierarkiaprosessin, eng. Fuzzy Analytic Hierarchy Process (FAHP), ymmärtämisen tueksi. Systemaattisen kirjallisuuskatsauksen myötä valittu aineisto luokitellaan kolmeen kategoriaan ja jokaista tutkimusta tarkastellaan ennalta määrättyjen kysymysten avulla. Systemaattisen kirjallisuuskatsaukseen myötä valittujen tutkimusten kolme olennaisinta käyttötarkoitusta ovat; käytännön suunnittelu ja arviointi, hankevalinta sekä hankkeiden ja suoritusten arviointi. Aineiston luokittelun jälkeen tutkimus etenee tarkastelemaan erilaisiin käyttötarkoituksiin suunnattujen Sumean Analyyttisen Hierarkiaprosessi -metodin implementointiprosesseja. Johtopäätös -osio tarjoaa pohdintaa ja huomioita siitä, miten päätöksentekijät voivat suhtautua Sumean Analyyttisen Hierarkiaprosessin hyödyntämiseen julkishankkeiden yhteydessä

    preVIEW: from a fast prototype towards a sustainable semantic search system for central access to COVID-19 preprints

    The current COVID-19 pandemic emphasizes the use of so-called preprints - a type of publication that is not subject to peer review. Due to its global relevance, there is an immense number of COVID-19-related preprints every day. To help researchers find relevant information, we have developed the semantic search engine preVIEW, it integrates preprints from currently seven different preprint servers. For semantic indexing, we implemented various text mining components to tag, for example, diseases or SARS-CoV-2 specific proteins. While the service initially served as a prototype developed together with users, we present a re-engineering towards a sustainable semantic search system, which was inevitable due to the continuously growing number of preprint publications. This enables easy reuse of the components and allows rapid adaptation of the service to further user needs

    Nowadays, to ensure sustainable production, it is essential to promote two actors essential to the resilience of our soils: earthworms and microorganisms communities (EMC). Through the ecological functions they perform in soils (decomposition/mineralization of organic matter, stability of aggregates, resistance to biotic or abiotic stresses,…), they contribute to the provision of ecosystem services to mankind (permeability/infiltration of water in soils, erosion control, ultimately primary production,…). The relationship between EMC is far from being understood: Positive feedbacks would take place during earthworm activity, as changes in microbial biomass and enzymatic activity would amplified during cohabitation. A detailed study of these interactions and how they evolve with a change in agricultural practices is necessary to better understand how to optimize the provision of ecosystem services. In Wallonia (Belgium), we can see agricultural practices evolving against two intensification gradient : the decrease in the use of synthetic inputs and the decrease in intensive tillage. Therefore, this thesis will focus on 4 agricultural modalities : Organic agriculture, conservation agriculture, organic + conservation agriculture and conventional agriculture. The objective is to really quantify the contribution of EMC in these different modalities, through the innovative combination of two approaches. Firstly, a factorial approach is divided into two parts: Tests and samplings in partner long term trials and an ex-situ experimentation in mesocosms. Secondly, a systemic approach will integrate the study in commercial farms and therefore take into account socio-economic variabilities. Agricultural practices act as filters for the expression of life in soil, resulting in differences in abundance and diversity then translated in the unlike provision of ecosystem services. In 2021, by sampling about 50 agricultural plots, a previous master’s thesis proved this phenomenon for earthworm communities. For the next four years, a PhD will go further, by adding the interaction with microorganisms communities.     CTO: A Community-Based Clinical Trial Ontology and Its Applications in PubChemRDF and SCAIViewH

    Driven by the use cases of PubChemRDF and SCAIView, we have developed a first community-based clinical trial ontology (CTO) by following the OBO Foundry principles. CTO uses the Basic Formal Ontology (BFO) as the top level ontology and reuses many terms from existing ontologies. CTO has also defined many clinical trial-specific terms. The general CTO design pattern is based on the PICO framework together with two applications. First, the PubChemRDF use case demonstrates how a drug Gleevec is linked to multiple clinical trials investigating Gleevec’s related chemical compounds. Second, the SCAIView text mining engine shows how the use of CTO terms in its search algorithm can identify publications referring to COVID-19-related clinical trials.
